Evaluation of Information and the Value of Exploitation Rights

The paper argues that although commercializing mining rights revitalized the mineral economy,the attribute of state-owned property rights of mineral resources has not been changed.As a result,due to the exchange and transform of mining rights,there are various competitions for interests from different owners of rights;and it is hard for the two sides of competition to keep themsevleve from unfair benefit evaluation and distribution owing to the unsummtary information.In order to protect legitimate rights and interests of each side in the process of transaction,the paper proposes that the effect of information on the market of mining rights should be given much attention to,and we should make the value of information clear and work out more perfective measures for information management.
