浙江省特色小镇旅游功能评价体系构建

目的]特色小镇战略是浙江省城镇发展的重要举措,构建特色小镇旅游功能评价体系有利于促进特色小镇旅游业发展和升级。方法]文章采用层次分析法构建特色小镇旅游功能评价体系,并分析指标权重;采用实例研究法对云制造小镇进行分析,通过主观与客观相结合的方法分析浙江省特色小镇的旅游功能。结果]通过层次分析法构建了包括生态价值、观赏价值、社会价值和经济价值4个层次17个指标的特色小镇旅游功能评价体系,评价结果表明观赏价值和经济价值的权重值最高,都是0.3317,而社会价值的权重值最低为0.1394。在各项具体指标中,山水布局情况的权重值最低为0.0247,物种多样性(0.0275)和活动空间的评价(0.0273)的权重值也较低,其综合得分情况与权重值具有一致的结果,说明在发展特色小镇旅游业的进程中,应注意保护物种多样性,合理安排小镇的结构布局。结论]整体看来,浙江省特色小镇的旅游功能发挥较好,观赏价值和经济价值在浙江省特色小镇的旅游功能开发中占有重要的地位,特色小镇的交通和活动空间布置有待提高,在发挥特色小镇的旅游功能中应该尽可能调动民众的积极性,带动更多的民众参与特色小镇的旅游建设。根据云制造小镇的实际情况来看,小镇地理位置优越,发展良好,但空间受限,应在此基础上进行创新,提高服务功能,提高基础设施建设,更好地发挥特色小镇的旅游功能。

CONSTRUCTION OF TOURISM FUNCTION EVALUATION SYSTEM ON CHARACTERISTIC TOWNS IN ZHEJIANG PROVINCE

The strategy of characteristic town is an important measure for the development of towns in Zhejiang province, and it is helpful to promote the development and upgrade of tourism industry of the characteristic towns by constructing the evaluation system of tourism function of special towns. The analytic hierarchy process was used to construct the evaluation system of tourism function of special towns and analyze the index weight, and the case study method was used to analyze the small town of cloud manufacturing. The combining of the subjective and objective methods was used to analyze the tourism function of the characteristic towns in Zhejiang province. Through the analytic hierarchy process, a special town tourism function evaluation system was constructed by adopting 17 indicators from 4 aspects including ecological value, ornamental value, social value and economic value. The results showed that the weight of ornamental value and economic value was the highest, which was 0.3317, while the weight of social value was the lowest 0.1394. Among the specific indicators, the weight value of landscape distribution was the lowest 0.0247. The weight values of species diversity (0.0275) and activity space (0.0273) were also low, and the comprehensive score was consistent with the weight value, which indicated that in the process of developing tourism industry in characteristic towns, and attention should be paid to protecting species diversity and arranging the structure and layout of small towns. As a whole, the tourism function of the characteristic towns in Zhejiang province plays a better role, and the ornamental value and economic value play an important role in the development of the tourism functions of the characteristic towns in Zhejiang province. However, the traffic and activity space arrangement of the special town needs to be improved. In the tourism function of the characteristic town, the enthusiasm of the people should be aroused as much as possible, and more people should participate in the tourism construction of the characteristic town. According to the actual situation of the cloud manufacturing town, the town is well situated and well developed, but the space is limited. It should be based on innovation, improve service functions, improve infrastructure construction, and better play the tourism function of the characteristic small towns.
