中国渔业生产性政策变迁对产业发展的影响浅析

论文总结了2011年国家出台的《十二五规划纲要》中涉及渔业生产生活发展的规划，并重点从渔业历史发展的角度对水产养殖、捕捞等生产性渔业政策进行了总结回顾。我国实行积极的、不断完善的、因势利导的渔业生产性政策，使得渔业生产总量持续稳定增长，渔业产业结构不断优化，渔业效益和“三渔”发展不断提高。分析表明，渔业生产性政策对渔业产业生产、结构调整和效益增减具有重要影响。为此，论文在总结我国渔业产业发展趋势基础上提出了提高水产品发展质量、加快现代化渔业建设和培育新型渔业经营主体等对策建议。

Study on the influence of productive policy evolution on the fishery industry development in China

This article summarizes fishery production and life plan from the ＂12th five-year plan outline＂ in 2011, and summarized aquaculture, fishing and other productive fisheries policy from the perspective of fishery historical development. The active and constantly fishery productive policies make sustainable fishery output growth, promote fisheries industry structure to be optimized constantly, and improve the ＂fishing＂ development constantly. Analysis shows that the fishery productive policy has an important influence on fishery industry production, structural adjustment and benefit increase or decrease. Finally, on the basis of summarizing the trend of China fisheries industry development, countermeasures and suggestions are put forwarded, like putting forward the development of aquatic products quality and accelerating the construction of modem fishery and cultivating new fishing operators, etc.
