天津市社会保障体系现状问题与对策研究

社会保障作为公民抵抗风险与危机的重要手段．是社会群体的社会安全网和保护伞。近年来天津市在建立完善的社会保障制度方面做了许多工作．取得了很大的进展。但目前所建立的社会保障体系还不完善。要完善天津市的社会保障体系，一要增强企事业单位和个人依法参保的意识。二要加强养老保险制度条例的执法力度，三要加强政府机关对医疗机构的管理。四要进一步完善最低生活保障制度。五要重视全社会的统筹协调。
