This paper simulates airline strategic decision making and its impact on passenger demand, flight delays and aircraft emissions. Passenger flows, aircraft operations, flight delays and aircraft emissions are simulated for 22 airports in the US, under three airport capacity scenarios. The simulation results indicate that most system-wide implications for operations and environmental impact seem to be manageable, but local impacts at congested hub airports may be significant. The response of the air transportation system to avoid airports with high delays could significantly impact passenger demand and air traffic for these and directly dependent airports. The simulations also suggest that frequency competition effects could maintain flight frequencies at high levels, preventing a significant shift toward larger aircraft, which would otherwise reduce the impact of the capacity constraints.  相似文献

In this article we assess the growth impact of London Heathrow’s development constraints on other airports in the UK. To test the relationship we use a two-stage methodology yielding an estimate of a congestion spillover effect. Our data are passenger traffic from 1990 to 2012 containing both intercontinental and European air traffic. For intercontinental air traffic, our results show high congestion spillover effect between Heathrow and Gatwick airports, and significant but lesser effect to Stansted airport. We also find significant congestion spillover effects from Heathrow to the spatially more distant Manchester and Birmingham airports, showing the extensive spatial impact of Heathrow’s development constraints. For European air traffic, controlling for low-cost air carrier growth, only two airports show significant congestion spillover effects: Gatwick and London City Airports. Illustrating that low-cost carriers do not operate from Heathrow, so its limitations cannot affect the predominant low-cost air traffic in other airports. The novel methodology we present in this paper can be applied to congestion research in general to assess regional and modal spills within networks.  相似文献

The Essential Air Service Program (EAS) has attracted considerable criticism and has been a target for either modification or complete termination almost since its inception through the Airline Deregulation Act in 1978. Although its opponents emphasize the program's inefficiency, its supporters claim that the program is crucial to accessing small and remote communities, which helps them develop economically and socially. This paper demonstrates the economic contributions of EAS flights to small and remote communities. Using a two-stage least squares estimation, the major findings indicate that a 1% increase in air passenger traffic in EAS airports with a minimum annual air passenger traffic of 1000 likely leads to a 0.12% increase in per capita income of the community served by that airport. Our results also suggest that EAS communities that are able to sustain their subsidized flights experienced higher per capita income growth in the 1999–2011 period than did ex-EAS communities that lost their flights as a result of non-eligibility.  相似文献

Airport passenger leakage is the phenomenon of air passengers choosing to travel longer distances to access more extensive air services offered by airlines at an out-of-region hub (or, substitute) airport, instead of using their local airports. Airport leakage can cause further reduction in services offered by airlines at a local airport, thereby causing even further leakage, and so on, which can significantly impact an airport's role in the growth of the local economy. This paper explores the geographic and operational attributes of local-and-substitute airport pairs in the United States, explicitly accounting for the interactive feedback relationship between passenger volumes and air service characteristics that contribute to the onset, persistence, and exacerbation of airport passenger leakage. A two-stage least squares regression model of air passenger demand at small- and medium-sized airports is first presented, where local passengers may travel by vehicle to larger, out-of-region hub airports. The results confirm that airfare and passenger volume relationships exist between the local and substitute airport pairs included in the dataset, and that lower airfares at the substitute airport have a greater impact on airport choices made by larger travel groups. They also suggest the existence of positive feedback in that if an airport attracts increasingly smaller passenger numbers with fewer air services and fewer air services with fewer passengers, without external intervention airport leakage impacts may be irreversible and exacerbate over time. A conceptual market share equilibrium analysis is used to illustrate the mechanisms of a direct two-way feedback relationship between passenger volumes at a local airport and air service characteristics at both the local and substitute airports. With data, this quantitative framework can help guide airport planners in further assessing and verifying suspected passenger leakage issues at their airport. The results suggest that without intervention, airport leakage impacts may be difficult to reverse; further exacerbating the trend are technological advancements that make driving cheaper and easier (connected and autonomous vehicles). However, the results can also guide planners in choosing the types and degrees of infrastructure investments and airline incentives that may be used to expand or retain air services to attract passengers.  相似文献

The aim of this paper is to examine the development of air services at UK and Irish airports since 1998 and to assess the impact on airport financial performance. A sample of 14 medium/small sized UK airports and three Irish airports is used. The traffic analysis shows that low cost carriers have been largely responsible for strong passenger growth and increased passenger load at a number of regional airports. Some of these carriers use established primary and regional airports whilst others seek out small secondary airports. The airports with a high proportion of low cost traffic tend to have lower unit revenues, particularly as regards airport charges, demonstrating their desire to remain price competitive to capture this type of traffic.  相似文献

