对上海建设国际大都市的新思考

上海自1990年代初提出建设国际经济中心和国际大都市的战略之后,战略目标得到补充而时间表逐步后移,这表明在上海建设国际大都市的问题上,人们的认识在不断深化。城市的发展,政府“看得见的手”的作用大有可为,但必须防止“看得见的手”挤压“看不见的手”的作用空间。当前由美国爆发的金融危机及其对中国、对上海经济的影响,应当让我们获得思考上海未来发展的新视野。

Rethink on Shanghai Constructing International Metropolis

Since that Shanghai had made a strategy for developing toward an international economy center and metropolis in 1990s, the strategy has been supplemented and the time-table has been pushed backward. This means on the issue of developing Shanghai into an international metropolis, people's recognition has been deepening. For city's development, the government's "visible hand" could play a big role. Anyway, it's neces-sary to prevent the "visible hand" squeezing the space of the effect of the "invisible hand". The current finan-cial crisis emerged in America and its impact for China's economy, provide us a new aspect for considering Shanghai's development in the future.
