Study on the Management System Reform in the State-owned Nursery

This article analyzes the problems encountered by the state-owned nursery,such as the lack of vigor when operating,harmful consequences after allocating the resources and the limit of market for seeds and seedlings.On the basic theory of separated management of ecological functions from commercial and economic functions in the nursery,it discusses the method for commercializing the ecological functions and marketing the commercial functions in the nursery.It also studies the measurements taken for the reform of the property rights of the nursery,the industrialized restructure and the supporting reform involved.