The Indian aviation industry has a vast potential to grow to cater to its population and commerce through developing air transport services to the regional airports. This paper examines the possible determinants of domestic air traffic demand in Indian regional airports serving below three million passengers per annum. Using multiple regression analysis, we find that distance to the nearest airport and accessibility of the airport significantly affect traffic volumes in regional airports. This paper examines the evolution of domestic origin-destination air traffic and fares at the top 200 airports in the US between 1990 and 2008, with a focus on the impacts of low-cost carrier entry and growth. By 2008, 95 of the airports had an aggregate low-cost carrier market share of domestic traffic greater than 20%, up from 27 airports in 1990. Their entry or substantial growth at US airports has had significant impacts on lowering average fares and stimulating passenger volumes. This market stimulation effect has, however, diminished in recent years, as the difference in average fares between carrier types has narrowed and as the number of additional US domestic origin-destination markets able to support their entry has dwindled.  相似文献

Passengers who require special assistance at airports and on aircraft represent one of the fastest growing demographics for aviation worldwide. At some airports, annual growth in PRM (persons with reduced mobility) traffic is six times greater than the overall rate of passenger growth yet barriers to accessible air travel remain and disabled passengers continue to exhibit a lower propensity to fly than other travellers. In an attempt to aid disabled passengers’ accessibility to air travel, countries have introduced dedicated air passenger rights and consumer protection legislation which seeks to specifically address the needs of disabled travellers. These regulations typically state minimum service standards and levels of service provision that must be provided by air transport operators to enable disabled travellers to access air travel on an equal basis to other passengers. These legal interventions, however, have been developed on a country-by-country basis and this has created a lack of international regulatory alignment. This paper reports on the findings of an international survey of disabled air passenger rights legislation in 47 countries covering 20 aviation markets (the single market in the European Union and 19 other States). It identifies the differences in regulatory frameworks, highlights their implications for consumers and ultimately concludes by recommending the formation of more harmonised global policy making to better support the needs of special assistance passengers and facilitate their greater mobility by air.  相似文献

The increase in air transportation mode share, thereby the passenger traffic at airports has made the ground access to the airports more important in recent years. The aim of this study is to analyze the ground access mode choice to airports by using Multinomial Logit (MNL). In particular, our focus is on how transit areas of influence affect the mode choice for travelling to airports. Atatürk International Airport (IST) in Istanbul, Turkey was selected for the analyses and the investigated modes to access IST were automobile, drop-off, public transit, and taxi. The results showed that significant factors and variables included the trip distance to access IST, type of destination, trip cost to IST, automobile ownership status, employment status, travelling group size, location of the trip origin with respect to public transit influence, and time difference between the flight time and departure time to IST. It is also concluded that if the trip origin to IST was inside the influence areas of public transit, then public transit would be more likely to be chosen over other modes for accessing IST.  相似文献

Soaring air traffic, increasing urban expansion and airports operating at full capacity are reasons that have caused a discussion about improvements in airport landside access systems. One approach to better match customer demands and address airport congestion is to facilitate the intermodal integration of airports. Building on a survey on intermodal passenger air transportation, we elaborate on the current and future situation at major airports. Our findings indicate a high modal concentration and dependence on individual access modes. However, while airport managers intend to reduce the share of these modes, they plan to increase that of high-occupancy airport access modes. We analyze the underlying motives that cause airports to extend their connections to surface infrastructure. In a case study, we assess an intermodal best practice solution for the integration of air and rail.  相似文献

This paper deals with air passenger traffic and airport competition in Japan and East and Southeast Asia. The focus is on the airports serving Tôkyô, and the question whether they will be able to meet the future transport needs of a ‘global city’. The concentration of the paper is on two topics: an analysis of the position of the capital region airports within the Japanese airport hierarchy and an examination of the competition between Tôkyô and the major metropolitan airports in East and Southeast Asia. The paper provides insights into the basic problems and perspectives of Japanese airport policies, the current conflicts concerning the goals and strategies of airport development in Tôkyô and the complex interests of key actors.  相似文献

We study the determinants that affect the capacity of ports to attract cruise ships in Spain. The conclusion is that the likelihood of having cruise traffic is linked to ports located in populous areas and close to large airports, ports not specialized in container traffic but sharing facilities with ferries traffic and ports having a minimum depth of water. The amount of cruise traffic that a port can generate is also related to the population and the air connections, along with the tourist appeal and the facilities shared with other types of port traffic, namely roll-on roll-off and ferries.  相似文献

This paper explores the evolution of airport passenger traffic in Greece over the period 1978–2006. The country is a member of the European Common Aviation Area, but despite air transport liberalisation, spatial concentration of traffic and asymmetry remain high and have not decreased significantly over time. Greece is still short of traffic generated by low-cost carriers especially outside the main metropolitan airports. The paper argues that further dispersion of traffic could be possible primarily in the mainland if low-cost carriers decide to dynamically enter the Greek market. Potential benefits for regional and tourism development should induce policy makers to work towards this direction.  相似文献

The increasing scale of, and demand for, civil air transport world-wide has resulted in a greater volume of people travelling to and from airports. The vast majority of these journeys are made by private cars, which has led to traffic congestion and raised levels of air pollution in and around airports. Subsequently, airports are re-evaluating their approach to ground access mode choice and considering how to reduce the reliance on private cars. Based on a survey of passengers at Manchester Airport in the UK, attitude statements pertaining to psychological constructs from the Theory of Planned Behaviour and the Norm-Activation Theory, combined with key factors relating to the passenger’s trip, are used to identify eight behaviourally distinct groups of passengers with varying potential to reduce their private car use. Two of these groups, described as the Conflicted Greens and the Pessimistic Lift Seekers, are identified as having the greatest potential to reduce private car use to airports. Analysis reveals the need for decision makers to address the existing attitude–behaviour ‘gap’ that can prevent positive environmental attitudes being translated into the use of more sustainable modes, as well as tackling the perceived difficulty some passengers associate with using these modes.  相似文献

