农村基础设施PPP模式发展的影响因素研究

目的]农村基础设施采用PPP模式能够增加项目投资、使产品和服务的品质得到改善、体现更高的经济效率,对农村经济发展起到良好的支撑作用,在农村和农业建设发展中具有重要意义。方法]基于运用层次分析法(AHP)和熵权法(Entropy),实现主观与客观赋权相结合,从合作障碍因素、制度保障因素、经济环境因素3个层面,确定了19个影响因子在影响农村基础设施PPP模式发展中的权重值。结果]评价指标中项目收益率、政策支持力度、资金可获得性、专业人才充足性、平等合作意识指标的权重居于前5位,表明该5项指标是影响农村基础设施PPP模式发展的主要因素,并进一步探索这些因素对农村基础设施PPP模式发展的影响机理。结论]结合主要影响指标贡献度,提出注重优化组合、加大扶持力度、拓宽融资渠道、注重人才培养、坚持平等互利,消除合作障碍等建议,为农村基础设施PPP模式发展的理论和实践研究提供了新的启示。

RESEARCH ON THE FACTORS AFFECTING THE DEVELOPMENT OF RURAL INFRASTRUCTURE PPP MODEL

The adoption of PPP mode in rural infrastructure investment can increase project investment, improve the quality of products and services, and achieve higher economic efficiency. Thus, it is supportive of rural economic development and of great significance in rural and agricultural construction and development. By adopting the analytic hierarchy process and entropy weight method to realize the combination of the subjective and objective weights, this research identified 19 influencing factors and their weights in the development of rural infrastructure PPP model from three aspects including cooperative obstacle, institutional guarantee and economic and environmental factors. The results showed that the weight of project return rate, policy support, capital availability, professional talent sufficiency and sense of equality and cooperation ranked the top five, which indicated that the five indexes were the main factors affecting the development of rural infrastructure PPP model, and further explored the influencing mechanism of these factors on the development of rural infrastructure PPP model. Combining with the contribution of the main impact indicators, this research puts forward some suggestions, such as focusing on optimizing the combination, increasing support, expanding the financing channels, paying attention to talent training, insisting on equality and mutual benefit, and eliminating obstacles to cooperation, etc., which provide new inspirations for theoretical and practical research on the development of rural infrastructure PPP model.
