黄为谈奥运商机

2001年北京申奥成功，2004年启动了奥运经济发展战略，目前北京奥运会的各项前期准备工作正在紧锣密鼓的进行。值此之际，我们采访了奥运经济高级顾问黄为。黄为先生对北京奥运经济进展情况、存在的不足、中小企业如何参与奥运、国外发展奥运经济的经验以及北京今后奥运经济发展等提出自己的看法。

2008年北京奥运会后，“奥运遗产”将成为在相当长的一段时间内促进北京经济增长的重要因素。其中，由奥运场馆而形成的奥运商圈将是一个非常明显的机会。     

什么样的奥运特许商品将引领市场？——奥运特许商品市场消费者的偏好调查

奥运特许产品指的是经过北京奥组委授权特许经营商开发、生产的，由授权特许经营零售店销售的，带有北京2008年奥运会标志、吉祥物、中国奥委会商用徽记等无形资产的产品。为做好奥运特许商品经营工作，从2004年年初开始，北京奥组委启动“2008年北京奥运会特许商品市场调查和研究课题”。从北京地区个体消费者对奥运核心品牌的认知程度，奥运特许商品购买的目的、用途和偏好，期望购买的时间、类型及价格，同时还分析了消费者对服务水平以及购物环境的要求，对奥运经济市场开发具有重要的参考价值。

奥运会的举办给主办国带来巨大的商机，使经济一度繁荣；但是，也有些国家在举办奥运会后，经济逐渐转入萧条，这种情况被称为“奥运后滑坡现象”。或者“奥运泡沫的破灭”。对中国而言，很多人对2008年奥运会后的中国经济表示了担忧。针对这个问题，著名经济学家厉以宁日前表示，就目前中国经济的良好运行情况看，奥运后中国不会出现这种现象，而是会继续保持高速增长。     

A stage by stage procedure for project analysis,evaluation, and selection

A stage by stage selection mechanism for innovation and investment projects is considered. Instead of the traditional comparison based on the construction of an additive or maltiplicative convolution function for numerous criteria to assess projects competing for resources, a sequential comparison of characteristics at the stages of their preparation is proposed. The procedure is consistent with the logic of target projects development and implementation, making it possible to significantly reduce the risk level during the analysis and selection of the best projects from those reviewed.     

机制砂防腐蚀混凝土在工程建设中的应用研究——以潮惠高速建设项目为例

河砂资源的匮乏成为高速公路建设的一个制约问题，采用机制砂代替河砂使用成为基建项目的发展趋势。依托潮惠高速开展了花岗岩碎石制作机制砂代替河砂制备防腐蚀混凝土的技术研究，针对机制砂防腐蚀混凝土应用环节缺乏系统技术指导问题，建立机制砂防腐蚀混凝土的性能指标体系。分析机制砂生产加工关键工艺并提出推荐设备组合及参数设置；提出机制砂产品的关键性能指标控制标准，针对不同强度等级混凝土配合比设计给出推荐范围；对高速公路不同应用场景下机制砂防腐蚀混凝土的防腐蚀性能提出要求及检测方法。依托项目开展实体试验梁对照试验，比对梁体结构强度及防腐蚀性能，验证所建立机制砂防腐蚀混凝土性能指标体系的工程可行性。     

Problems of the long-term planning of the development of a core transport network in the Far East and Baikal region

The report outlines the problems that occur during preparation of long-term plans for development of the transport infrastructure of the east of the country and are associated mainly with uncertainty of the global environment. The methodological approach is proposed, consisting in orientation of the budget capital investments for the most diversified projects that will pay off under different scenarios, and partially laying on the business the risks for those transportation projects that focus on certain exports. The need to account both direct and indirect effects of each project is emphasized.     

Information technology for the development and management of innovative projects

This paper explores information technologies for the development, preparation, and management of innovation and investment projects. It is showed that the improvement in the quality and competitiveness of investment projects requires the introduction and assessment of the potential of innovative solutions. It is suggested to consider a method of innovative project analysis taking into account the interrelations between five indicators. Methods applied for the coordination of innovation and investment projects, as well as the ways of establishing the executive structure of an innovative project, are reviewed in this paper.     

紧急采购在HUC项目中的应用

紧急采购一般用于政府军事装备采购或重大灾害时期的物资采购,但是由于海上施工项目的特殊性,正常采购管理流程不能满足其需求,所以在海上施工项目中应用紧急采购流程十分必要。本文结合海油工程蓬莱19—3二期HUC项目实例,首次将紧急采购程序运用到海上施工项目中,并证明了其实施的有效性,为同类项目提供了一套合理可行的方法。

中国核电产业国产化发展分析

自第一座军用堆的建成到2019年7月三代核电机组再次获批建设,我国核电经历了长期的发展,进入了核电重启时期。主要简述了不同发展阶段的核电技术路线,核电设备国产化率,以及相关的发展规划。我国核电产业的发展,是核电产业和制造业的奋斗史。核电设备的国产化率在有限的核电项目中不断提高。面对核电国产化过程中遇到的技术难点,我国核电从设计院到制造商共同承担风险,突破困境,实现了三代技术的国产化。在更先进的核电技术需求背景下,核电产业需要建立可持续发展的先进产业设备制造供应管体系。     

Recognizing time factor in assessing the feasibility of long-term development options for the fuel-and-energy complex

A technical approach is proposed, which allows to compare FEC development models in terms of relative feasibility. It makes it possible to make a rough estimate of inertia indicators and determine possible shortening of implementation periods for large-scale projects and programs and their full (direct and indirect) capital intensity by means of imported equipment, reduced consumption of materials, and other factors. The efficiency of this approach is demonstrated on a model of predicted accelerated development of electric power industry.     

A screening perspective on experimental zones

Experimentation, or, setting experimental zones, is essential to many countries' economic success, especially China. Traditional explanations suggest that setting experimental zones is for loss-control or resistance-minimization. In this paper, we provide an alternative rationale that emphasizes the “screening effect” of experimental zones: when proposals—whose qualities are unknown to the central government (principal)—are proposed by informed local officials (agents), providing support gradually over time rather than all at once reduces the local governments' incentives to propose low-quality projects, resulting in a higher proportion of high-quality projects in equilibrium. The main tradeoff facing the central government is between better screening and delayed implementation of good projects. We show that when the central government is more patient, or good projects exhibit a larger positive externality, the reform speed, measured by initial support level, decreases while the reform scale, measured by the number of approved projects, increases. As the negative consequence of bad projects becomes higher, however, both reform speed and scale decrease, implying a steady but stagnant reform. By contrast, in a benchmark case without information asymmetry between the central and local governments, the optimal initial support is either minimal or full and does not depend on the externality.     

临江深厚砂卵石地层止水帷幕改良试验研究

为了使止水帷幕发挥更好的效果，首先采用室内试验确定合理水泥掺入量，其次对传统高压旋喷桩设备进行改良，并将室内试验的研究成果应用到现场试验，形成一种强力搅拌旋喷桩。研究结果表明，为了保证止水帷幕的防水质量以及经济性，可在实际工程中采用11%的水泥掺入量。此外，采用全新设备形成的强力搅拌旋喷桩，提高止水帷幕成桩质量合格率，节约了施工成本，加快了施工进度，为今后类似工程的开展提供了借鉴。
