| 摘 要： | 福利经济学派坚持帕累托规则意义上的公平和效率,它强调维护所有权的完整性和排他性。帕累托改进需要支付交易成本,它只是一种局部而非全局意义的改进。我国的制度变革运用了帕累托规则。帕累托规则意义上的公平与效率是有现实意义的。

| Abstract: | The school of welfare economics insists the fairness and efficiency of Pareto principle, emphasizing the integrity and exclusiveness of proprietary rights. Pareto improvement, practically a partial one, needs to pay transaction cost. Chinese institutional reform uses Pareto principle. The fairness and efficiency of Pareto principle have immediate significance. |
