水利工程PPP项目治理能力提升动力实证研究

项目治理能力提升已经成为水利工程PPP项目治理的一个重要内容。基于水利行业相关专家的调查数据,以合同治理能力、产权治理能力、关系治理能力、项目治理阻力、PPP项目治理能力为5个潜变量,以具体指标为观测变量构建水利工程PPP项目治理能力提升的结构方程,对动力因素与PPP项目治理能力提升之间关系的概念模型以及潜变量之间的相互作用等进行验证和修正,从而得出动力因素与治理能力提升相互作用的路径以及路径系数。结果表明,合同治理能力、产权治理能力、关系治理能力与PPP项目治理能力提升之间具有正相关关系;项目治理阻力与PPP项目治理能力提升之间呈负相关关系;产权治理能力对合同治理能力未形成约束。从加强组织内部控制力、提升项目监管能力、建立信任体系、构建项目协同治理机制等方面入手,可以有效提升PPP项目治理能力。

Empirical study on updating force of governance capability of hydraulic PPP projects

The updating of project governancecapability has become an important part of governanceof hydraulic PPP projects. Based on the survey data ofthe relevant water industry experts, a structuralequation for the updating force of governance capabilityof hydraulic PPP projects is established by using fivelatent variables and several observation variables.Among them, five latent variables include contractgovernance capability, property governance capability,relationship governance capability, project governanceresistance and PPP project governance capability.Through the questionnaires, the conceptual modelrevealing the relationship between dynamic factors andupdating of governance capability and the interactionamong the latent variables are verified and modified byusing the structural equation model so as to yield therelevant path and path coefficient. The results showthat the contract governance capability, propertygovernance capability and relationship governancecapability have a positive correlation with thegovernance capability of PPP projects. There is a negative correlation between the project governanceresistance and the governance capability of PPPprojects. The property governance capability andcontract governance capability are uncorrelated.Accordingly, some measures can effectively update thegovernance capability of PPP projects, such asstrengthening organization internal control, improvingcapability of project supervision, establishing trustsystem and collaborative governance mechanism ofprojects
