Abstract

Using data from the German Socio-Economic Panel from 1984 to 2012, we explore income effects of self-employment for females and migrants. Controlling for the selection into self-employment, we differentiate the overall earnings differential between the self-employed and the wage-employed into an endowment effect (they are equipped with characteristics that positively affect earnings in either occupation) and a treatment effect (the income effect solely due to the decision for self-employment). We find that women exhibit both a lower treatment effect and a lower endowment effect than men. Migrants benefit much more from entrepreneurial activities than Germans, having a significantly higher treatment effect. Among the countries of origin, Turkish migrants benefit the most from their self-employment decision, while southern Europeans exhibit the lowest income relevant skills.  相似文献

Since the 1980s, subsequent Dutch governments have promoted self-employment of immigrants to reduce their unemployment rates. These policies have been focused on the (potential) actors themselves, i.e. the immigrants who have started or who may want to start a business. Taking mixed embeddedness as a point of departure, entrepreneurship and self-employment cannot be solely understood by focusing on the micro-level but has to include the larger macro and meso structures that impact on these actors' choices. In this paper, therefore, the focus is on the opportunity structure and on the policies that affect this set of options for starting a (small) business. A typology of policies that may alter this opportunity structure is offered.  相似文献

This study combines insights from the entrepreneurship, competency-based view and innovation policy literature to analyze the relationships among different types of public incentives designed to foster innovation and product innovation at both new ventures and incumbent firms. To test our hypotheses, we ran a system of regression models on a cross-national sample comprised of 5238 firms from 29 European countries and found a different pattern for new ventures and incumbents. Our results suggest that support for attendance or participation in trade fairs and networking with other companies are the most effective methods of promoting product innovation for new ventures. However, for incumbent firms, we found that the most effective policies consisted of tax reduction for R&D expenditures and subsidies for acquiring buildings or other infrastructure(s) for innovation activities. This distinction prompts interesting insights related to theory development in research on entrepreneurship and innovation policy.  相似文献

Using a set of variables measured in the Global Entrepreneurship Monitor (GEM) study, our empirical investigation explored the influence of mass media through national culture on national entrepreneurial participation rates in 37 countries over 4 years (2000 to 2003). We found that stories about successful entrepreneurs, conveyed in mass media, were not significantly associated with the rate of nascent (opportunity searching) or the rate of actual (business activities commenced up to 3 months old) start-up activity, but that there was a significant positive association between the volume of entrepreneurship media stories and a nation’s volume of people running a young business (that is in GEM terminology, a business aged greater than 3 but less than 42 months old). More particularly, such stories had strong positive association with opportunity oriented operators of young businesses. Together, these findings are compatible with what in the mass communications theory literature may be called the ‘reinforcement model’. This argues that mass media are only capable of reinforcing their audience’s existing values and choice propensities but are not capable of shaping or changing those values and choices. In the area covered by this paper, policy-makers are committing public resources to media campaigns of doubtful utility in the absence of an evidence base. A main implication drawn from this study is the need for further and more sophisticated investigation into the relationship between media coverage of entrepreneurship, national culture and the rates and nature of people’s participation in the various stages of the entrepreneurial process.

Drawing upon findings from in-depth interviews with 22 Chinese restauranteurs, supplemented with communication with key informants and ethnographic observations, this paper illustrates the policy context in which the Chinese restaurant trade in Germany is embedded. Based on the typology from Esping-Andersen, characteristics of the German welfare state regimes are identified with special focus on their impact on immigration and migrants' employment options. This establishes the background for a closer examination of a selection of policies that govern, to different levels of success: (1) the migration of Chinese migrants, (2) the right of work for asylum seekers, (3) the level of authenticity of speciality restaurants, and (4) migrants' access of financial support and advice regarding self-employment. The paper shows how (migrant) entrepreneurs, facing changing levels of market challenges and policy controls, are active and creative agents in optimizing their performances. Strategies adopted include the modification of their business operations and range of products as well as tapping their resourceful ethnic social network for venture capital, necessary information and other forms of support.  相似文献

