| 摘 要： | 选用1985～2009年我国相关指标,基于环境规制与产业结构互动关系的分析,建立模型,测定我国工业化进程中实现经济和环境双赢的环境规制力度。结论是:(1)我国环境规制与第二产业产值之间呈倒U型关系;(2)我国环境规制能否促进经济发展,临界值为10.3,即如果工业污染治理完成投资额对数值超过临界值,我国经济将随其投资额的增加而衰退,否则将随之进一步发展;(3)目前我国的环境规制力度远小于临界值,有很大的提升空间。由此提出了相应的经济政策。
