江西林业固定资产投资结构比较分析

以全国为参照区,采用SSM方法,对2000²010年江西省林业固定资产投资规模和结构变动情况进行比较分析的结果表明:江西林业固定资产投资规模相对较小但呈现持续增长的趋势,增长率快于全国;营林投资增长速度大于森工投资且快于全国,竞争优势由强变弱;森工投资增长速度慢于全国,竞争优势由弱变强;营林、森工投资中的基本建设投资增长速度最大且快于全国,更新改造和其它投资是发展潜力股。因此,提出继续深化林业产权制度改革,加大对林业固定资产投资的力度,提高林农林业经营的积极性;调整林业固定资产投资结构,在保持营林投资现有的增长速度的前提下加大森工投资力度;夯实基础设施,完善基础设施服务,注重多种林业投入方式相结合,实行林业分类经营、分类投资、分类管理等建议。

A Comparative Analysis on the Structure of Forestry Fixed Assets Investment in Jiangxi

Taking the whole nation as a reference,the paper comparatively analyzed the change in scale and structure of forestry fixed assets investment( FFAI) with the method of SSM from 2000 to2010 in Jiangxi. The conclusion represented: the FFAI scale in Jiangxi was relatively small but a continuous growing trend,its growth rate was faster. The growth rate of forestry operational investment( FOI) was faster than forestry industry investment( FII) and the whole nation,its competitive advantage was from strong to weak; the growth rate of the FII was slower than the whole nation,but its competitive advantage was from weak to strong. The growth rate of basic construction investment in the FOI and FII were the fastest in the whole nation,the renovation and reformation investment and other investment were potential shares. Finally,some policy suggestions were put forward as follows. One was to deepen forestry property rights reform,increase the FFAI to improve the enthusiasm of farmers forest operation; another was to adjust the structure of the FFAI and increase the FII while maintaining the existing growth rate of the FOI. The last one was to strengthen infrastructure,improve the infrastructure services and pay attention to the combination of a variety of the FFAI ways.