For the most part, airports are publicly or semi-publicly owned and operated with fixed assets. As such, airports have been often considered little more than infrastructure providers for airlines. However, as airports have begun to offer a variety of ancillary services including passenger transfers, re-fueling, parking, and shopping, they no longer play second fiddle to airlines. To come into their own, a growing number of airports realized their need to develop competitive strategies that can attract more air traffic and generate greater revenue. Such strategies start with the assessment of their competitiveness in terms of operating efficiencies relative to others. To help airport authorities identify major drivers for enhancing the airport operational efficiency and the subsequent competitiveness, this paper evaluates the comparative efficiencies of international airports for a multi-year period (2006–2011) using data envelopment analysis intended for dynamic benchmarking and Malmquist productivity index built on time-series analysis. Our study indicates that the productivity of an airport was influenced by exogenous factors such as shifts in government policies and technological advances rather than endogenous factors driven by improvements in managerial practices.  相似文献

Nonhub airports are an essential component in the National Plan of Integrated Airport Systems (NPIAS) of the United States in that they connect regional towns and small communities to the air transportation network. Understanding the interplay of operational and spatial factors in determining average passenger yield of nonhub airports provides airlines with valuable information for network planning and revenue management. This study examines factors contributing to the yield variation among nonhub airports in the U.S. Using ordinary least squares (OLS) based econometric models, this study captures the spatial dependence of passenger yield of nonhub airports, which tends to increase with a corresponding increase in distance to the nearest large hub airport. Nonhub airports surrounding large hub airports with higher passenger enplanements and higher average yields also have higher yields than other nonhub airports. In addition, this study finds the effect of Allegiant Airlines in lowering the average passenger yield of the nonhub airports served directly by the airline, which can be termed as ‘Allegiant Effect’. Findings of this study could provide valuable guidance for airlines to analyze network planning strategies and to identify future markets for growth and for policymakers when allocating resources to communities relying on these nonhub airports.  相似文献

Traffic distributions of air traffic and their concentration have been measured through Gini, an index that contrasts in many ways with other more established ones, such as Herfindahl's. This research is extended in the sense that it perceives spatial concentration in air transport as an aggregate of complex networks that are subject to multiple constraints, such as geopolitics or technology. We propose a multi-layered analytic approach where network operators are economic agents that behave in strategic ways. It allows for comparing air traffic between airports in Europe with that of the US and, in particular, introduces a normative component by isolating patterns in airlines' strategies that coincide with more or less welfare-oriented degrees of spatial concentration in light of the above constraints.  相似文献

Passengers’ expectations of service quality at airports are becoming increasingly important as air traffic grows. This research investigated passengers’ perceptions of airport service quality at O.R. Tambo International Airport, South Africa. An existing model placing the concept of passenger expectations central to measuring an airport’s specific level of performance was applied. The results proved significant in terms of the investment made by the airport in staff training and highlighted areas for improvement. The results show that business travellers and leisure travellers have different opinions regarding the importance of services offered by airports and of the level of performance at ORTIA in particular. Significant differences also occur in the perceptions of frequent travellers and infrequent travellers.  相似文献

Air routes are among the most important elements of civil aviation transport. Airlines' operations are mainly dependent on the structure and layout of air routes. This paper first divides the production process of air routes into two stages, allocation and transport, based on air route operational characteristics. Then, two network data envelopment analysis (DEA) models are proposed to analyze the efficiency of the system, allocation, passenger transport, and freight transport of 477 air routes. The research result demonstrates that the different constraints on intermediate measure in the network DEA models do affect the air routes’ efficiency significantly; Most air routes have high allocation efficiency and passenger transport efficiency, while they have low freight transport efficiency. Furthermore, the efficiencies of 82 airports are also analyzed after aggregating the efficiencies of the air routes.  相似文献

In this paper, we present an air transport connectivity model for air freight. For the purposes of this paper, connectivity is defined as all possible direct and indirect connections to or from an airport operated by wide-body aircraft, weighted for the quality of the connection in terms of transhipment and in-flight times. Using this model, we analyse the networks of seven European airports. Europe’s largest hub airports carry most air freight thanks to their extensive intercontinental passenger networks, while smaller airports with a strong focus on air freight carry large amounts of cargo on dedicated freighter aircraft. For air freight operations, the catchment area of an airport is much larger than it is for passenger services, as shipments are being trucked to their departure airport throughout all of mainland Europe. Since there are many airports sharing the same catchment area, potential competition for air freight is fierce. We found that well located regions between the four large European airports have access to large air freight networks, whilst regional air freight connectivity in northern and southern parts of Europe is substantially lower.  相似文献
