| 摘 要： | 国有企业产权界定不清，产权主体虚设而形成的国有企业非均衡产权是国有企业效率低下的根本原因。明晰产权，建立合理完善的国有企业产权结构是我国国有企业能否有效运作的前提．同时也是国企脱困之路的关键之所在。本文通过从产权的角度对国有企业产权非均衡的方式及产生原因的研究，阐明了国企的低效率的根源，并提出了通过产权再造，国有企业产权多元化来改变非均衡现象以实现国企腾飞的思路。

Research on the Imbalance of the SOE Property Rights & our Countermeasures |

| Abstract: | The unbalanced property rights (PR) resulting from the obscure definition of SOE - PR as well as the vacant PR subject are the crucial reasons why SOE operate so inefficiently. Whether SOE can operate effectively or not depends on the PR distinctness & the suitable and complete SOE - PR, which are also the key to the SOE's being out of lose. In this essay, from the PR's point of view we discuss the manners of foe unbalanced PR and their forming, getting at the roots of the SOE's efficiency. At last, a view of re - engineering and pluralizing the SOE - PR in order to change the imbalance is set forth to make the rising of the SOE. |
