对“十二五”期间有效治理分配不公的对策研究

摘    要:截止“十一五”期末,我国多年来形成的收入分配不公,突出表现在两大方面:一是GDP在国家、企业和个人三者之间分配不公,劳动报酬和居民收入在GDP分配中的“两个比重下降”;二是社会成员之间收入差距过大。“十二五”期间,要针对产生和形成“两个比重下降”和社会成员收入差距过大的四个原因,从七个方面的理论创新和分配制度安排上找准切入点,力争在“十二五”期间基本扭转“两个比重下降”和社会成员收入差距过大的趋势。治理分配不公是政府的责任,需要国家成立专门机构治理分配不公。

Abstract:By the end of the 11th Five-Year Plan,the unfair distribution that has been formed during many years is mainly reflected in two aspects: first,unfair distribution of GDP among the nation,enterprises and individuals,and decrease in both proportions of labor reward and resident income in GDP distribution;and second,huge income gap among social members.In the 12th Five-year Plan,aiming at the four reasons for the above two aspects,seven theoretical innovations and distribution system arrangements are proposed ...
