| 摘 要： | 发展农村基础设施，资本问题是关键，仅靠政府主体是难以达到农村基础设施长期稳定发展的目标的，大力引进民间资本进入农村基础设施领域已成为一种必然趋势。但是，政府与民间资本在农村基础领域投资范围应做必要的界定，在界定中应遵循一定的原则，同时两者投资范围的划分也有一定的标准，并须注意相关的问题。

| Abstract: | Only the governmental capital can hardly meet the development of rural infrastructure.If we want to settle this problem,we must induct private capital invest rural infrastructure when we increase the rural infrastructure investment.There are principles and standard on defining investment scope of government capital and private capital in rural infrastructure.Some issues need to be noted on reasonably defining investment scope of government capital and private capital. |
