| 摘 要： | 上世纪90年代以来,我国城镇化实现高速发展,但城镇化发展的不均衡状态也客观存在。近年来,在地方政府竞争及投资冲动等多方面原因共同作用下,各地方政府大力投入各种类型的新城区建设中,但这批新建的城镇对要素及产业的吸引力却并不强,并随即出现了一批所谓的"鬼城",而这种现象在西部地区又更加凸显也迫切需要转变。对国内外城镇化、公共服务的文献进行梳理及分析后发现,要真正有效地推进城镇化,应该转换过去先建城、后提供公共服务的模式,而应构建一种以公共服务先行,用公共服务吸引人口及产业进入的模式。

| Abstract: | China has created a miracle of high-speed development of urbanization since the 1990s , but there are some issues left behind. In recent years, local competition and compulsory of investment of local government and many other reasons has lead a series of constructions of various types of new cities. Yet the new-burned cities without few public services are not attractive to people or industrial. And here comes a number of so-called ghost towns. Furthermore, this kind of phenomenon is more typical in western regions and is also an urgent to change. Based on analyzing literatures and references both from China and abroad , we find that to be truly effective in promoting urbanization, we should convert the way of urbanization. |
