理性主义与渐进主义之比较分析--权衡我国两种不完善的政策模型

理性主义与渐进主义之争构成了20世纪六、七十年代政策分析领域最主要的论争。理性模式与渐进模式各具特点，理性模式趋于科学化、理想化，渐进模式趋于现实化、民主化。两种模式皆各具其合理性，但又存在明显不足。寻求优化我国的政策模型，必须在分析两种模式对中国场境适用性的基础上，以有限理性分析框架为基础，吸纳渐进模型的合理之处，将技术分析与政治互动相结合，科学精神与民主精神相结合。

A Comparative Analysis on Rationalism and Gradualism:Assessing the Two Default Types of Policy Model

Rationalism and gradualism constituted the major controversy of the policy analysis field in the 1960's and 1970's.Both of the rationalist model and the gradualist model has its own characteristic,with the former tending to be scientific and idealistic while the latter realistic and democratic.Both of the two models has its rationality as well as its imperfectness.To enhance the policy model of our country,it is necessary to base on the specific conditions of China and set out our analysis on the frame of bounded rationality in order to absorb the rational essence in the gradualist model and to integrate both technical analysis and political interaction and both scientific and democratic spirit.
