| 摘 要： | 浐灞生态区和曲江新区作为西安市发展最快的两个新区,依托各自独特的环境、资源和产业优势,充分培育和强化区域特色,大力实施区位差异化发展战略,在践行"国际化、市场化、人文化、生态化"城市发展理念的过程中表现出色,区域经济社会取得了跨越式发展。在差异化发展的基础上加强协调与合作、优势互补、良性互动应是两区深入贯彻落实科学发展观,实现新时期西安生态、经济、社会和谐、可持续发展共同的战略思想。
