| Abstract: | Legal government is the integration of limited government,sincere government and responsible government.Governmental innovation is a sort of advanced management method of modern government management,i.e.the methods and actions governmental organizations adopt to be adapted to the changes.Concept innovation,management innovation,service innovation,mechanics innovation and method innovation constitute the main content of governmental innovation. |
