The article points out that foreign exchange deregulation in Shanghai free trade zone should be implemented in four aspects. First, it＇s important to have an appropriate sequencing by implementing exchange deregulation after financial transaction deregulation so as to improve exchange convenience. Second, FX administration should be enhanced by urging banks to introduce three principles in verifying the authenticity of banking FX business and smooth out the FX policy administration mechanism. Third, streamlining administration and delegating power should be carried out by conducting negative list management. Fourth, it＇s crucial to hold risk limits by establishing a sound prudential management system on external debts and cross-border capital flows.
