| 摘 要： | 论文阐述了我国中小企业集群化发展的现状及存在的问题,指出集群是中小企发展中的必经之路,我国仍属于起步阶段,政策的研究是必不可少的.论文从质量构筑配套性对策体系,政府职能,中小企业法资金融通体制和集群化网络发展等方面来探讨我国中小企业发展的政策及保障体系,使中小企更好向集约化发展。
