基于主体功能区规划的“三规”协调设想

在当前我国国家规划体系中,国家发展和改革部门组织编制的"五年发展综合规划",建设部门组织编制的"城市总体规划",国土部门组织编制的"土地利用总体规划"占有重要地位,通常称为国家规划体系中的"三规".长期以来由于多种原因"三规"之间缺乏必要的协调一致性,造成区域发展规划和建设中的多种矛盾.从我国未来主体功能区规划的前提出发,考虑"三规"编制和管理的现状,提出了规划重点协调、规划数据协调、规划层级协调模式,对基于主体功能区规划构建国土空间规划体系有重要意义.

AN ASSUMPTION ON COORDINATED THREE KINDS OF PLANNING BASED ON MAJOR FUNCTION ORIENTED ZONING

In the current national planning system in China,there are three kinds of planning occupied important position that usually are referred to "three-planning",which are"Five-year development integrated planning" organized by national development and reform departments,"Urban planning"organized by construction departments,and"Land use Planning"organized by territory departments.Owing to various reasons,the lack of the necessary coherence between "three-planning"for a long time resulted in a variety of contradictions in the regional development planning and construction.This paper proposes the coordinative pattern for "three-planning",of which is different planning focus,data and levels,considering the status of organizing and management of "three-planning",from the precondition of China's future planning of major function oriented zoning.Viewpoint in the paper has a great significance to construct territorial planning system based on the planning of major function oriented zoning.
