| 摘 要： | 面对日益严峻的耕地保护形势,守住基本农田这块真正的保命田显得尤为重要。运用外部效益理论、边际收益理论以及代价性损失和过度性损失理论,划分基本农田和建设用地两种用地类型,分析两种用地类型外部效益影响下市场失灵和政府失灵时基本农田配置的内在机理,据此提出相应的基本农田管制对策建议。
