| 摘 要： | 研究目的:评析近年房地产调控中的土地政策效果,为提高土地政策宏观调控效果提供政策建议。研究方法:文献资料法、数据统计法、归纳分析法。研究结果:目前的土地政策主要集中在保障用地供应、促进闲置土地开发和完善土地出让方式三方面,土地政策条款重复度高、调控效果不佳。研究结论:为保障土地政策的调控效果,稳定地价和房价,应在加大土地供应总量的前提下调整土地供应结构;加强政策的监管和检查力度,保障政策的执行效力;应从货币、税收、土地供应等手段入手,多管齐下调控地价和房价。
