| 摘 要： | 针对秦巴山区自然地理概况、森林资源特点及林改现状分析,提出该区森林资源属于生态公益林。林改在完成明晰产权,承包到户后,应处理好"生态林的规模化诉求与集体林权改革形成林地细碎化分散经营之间的矛盾"、"生态林的周期长诉求与集体林权改革形成的林户短期利益追求之间的矛盾"、"生态林的公益性多重功能诉求与集体林权改革形成的林户单纯经济效益追求之间的矛盾"等诸多问题。在此基础上,对秦巴山区生态公益林、集体林权制度改革提出了针对性建议。
