| 摘 要： | 2011年中央1号文件指出:水是生命之源、生产之要、生态之基。水利不仅是现代农业建设和经济社会发展的首要条件和基础支撑,同时也是生态环境改善不可分割的保障系统。加快水利改革发展,在促进经济社会发展,保障防洪安全、供水安全、粮食安全的同时,也带来了包括低碳效益在内的巨大的经济和生态环境效益。从农田水利建设、水源工程建设、水系生态建设、水能资源开发四个大方面,中小河流综合治理等十几个小方面,论述了水利改革发展在低碳经济效益方面的重要性和意义,分析了水利改革发展的低碳经济效益的实现途径,建立了水利改革发展的低碳经济效益的评价方法,为进一步加快水利改革发展和低碳水利发展提供了理论基础。
