生态政治:1953年的乌拉特前旗及其周边地区

本文以1953年乌拉特前旗的农牧纠纷为契机探讨生态政治。乌拉特前旗西部是灌溉农业区，南边是沙漠，1953年南边和西边受到大量外来牲畜的压力，内部许多地区的草原也受到严重破坏。在这种情况下，政府开始将农区的牲畜向外驱逐，同时在内部清理农田与牧场的分界线。旗的边界和旗内农田与牧场边界都因此产生了相应的生态政治过程。村庄产生了协调委员会以解决农田和牧场的纠纷，旗边界的争端仍在一般的条条块块的框架内解决。1953年的生态政治仍有其地方特点。

Ecological Politics:the Front- Wulat Banner in 1953

The agricultural and pastoral disputes taken place in Front-Wulat banner in 1953 are discussed by ecological politics viewpoint in this article. By west side of Front-Wulat banner, there is a irrigation agricultural area, and by south side a desert. In 1953, a lot of livestock came from the south and the west, and the grassland in Front-Wulat banner were damaged seriously. In this situation, the government of Front-Wulat banner began to dispel the outside livestock, at same time, to sort out the field and grassland. Along sides of banner and sides of field and grassland inside the banner, ecological politics processes were taken placed. Harmony committee in village level was set up for the disputes of field and grassland, and the disputes along banner border were resolved through ordinary vertical and equal system. The ecological politics in 1953 had its own regional trait.
