| 摘 要： | 洪水保险是一项重要的非工程防洪措施.就国内外洪水保险发展的理论和实践进行了简要回顾,并以美国为例,对美国的洪水保险发展进程进行了较为详细的阐述,并通过对中美两国基本国情差异的比较分析,探寻适应中国国情的洪水风险防范措施和制度框架.研究认为,我国洪水保险的经营模式应实施政策性保险商业化运作的制度创新.在此基础上,为建立健全我国洪水保险制度提供理论支持和政策导向.
