河北省耕地资源的态势及对策

随着经济的发展和城市化进程的加快，河北省对耕地的非农业性占用以及闲置浪费现象十分严重，加之生态破坏，水土流失和环境污染等原因，使本来就很在限的耕地资源又以惊人的速度锐减，针对河北省耕地资源面临的态势及土地管理中存在的问题，认为应积极宣传保护耕地的基本国策，力求保持耕地总量动态平衡，稳步提高耕地质量，优化区域生态环境，极力推行土地有偿使用和转让制度。

RESEARCH ON THE SITUATION AND COUNTERMEASURES OF THE CULTIVATED LAND RESOURCES IN HEBEI PROVINCE

With the development of economics and the speed of the urbanation,the phenomenon of the cultivated land is taken up by nonagricuture and disuse is serious,attached by ecosystem ruied and environment polluted.The quantity of the cultivated land is decreasing with a surprising speed.Aiming at the state of the cultivated land facing in Hebei province and the problem on land management,we think it is very important to propaganda the basic national policy of protecting the cultivated land positively and manage to keep the dynamic balance of the cultivated land quantity.We should improve the cultivated land's quality,optimaze the ecological environment and carry out the paid and transfered use rule.
