新农村建设视域中的农村人力资源开发探析——基于舒尔茨人力资本理论的视角

农村人力资源是推动农村经济、社会发展的基础性资源和关键所在，然而我国农村人力资源及其开发的现状还存在一些问题和不足。因此，文章借鉴舒尔茨人力资本理论，指出从观念、人口、教育和卫生保健、剩余劳动力转移等方面大力加强对农村人力资源开发是当前的必然选择。

The Study on Schultz s Human Capital Theory and Exploitation of Rural Human Resource

Rural human resource has direct realistic significance for boosting the rural economic and social development,but there are some problems for rural human resource.In order to speed up the exploitation of rural human resource,we may use Schultz's human capital theory to take effective measures in some aspects of ideas,population,education,health care and transformation of surplus labor.