Using Global Entrepreneurship Monitor data for 29 countries this study investigates the (differential) impact of several factors on female and male entrepreneurship at the country level. These factors are derived from three streams of literature, including that on entrepreneurship in general, on female labour force participation and on female entrepreneurship. The paper deals with the methodological aspects of investigating (female) entrepreneurship by distinguishing between two measures of female entrepreneurship: the number of female entrepreneurs and the share of women in the total number of entrepreneurs. The first measure is used to investigate whether variables have an impact on entrepreneurship in general (influencing both the number of female and male entrepreneurs). The second measure is used to investigate whether factors have a differential relative impact on female and male entrepreneurship, i.e. whether they influence the diversity or gender composition of entrepreneurship. Findings indicate that – by and large – female and male entrepreneurial activity rates are influenced by the same factors and in the same direction. However, for some factors (e.g. unemployment, life satisfaction) we find a differential impact on female and male entrepreneurship. The present study also shows that the factors influencing the number of female entrepreneurs may be different from those influencing the share of female entrepreneurs. In this light it is important that governments are aware of what they want to accomplish (i.e. do they want to stimulate the number of female entrepreneurs or the gender composition of entrepreneurship) to be able to select appropriate policy measures.  相似文献

Using a sample of immigrant men in US census data from the early and late 1900s and available in the Integrated Public Use Microdata Series (IPUMS), this study explores: (1) whether immigrant entrepreneurship is positively affected by ethnic group size and linguistic isolation; (2) how sensitive these relationships are to English-language proficiency; and (3) if these relationships have remained stable over time. The empirical results indicate that the size of the local ethnic population does not enhance immigrant self-employment for either English-proficient or limited-English-proficient (LEP) men in the USA. In addition, while linguistic isolation in the local labour pool seems to promote entrepreneurship among English-fluent immigrants in certain cases, it appears to hinder business formation among the LEP. Finally, comparing the results across time-periods is consistent with the premise that rising xenophobia pushes a disproportionate share of the LEP into self-employment.  相似文献

This paper develops a four‐phase schematic representation dubbed the CEM lifecycle for conceptualizing how corporate environmental management (CEM) programs typically evolve in a given organization and then explicates the forces that influence corporate commitment as a CEM program progresses from inception to later phases of the CEM lifecycle. Examples are then presented on how the Singaporean government encourages enhancement of CEM programs by designing support programs that target the underlying corporate needs inherent to the first three CEM lifecycle phases. The examples provided in this paper of Singaporean CEM support programs illustrate how policy can be strategically designed to improve corporate uptake of CEM programs by enhancing CEM knowledge in the initial phase of the CEM lifecycle, providing technical support in the second lifecycle phase and providing opportunities for public recognition in the third lifecycle phase. The article concludes that replicating the strategic approach to policymaking exemplified in the Singaporean case study can significantly improve the competitiveness of domestic firms through encouraging more efficient use of resources; however, in order to design truly sustainable economies (provide for the needs of future generations), governments must be prepared to more coercively regulate the exploitation of natural endowments. The aim of this paper is to measure the potential effect of a family policy introduced in Spain in 2003 that provides working mothers with a monthly cash benefit of 100 euros per child aged under 3 years. We explore the effect of the policy on eligible women's labour market participation. In the tradition of the policy evaluation literature we use a difference-in-differences-in-differences (DDD) estimation approach. Our results support a small but significant positive effect of the policy. We find that since the implementation of the policy the labour market participation rate for mothers of children aged under 3 has risen by 3 percentage points compared to the rate for non-policy-eligible females. This represents 5% of their average labour market participation in 2002, the year before the policy was implemented. This overall policy effect is dominated by the effect of the policy among high school educated females.  相似文献

