The programmatic protection of disadvantaged groups in urban planning: exemplified by urban regeneration process

As a part of urban policy, urban plan is playing an important roll in city social activity. But the interests of inferior groups are often ignored in the planning process. Based on the policy-making theories, in this article I try to probe the programmatic assurances of the interests of inferior groups in the planning process.
