| 摘 要： | 发展生态工业存在正外部性,为促进生态工业发展,必须考虑其发展机制。激励与监督机制作为外部动力促使工业生态化,工业生态化需要绿色技术保障,这要从绿色技术创新机制中获得,有了技术可行性还必须要有经济可行性,这要从运行机制中谋求,通过运行机制产生经济效益并产生获得更多效益的内部动力。激励与监督机制的外部动力作用、绿色技术创新机制的技术保障作用和运行机制的内部动力作用共同推动生态工业的发展。

| Abstract: | There exist positive externalities in developing ecological industry. Mechanisms for the promotion of eco-industrial development must be considered. Incentive and supervision mechanisms promote industrial ecology as an external dynamic. Industrial ecology needs green technology, which is resulted from the green technology innovation mechanisms. With the technical feasibility, economic viability is also needed, which should be gotten from operating mechanisms. Economic benefits can be generated through the operating mechanisms and thus internal motivation for more benefits is stimulated. External dynamic from incentive and supervision mechanisms, technical support from green technology innovation mechanisms and internal motivation from operating mechanisms jointly promote eco-industrial development. |