An enigma lies at the heart of this article. In December 2006, the mayor of Saint‐Étienne, Michel Thiollière, was elected as the fifth best mayor in the world by the internet site City Mayors. Yet no publicity was made locally around this award. Taking this anecdote as a starting point, this article deals with the motivations that can lead a city mayor to become involved in urban international relationships' policy (city twinning, participation in cities networks, study trips, etc.). On the one hand these activities provide resources for building up political legitimacy and for electoral control, and on the other they provide resources for policy solutions to urban problems in the public realm. Nevertheless, in a context of transformation of the process of legitimization of urban elected officials, the second kind of resources seems to be the most sought after in mayoral involvement in international activities.  相似文献

Policy-makers have supported initiatives that enhance the competitiveness of small and medium-sized enterprises (SMEs). They have also encouraged more students to seek jobs in SMEs. This study assessed the contribution of the 1994 Shell Technology Enterprise Programme (STEP), which subsidized the employment of students in SMEs in the UK. A key issue is whether STEP students participating in the programme reported significantly superior benefits than students who had never participated in the programme (i.e. non-STEP students). Outcomes associated with the programme were assessed over a 36-month period between 1994 and 1997. The programme had no significant impact on the ability students to have obtained full-time jobs. Similarly, the programme was not found to be significantly associated with the ability of graduates to have obtained full-time jobs in small private firms. Both STEP and non-STEP students reported in 1997 less positive attitudes towards self-employment or starting their own business. However, STEP students expressed a significantly more positive attitude than non-STEP students towards self-employment or starting their own business. Conclusions and implications for policy-makers and practitioners are detailed.  相似文献

Government sponsorship of entrepreneurship has become a popular policy tool in the last 15 years. Despite this popularity, past academic studies have largely focused on firm-level survival rates and treated the effects of government sponsorship in isolation, which fails to capture the full effect of the sponsorship. That is, the objectives of the public sector include enhancing the macro-level entrepreneurial environment of the region as well as the success of individual firms. We expand research in this area through a case study in St. Louis, Missouri. We focus on the Arch Grants, a public–private coalition that provides $50,000 to 20 winners through their annual competition. Based on interviews of 46 recipient firms and 15 support organizations, we first demonstrate how government sponsorship can create a cohort of entrepreneurs who are able to learn from each other about business strategy, local mentors and other resources. Second, we uncover the process through which sponsorship can facilitate coordination among local entrepreneurship support organizations. Thus, we conclude that the evaluation of government sponsorship should go beyond the traditional firm-level performance measurement and consider the integration and enhancement of the local entrepreneurship ecosystem.  相似文献

By investigating differences in social networks among entrepreneurs in 20 cultures, this paper contributes to the debate on whether there is universality in the process of entrepreneurial networking. Representative samples of entrepreneurs were identified in the same manner in 20 countries from 2000 to 2004 (N = 304,560). The sampling methodologies and the questions asked were similar across all countries. Logistic regression was used to test for significant regional interaction effects involving personally knowing an entrepreneur. Results are contrary to the existence of any mono-dimensional form of networking practice but do strongly support the existence of both variform universality (culture moderates the importance of networking) and functional universality (cultural similarities in networking practice exist).  相似文献

This paper examines self-employment among immigrants in Sweden. There are differences in the self-employment rate between immigrants and the native population and between different immigrant groups, both in the raw data and after controlling for variables such as age, gender, education and civil status. The study shows that non-Nordic immigrants in Sweden who arrived at an early date have higher self-employment rates than the native population. It seems as if self-employment among immigrants is to some extent positively correlated with time elapsed after arrival in the country. A number of possible explanations for the observed differences in self-employment between immigrants and natives and between different immigrant groups are presented in the study. Plausible explanations for the observed differences in self-employment rates are differences in traditions from the home country, differences in the labour market situation, and often a lack of knowledge among immigrants about the practical and formal matters an individual encounters when trying to establish a business.  相似文献

