| 摘 要： | 通过文献回顾和问卷调查,了解中国SEA(战略环境评价)实践的主要领域和实施现状,在对中国SEA实施有效性给以客观评价的基础上,指导未来SEA制度改进的方向。研究中国SEA的主要类型和实践领域,发现决策者和主管部门对SEA的态度直接影响了SEA的实施情况。从SEA开始的时间、技术方法、公众参与的效果与形式、信息公开、替代方案、审查的组织等方面研究中国实施SEA的现状,认为中国目前实施的是基于影响评价的SEA模式;目前SEA实践过程中遇到的主要问题其根源在于SEA的制度安排,包括法律法规和管理模式;客观评价我国SEA实施的有效性,应依据我国政治、立法、行政和文化等国情特点,借鉴国际经验,研究SEA有效性评估准则;SEA有效性的评估准则应考虑SEA的层次性或SEA的发展阶段,才能更有效地指导实践。
