The paper first places the research within the context of international initiatives of developing environmental indicators for the tourism sector: indicator frameworks, data constraints and communication needs, national versus local approaches and indicator development procedures. The question of data availability, collection and processing is often undermined, and the national scale is the most relevant to analyse tourism driving forces and tourism/transport interrelationships. The main results of the French national assessment, led by the French Institute for the Environment in 1999–2000, are then presented, from the driving forces of environmental impacts (such as spatial and temporal concentrations, or the evolution of tourism demand as regards to the environment) to environmental impacts at national and destination level. French mobility patterns are dominated by road transport; they are moving towards shorter stays and more frequent departures, which lead to a high impact situation. The accommodation capacity is strongly marked by secondary homes, which imply more constructions (and more space consumption) for the same number of stays. Environmental management initiatives, from public and private stakeholders, are still unable to counter these long-term trends.  相似文献

This research is an exploratory study that examines collaboration at the institutional level in the tourism sector of the Central Region, Ghana. The research begins with a review of the key issues related to collaboration in tourism planning and development followed by an extensive exploration of three main issues related to institutional collaboration in tourism in the Central Region. The three main issues are the vision of tourism development shared among stakeholders, collaboration and coordination within the public sector and between the public and private sectors and the factors that constrain and facilitate collaboration and coordination. Using extensive interviews with key stakeholders and reviewing policy documents, the research indicates low levels of collaboration between tourism institutions both within the public sector and across the public–private sectors. This is notwithstanding a shared awareness of the benefits of collaboration among all actors. The research thus contributes interesting insights into the politics of collaboration in tourism destinations. Given tourism's contribution to the Ghanaian economy, it is imperative that efforts are made towards improving the levels of collaboration and coordination between tourism agencies and institutions.  相似文献

Tourism as a tool for development was first mooted in the 1970s. Recently, focus has been on the role of ecotourism, pro-poor tourism and community-based tourism (CBT). This has been so in Lao People's Democratic Republic, where international tourism is a vital source of foreign exchange and employment and an important feature of the government's poverty-alleviation strategy. The Asian Development Bank (ADB) finances many infrastructural projects facilitating tourist movement in the Lower Mekong Basin, and with the Lao Government and the Netherlands Development Agency (SNV) is a key player in donor-assisted, community-based tourism (DACBT). The development of DACBT in Lao PDR is discussed in some detail, especially the Nam Ha Ecotourism Project, and is compared briefly with the role of the private sector in tourism development in Southern Lao PDR. It is concluded that while DACBT projects can indeed alleviate poverty and develop financial and cultural capital, private sector tourism enterprises also have an important role in poverty alleviation, and it should not be assumed that DACBT is the only – or necessarily the most efficient – form of pro-poor tourism.  相似文献

It has long been recognised that nature and extent of state intervention in tourism development closely reflects the prevailing political‐economy and ideology within the destination state. This is certainly the case with Cuba which, since the 1959 revolution and despite the collapse of communism elsewhere, remains the world's only centrally‐planned economy that boasts a significant international tourism sector. Tracing the development of tourism since 1959, this paper explores the relationship between the evolution of Cuba's political‐economic structures and processes and their subsequent influence on the planning, control, development and ownership of tourism on the island. In particular, it considers the potential future of tourism in Cuba, challenging the widespread belief that, in a post‐Castro era, the island's tourism sector faces a bright future. It concludes that, even with a potential move towards market reform, significant improvements will be required with respect to the quality, value and diversity of the island's tourism product. This paper examines two potentially contradictory trends in tourism planning in cities; the emphasis on partnership and public participation. Public–private sector partnerships are part of the post-Fordist planning orthodoxy in the UK and involve a coalition of local and non-local agents and particularly elite groups. These partnerships are often one step removed from urban government and raise issues about accountability and local democracy. The tourism literature on community tourism development and community involvement is underdeveloped in the context of urban tourism. Nonetheless, evidence suggests that local urban social movements can be influential in the development process and that planners and developers need to embrace these interests if sustainable tourism products are to be developed. The considerable growth in cultural and heritage tourism and recreational shopping has created tensions within tourist historic cities, which may be amenable to resolution through public participation. In York, heightened civic awareness of the role of tourism in the local economy and the intensification of competition for investment/consumption, demands a re-evaluation of its tourism strategy. These participatory policies are far removed from the more radical models of public participation but may be all that is achievable in a competitive climate dominated by entrepreneurial city management.  相似文献

Second homes have increasingly gained academic attention, not least within tourism research. Nevertheless, most studies have addressed the topic from the perspective of the second home owners, highlighting issues such as motivation for second home ownership, use patterns, geographical location, and meanings of second homes. Even the impacts of second homes have mainly been addressed as the accumulated outcome of their owners’ decisions. Hence, second homes have mainly been conceptualized as personal/family projects. Relatively little research has been done on the ways local communities cope with second home tourism. This is the departure point for this paper, with the purpose of analysing coping strategies among public and private stakeholders regarding second home tourism. It is argued that communities have various ways of coping, ranging from resistance to resource utilization. The proposed conceptual framework is empirically applied to the case of the Swedish West Coast. In an interview survey of public and private service providers, different strategies are identified. The results of the survey indicate that second home owners are increasingly seized on as a resource that can be utilized for business development. Ultimately, institutional preconditions imply that second homes remain a challenge for local municipalities.  相似文献

