"效率优先,兼顾公平"原则过时了吗?

本文认为,“效率优先,兼顾公平”原则是我们建国以来历史经验的科学总结,是我国方针政策的组成部分,是对计划经济体制下强调平均分配的沉痛教训的明确纠正,符合马克思的基本观点和列宁的思想。文章提出,“效率优先,兼顾公平”就是要把发展生产力放在第一位,把追求效率放在第一位,在效率优先的前提下兼顾公平合理分配;效率优先不是不要公平,而是不能把公平放在首位和并提;社会主义的根本任务是发展生产力,这个指导思想不能变,“效率优先,兼顾公平”的原则不能变;缓解收入差距扩大,构建公平、公正、合理的收入分配体系,必须与体制改革相结合,必须联系实际、深化改革。

Is "Giving Priority to Efficiency with due Consideration to Fairness" Out-of-Date

The author points out that the principle of "giving priority to efficiency with due consideration to fairness" is the summary of historical experiences since the founding of New China,an important component of our policies and principles,the remedy of heavy stress in fair distribution in the light of planned economy,and a better reflection of the basic viewpoints of Marxism and Lenin Thought.The author puts forward that "giving priority to efficiency with due consideration to fairness" means that we should give priority to the development of productivity,to the pursuit of efficiency,and rationally distributing income on the premise of giving priority to efficiency will lead to the promotion of production;"giving priority to efficiency" does not mean that fairness is meaningless,but it does not have the same position as efficiency has;the fundamental mission of socialism is to develop productive forces,and this guidance can not be changed,so,the principle of "giving priority to efficiency with due consideration to fairness" can not be changed,either;narrowing income disparities and constructing a fair,just and rational income distribution system should be combined with reconstruction,reality and deepening reform.
