| 摘 要： | 金融机构为保障资金安全，防范和规避风险，需采用定性分析与定量分析相结合的方法，建立由一系列指标数据以厦综合分析所构成的地方政府信用风险评价体系，对拟融资的地方政府进行信用风险评价。其主要的分析评价框架包括地区经济发展分析、财政管理水平分析、财政状况分析、适度债务规模测算等内容。

| Abstract: | To safeguard money security, prevent and cover risks, it＇s necessary to establish by way of combining qualitative and quantitative analysis, a local govermental credit risk evaluating system composed of a series of norm date and comprehensive ovnalysis so as to evaluate the credit risk of the local government. The main analysing and evaluating framework includes regional economic development analysis, fiscal management-level analysis, moderate liability size calculation, etc. |
