Exploiting Value Engineering Philosophy, Raising the Utilization Ratio of the State-owned Resource

This article begins with analysis of the sharp contradictions of the state-owned resource's relative short, the low utilization ratio and the severe waste and destruction. Then it suggests utilizing the tracks of exploiting value engineering philosophy, establishing the whole people's suffering sense of resource and environment and the completely new resource idea, strengthening the macroscopic control and value operational research, raising the state-owned resource's functional value so as to realize the harmony of relationships between resource utilization and environment protection and continuable development of the social economy.
