对“十二五”期间有效治理分配不公的对策研究

截止“十一五”期末，我国多年来形成的收入分配不公，突出表现在两大方面：一是GDP在国家、企业和个人三者之间分配不公，劳动报酬和居民收入在GDP分配中的“两个比重下降”；二是社会成员之间收入差距过大。“十二五”期间，要针对产生和形成“两个比重下降”和社会成员收入差距过大的四个原因，从七个方面的理论创新和分配制度安排上找准切入点，力争在“十二五”期间基本扭转“两个比重下降”和社会成员收入差距过大的趋势。治理分配不公是政府的责任，需要国家成立专门机构治理分配不公。

Countermeasure Study on Effectively Controlling Unfair Distribution during the 12th Five-year Plan