The Danish island of Bornholm has had success in attracting funds from the European Union structural fund to remedy its declining tourism sector, supporting both private sector development and public tourism services. It is difficult, however, to measure the impact of these funds on the tourism sector. Most evaluations of such support schemes are based on a top-down approach, with evaluation conducted on the basis of predefined end-goals. This study takes a different approach, evaluating the programmes on subjective criteria defined by the actors in the tourism industry themselves. Success is defined in terms of the extent to which the programmes have enabled the local tourism industry to overcome what they view as the major obstacles to tourism development. The main findings are that the programmes are most well suited to help the tourism sector overcome tractable problems such as low hotel standards and lack of offseason attractions. On Bornholm, the programmes also have had some success in alleviating problems such as lack of cooperation on a common strategy. The French experience in developing policies to reduce car use in metropolitan areas is presented in this paper as an illustration of the lack of recognition of the broader set of criteria on which specific policy frameworks should be judged. One of the major challenges, and often failings of policies focussed on reducing car use, is the lack of a structure that ensures that the downside impacts are not relocated to other parts of a system such that potential gains end up being eroded by the potential losses. We draw on experiences throughout France, as well as case studies in Lyon, to highlight the dark side of French transport policy promoting a switch from car to public transit and non-motorised modes, in terms of financial, equity and environmental outcomes.  相似文献

Government’s role in tourism planning has shifted from control to consultation, and many governments have adopted economic planning that move the responsibility for investment in infrastructure from the public to the private sector. In Hong Kong, the government has not articulated a clear tourism policy to guide tourism development but continues to assume responsibility for significant tourism infrastructure investment. This paper considers the views of the private sector towards tourism planning in Hong Kong, which gravitate towards the need for a formalized planning. The tourism sector supports the interventionist policies that have been a characteristic of the government’s relationship to the tourism industry in the past, believes that the current approach to planning needs to be replaced by a formal planning process, and that there is a need to include community groups in the policy determination process. The insights gained from the case of Hong Kong may serve as a reference for other destinations.  相似文献

The paper considers growth triangles as a vehicle for regional development in general, and tourism development in particular, using the example of the Indonesia-Malaysia- Singapore Growth Triangle (IMS GT). The concept of growth triangles is explained within the context of regionalisation and the role of tourism is highlighted, followed by a discussion of the case selected and progress achieved to date. The analysis reveals that the potential of the IMS GT in tourism terms has yet to be realised, with practical difficulties and political uncertainties inhibiting progress. Growth triangles thus appear a viable option for governments to adopt in pursuit of certain broad economic objectives, but there are several constraints in operation and difficulties to overcome in terms of their contribution to tourism. Problems include ensuring the support of public and private sectors, the maintenance of good relations amongst participating states, the effect of instability, and securing cooperation amongst countries and institutions which are more accustomed to competition as tourist destinations.  相似文献

The process of appropriate visitor management is an integral part of sound tourism management. Visitor management includes the development and implementation of rules and regulations with respect to visitor activity, which in turn provides the guidelines for visitors. On the other hand, it also aims to create enjoyable visitor experiences in the hope that visitors will appreciate the value of the site. Environmental interpretation in a resource‐sensitive tourism destination is considered to be an effective visitor management strategy that helps to encourage visitors to adopt more appropriate behaviour in order to sustain the development of tourism. This paper aims to examine the processes and purposes of visitor management and environmental interpretation, including relevant definitions and functions. An understanding of the yield potential of different source markets and segments can underpin destination marketing by both public and private sector organisations. The standard yield measure relates to expenditure injected into a destination from different market segments. This measure has several limitations, which are discussed in the paper. With the increasing sophistication of economic models such as computable general equilibrium, models, it is now feasible to develop new and more useful measures of tourism yield, which directly measure the gains to different stakeholders. Several economy‐wide impact measures of yield are developed and contrasted for selected Australian inbound tourism markets. The measures produce conflicting signals for public and private sector tourism marketers and planners. The reward from further research in developing and operationalising yield measures is more informed policy‐making by destination managers in respect of destination marketing and new product development, resulting in greater economic gains from inbound tourism. This article maps some of the ways that the critique of tourism development in the Indian state of Goa is connected to Goan patriotism. Reactions against tourism in Goa assume a prior definition of 'Goa', and this definition is often patriotic. One of the central processes to understanding contemporary Goa's identity politics in the face of tourism is its former colonisation by the Portuguese. Treating the tourism critique in Goa as a geographically and historically specific discourse in this article means discussing four aspects of what will be called its spatiality: geopolitics, geohistories/disembeddings, socio-spatial biases and situatedness. It will be argued that the spatiality of the tourism critique shows that its connection to patriotism is not straightforward and immediate, but contingent. It will also be argued that although the spatiality of the tourism critique points to its heterogeneity, it is precisely because there are multiple constructions of 'Goa' and 'Goan identity' that the discourse constitutes its object, Goa.  相似文献