In this study we compare the nano-patent landscapes of China and Japan in order to assess how their structures (type, fragmentation and concentration of patent ownership) affect the organization of the nanotechnology industry. We also analyze technology policy in order to assess how these interventions support technology transfer and nano-exploitation through university–industry collaboration and technology entrepreneurship. Drawing upon 20,365 patent families related to carbon nanotubes from 1994 to present, we found that two dissimilar technology policies boosting national innovation system emerged: China is more focused on forging an anchor-tenant model, while Japan exhibits a more industry-oriented model through demand-side policy intervention. Recent research suggests that self-employment among immigrants is due to a combination of multiple situational, cultural and institutional factors, all acting together. Using multilevel regression and unique data on the entire population of Sweden for the year 2007, this study attempts to quantify the relative importance for the self-employed of embeddedness in ethnic contexts (country of birth) and regional business and public regulatory frameworks (labour market areas). This information indicates whether the layers under consideration are valid constructs of the surroundings that influence individual self-employment. The results show that 10% (women) and 8% (men) of the total variation in individual differences in self-employment can be attributed to the country of birth. When labour market areas are included in the analyses, the share of the total variation increases to 14% for women and 12% for men. The results show that the ethnic context and the economic environment play a minor role in understanding individual differences in self-employment levels. The results can have important implications when planning interventions or other actions focusing on self-employment as public measures to promote self-employment often are based on geographic areas and ethnic contexts.  相似文献

Interview and economic data from Kosovo are used to expand previous models of entrepreneurial factors and processes. Developing and building this expanded model in a conflict plagued, extreme environment calls attention to the complex role of policy makers in allocating resources and rewards, and demonstrates the importance of recipients using available resources wisely. Entrepreneurial activity was encouraged to create economic vitality in this war-torn region; however an absence of economic momentum (energy from the combination of mass and velocity), resource dormancy, and social irresponsibility present daunting barriers. Constrained into self-employment, entrepreneurs lack provisions and the ability to generate effective economic activity. While entrepreneurship was intended to replace antiquated, inefficient production systems, evidence indicates that foreign enterprises are more capable of satisfying market needs.  相似文献

Among academic faculty, is there a class of ‘repeat commercializers’ who account for a disproportionate share of commercialized technologies arising from university research? In a survey of 172 engineering, mathematics, and science faculty members from a major Canadian university, we found evidence that a class of repeat commercializers does exist. Further, we found that the 12% of the faculty who are repeat commercializers account for 80% of the commercialized innovations. Interviews with repeat commercializers in the same faculties at the same university suggest that repeat commercializers parallel habitual entrepreneurs in that they have the ability to commercialize (i.e. the ability to generate and identify commercializable inventions and the ability to acquire resources for the commercialization of their inventions) and the aspiration to do so (i.e. commercialization-friendly attitudes). Since repeat commercializers account for such a large percentage of commercialization activity, it is important that programs and policies associated with technology transfer address the needs of this subpopulation of the faculty.  相似文献

The level of self-employment varies significantly among immigrants from different countries of origin. The objective of this research is to examine the relationship between national culture, human capital in the form of educational attainment in the country of origin and self-employment rates among first-generation immigrants in Norway. Empirical secondary data on self-employment among immigrants from 53 countries residing in Norway in 2004 was used. Five different hypotheses were developed and tested using hierarchical regression analysis. The findings suggest that immigrants from countries with low power distance are more likely to become self-employed. However, other dimensions of cultural attributes, such as the home-country's uncertainty avoidance, masculinity/femininity and individualism/collectivism were not significantly associated with immigrants’ self-employment rate. Finally, and most notably, the average educational attainment in the country of origin was found to be significantly positively associated with self-employment among immigrants. The study concludes with practical implications and suggestions for future research.  相似文献

Using the sample of Taiwanese female self-employed workers from the Taiwan Women and Family Survey (TWFS) conducted in 1989, this article explores neighborhood social networks and female self-employment earnings. The evidence from linear regression and endogenous treatment effect models suggests that an individual’s past provision of personalized assistance to adjacent neighbors significantly increases current self-employment earnings, with corrections for self-selection into network participation. An individual’s past voluntary contributions to community organizational activities also significantly increase current earnings, both with and without corrections for self-selection. However, there are negative self-selections into both cooperative neighborhood networks and community organizational activities in the sense that female self-employed workers with high earnings capacity are less likely to choose to participate in these types of social networks.  相似文献
