科学推进中国农村土地整治战略

改革开放30多年来,中国城乡人口格局、城市用地格局和人地关系格局均发生了显著变化。在此过程中,城市规模扩展与基础设施建设用地增长需求旺盛,保障经济发展与保护耕地红线的双保压力持续加大,而农村空心化加剧发展,造成土地废弃闲置和低效、无序利用问题日益突出,这种矛盾成为构建城乡经济社会一体化发展新格局的主要障碍。亟需以城乡用地增减挂钩试点为契机,统筹规划、创新机制,稳步推进城乡同地同价与城乡土地优化配置的改革探索,尤其应以农村废弃闲置用地整治为重点,立足农村、联动城乡,深入开展农村土地综合整治。本文在简要剖析现阶段中国城乡转型发展及土地利用面临问题的基础上,指出中国农村土地整治的潜力巨大、意义重大、时机成熟,应当上升为国家战略。并结合当前政策重点和难点问题,提出科学推进农村土地整治战略的行动计划和实施重点。