Religious tourism in Italy has always been an attractor at an international level. For many centuries, it has been entirely represented by the Christian pilgrimage to St. Peter’s Basilica. In recent decades, however, the religious scenery has changed deeply, and now includes even non-Christian religions and spiritualities. In this paper we compare two (very different) Buddhist centers, both located in places of Italy where tourism is not (or is no more) a significant component of the local economy. Buddhist centers are increasingly becoming popular tourist attraction: our purpose is to investigate to what extent and under which conditions they can be actors of local tourism development. The most significant of these conditions seems to be the nature of the center itself, ranging from a hermitage relatively unconcerned about any quantitative development, to a structure where spiritual ends are reconciled both with expansion and with economic integration within the local community.  相似文献

‘This paper investigates collaborative management and planning among public organisations involved in urban heritage tourism. An exploratory case study has been applied, capturing urban heritage tourism development in Plovdiv, Bulgaria. The findings demonstrate a shared desire for further collaboration between the key public bodies involved, with limited existing and previous collaboration, beyond work that is the result of existing hierarchies. Collaboration is at an early stage, and many looked to the Local Authority to provide leadership in driving new initiatives. The private sector has a limited but increasing role in this. Following the ‘Open Door’ policy of 1978 that accepted tourism as an appropriate sector for development in China for the first time since 1949, national and local governments have issued policies to promote tourism. Over the past two decades, the continuing development of tourism has occurred as China has started to move towards sustainability in its national policies. Although sustainability is often stated as the purpose of development, and tourism development strategies are regarded as more environmentally oriented than other industries, little guidance is provided to make sure that sustainability principles are followed. To examine this situation, sustainability components in the two types of tourism policies are examined, including 56 tourism development policies by the state councils and 31 provinces since the 1980s. These indicate a mixed result. While sustainability is an important component in some of these policies, the meaning of sustainability in the tourism sector is confusing and pro-business tourism development still plays a dominant role. It is suggested a pro-active sustainability approach should be integrated with environmental concerns in the future to allow tourism to participate constructively in the national transformation to a sustainable society.  相似文献

In recent decades the public transport network in Tbilisi, Georgia has decayed, while the number of private automobiles has increased dramatically. This study seeks to expand our understanding of the Tbilisi population’s urban transport attitudes and behavior. It elaborates on the perceived strengths, weaknesses, and potentials of the public transport system, and seeks to understand the reasons for the increased use of private automobiles. A questionnaire survey was conducted among Tbilisi car drivers (n=159) and public transport users (n=163). The results show that most of the survey respondents preferred to use a private car and avoid using public transport. Particularly important factors include time issues such as schedules and frequency, plus comfort and safety issues. Tbilisi residents value their time and want to use it efficiently. Changing residents’ travel behavior will require making the public transport options competitive with the perceived advantages of the car. The study offers recommendations for more effective urban transport policy, including incentives to encourage greater use of public transport in Tbilisi.  相似文献

An interregional comparison provides useful information for all types of decision maker. In general, consumers consider a variety of factors, e.g., the environmental characteristics of a region, as well as all relevant costs, when they make plans or travel for their vacation. A regional tourism industry index that is based on such factors receives special attention because of its all inclusive nature, i.e. one that is able to provide useful information to consumers for planning their tourism or recreational activities as well as to policy makers for planning policies to support specific activities or regions. An analysis of consumer's decision making indicates that the weights used for the regional variables considered and included in the index should not vary across regions. Given this, a regional tourism industry index is computed for the 10 regions of Greece. To obtain this index, the values of all variables considered are scaled from 0 to 100, so that the index is independent of units of measurement, and all attributes are assigned weights by the consumer. Moreover, it is investigated whether the regional allocation of the European Union and state funding for the tourism industry or the environment is directed to the regions that have a greater index value or equivalently have the potential for further development of their tourism industry. Finally, a rank criterion is introduced that is able to indicate how the allocation of European Union and state funding needs to be changed in order to increase its effectiveness relative to the objectives of the funding authorities. This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. Most models of port governance have been developed to fit the largest ports, and tend to simplify the devolution process as one involving the transfer of jurisdiction from the State to the private sector. The devolution of smaller ports has been largely ignored as have transfers involving transfers from upper levels of government to lower tiers of public administration. Yet in many countries this has been the experience of port governance, where complex structures have arisen, many of which involve public control, in contrast to the strongly privatised process covered in the literature. The objective of this paper is to examine the process and consequences of changing port governance involving small and medium size ports where lower tiers of government are involved. It examines the recent devolution process in Canada and the decentralization policy in France. It brings to light the diversity of actors, public and private, who have come into play. The paper goes on to examine the challenges that have come about as a result of devolution that face the new port administrations. The paper concludes that existing models of port governance are incomplete and that the role of public administration in port governance is greater, albeit in a different form, than claimed in the existing literature.  相似文献
