鼓励企业自主创新的金融政策研究

党的十六届五中全会把提高自主创新能力、建设创新型国家作为“十一五”时期的主要任务之一。提高自主创新能力,是保持经济长期平稳较快发展的重要支撑,是提高我国经济的国际竞争力和抗风险能力的重要支撑。提高自主创新能力、建设创新型国家,必须进一步明确企业自主创新的主体地位,实施激励、支持自主创新的金融政策。文章从进一步完善资本市场、加快中小企业板建设、设立创业金融、推进科技金融工具创新等方面详细阐述了如何构建鼓励企业自主创新的金融支持体系。

Encourage enterprise independent innovation's finance policy research

To enhance China's innovation ability and to build China into an innovation-oriented country have been set as one of the primary missions in the Eleventh Five-year Plan in CCP's Fifth Plenary Session of the 16th National Congress. It has been widely accepted that the enhancement of innovation ability and building China into an innovation-oriented country are the key to maintain long-term steady quick development of the national economy and the key to enhance our country's economic competitiveness internationally and anti-risk ability. In order to achieve this,it is important to make it clear that enterprises are the main body in the innovation system,and it is important to implement stimulating financial policies to upkeep indigenous innovation. This article discusses in details how to construct the financial backing system from the following aspects: to perfect the capital market;speed up the construction of the small and medium-sized enterprise board;establish Entrepreneurial Finance;and promote financial tool innovation for science and technology.
