利用1995—2014年我国31个省份的省级面板数据实证检验了预期寿命延长对我国养老金支出的影响效应。结果发现:人口平均预期寿命对我国养老金支出水平具有显著的正向影响。实证结果显示:研究样本期间内人口平均预期寿命的增加导致了我国养老金支出水平增加了0.94个百分点,对养老金支出水平增加的贡献度高达76%,成为了我国养老金支出增加的主导因素。随着我国人口预期寿命延长模式逐渐进入到以老年人口死亡率下降为主导,这种人口增龄效应对养老金支出的影响还会进一步增强和深入,在未来养老保险制度改革优化过程中需对预期寿命这一因素加以重点关注。  相似文献

We use a panel data set of UK-listed companies over the period 2005–2009 to analyse the actuarial assumptions used to value pension plan liabilities under IAS 19. The valuation process requires companies to make assumptions about financial and demographic variables, notably discount rate, price inflation, salary inflation and mortality/life expectancy of plan members/beneficiaries. We use regression analysis to analyse the relationships between these key assumptions (except mortality, where disclosures are limited) and company-specific factors such as the pension plan funding position and duration of pension liabilities. We find evidence of selective ‘management’ of the three assumptions investigated, although the nature of this appears to differ from the findings of US authors. We conclude that IAS 19 does not prevent the use of managerial discretion, particularly by companies whose pension plan funding positions are weak, thereby reducing the representational faithfulness of the reported pension figures. We also highlight that the degree of discretion used reflects the extent to which IAS 19 defines how the assumptions are to be determined. We therefore suggest that companies should be encouraged to justify more explicitly their choice of assumptions.  相似文献

Only five populations have achieved maximum life expectancy (or best practice population) more than occasionally since 1900. The aim of this article is to understand how maximum life expectancy is achieved in the context of mortality transition. We explore this aim using the concepts of potential life expectancy, based on minimum rates at each age among all high longevity populations, and concordant ages. Concordant ages are defined as ages at which the minimum death rate occurs in the population with the maximum life expectancy. The results show the extent to which maximum life expectancy could increase through the realization of demonstrably achievable minimum rates. Concordant ages are concentrated at increasingly older ages over time, but they have produced more than half of the change in maximum life expectancy in almost all periods since 1900. This finding is attributed to their quantity and position whereby concordant ages are concentrated at the ages that have the greatest impact on mortality decline in a particular period. Based on mortality forecasts, we expect that concordant ages will continue to lead increases in female maximum life expectancy, but that they will play a weaker role in male maximum life expectancy.  相似文献

Abstract

Governments are concerned about the future of pension plans, for which increasing longevity is judged to be an important risk to their future viability. We focus on human survival at age 65, the starting age point for many pension products. Using a simple model, we link basic measures of life expectancy to the shape of the human survival function and consider its various forms. The model is then used as the basis for investigating actual survival in England and Wales. We find that life expectancy is increasing at a faster rate than at any time in history, with no evidence of this trend slowing or any upper age limit. With interest growing in the use of longevity bonds as a way to transfer longevity risks from pension providers to the capital markets, we seek to understand how longevity drift affects pension liabilities based on mortality rates at the point of annuitization, versus what actually happens as a cohort ages. The main findings are that longevity bonds are an effective hedge against longevity risk; however, it is not only the oldest old that are driving risk, but also more 65-year-olds reaching less extreme ages such as 80. In addition, we find that the possibility of future inflation and interest rates could be as an important a risk to annuities as longevity itself.  相似文献

依据平均余命可以测算出养老保险个人账户超支月数,由个人账户超支月数可以判断养老保险个人账户给付期的合理性。通过对城镇职工养老保险制度、城镇居民养老保险制度和新型农村养老保险制度个人账户超支的测算,发现中国城乡居民平均余命延长导致养老保险个人账户存在超支,并且个人账户超支存在明显的性别差异和城乡差异的特点,说明中国养老保险个人账户给付期设计不合理。建议按照平均余命设计差异的养老保险个人账户给付期。  相似文献

An unexpected increase in life expectancy has implications for private pensions (annuities). These can be offset by reducing pension payments, cross-subsidization of the pension payments, risk-taking of insurance companies or combining these policies. An empirical study of the German market for annuities shows that most of the companies under investigation dealt with the problem of an unexpected increase of life expectation in the 90ies by significant cross-subsidization of the pension payments from young policy holders. This paper discusses the implications such policies can have when the importance of private pensions increases in the future.  相似文献

We use historical particularities of pension funding law to investigate whether managers of U.S. corporate defined benefit pension plan sponsors strategically use regulatory freedom to lower the reported value of pension liabilities, and hence required cash contributions. For some years, pension plans were required to estimate two liabilities—one with mandated discount rates and mortality assumptions, and another where these could be chosen freely. Using a sample of 11,963 plans, we find that the regulated liability exceeds the unregulated measure by 10% and the difference further increases for underfunded pension plans. Underfunded plans tend to assume substantially higher discount rates and lower life expectancy. The effect persists both in the cross‐section of plans and over time and it serves to reduce cash contributions. We further show that plan sponsor managers use the freed‐up cash for corporate investment and that credit risk is unlikely to explain the finding.  相似文献

Most German employers are using mortality tables provided by Heubeck AG, a German consultancy firm, for actuarial calculations of company pension plans. Before 2005, Heubeck AG has been publishing projected future period tables rather than cohort tables. This paper analyzes the cost of using such period tables in actuarial calculations for an individual employee’s defined benefit pension plan. Our benchmark is a plan that is fairly priced by using a cohort table. We find that the employer may incur significant costs from using a period table for calculating plan benefits. As life expectancy tends to be underestimated, benefits granted will be too generous. In contrast, using period tables for determining provisions for plan liabilities in tax accounting doesn’t carry extra costs. Although yearly tax deductions differ when using period or cohort tables, tax shields are roughly the same in NPV terms. Thus, Heubeck’s switch to cohort tables means a significant improvement for benefit calculation but won’t have tax effects, on average.  相似文献

本文从生命周期的角度,把养老保险基金的偿付能力作为内生变量,直接引入到养老金调整模型,使之能够自我反馈信息和修正预测偏差,并能根据偿付能力的变化对养老金进行动态调整,最终使养老保障能力与偿付能力实现了内在统一。情景分析表明:(1)在人口出生率和经济增速持续放缓的趋势下,如果不优化当前的养老金调整模式,偿付能力不足的程度将持续加剧;(2)与现行政策和现有模型相比,基于偿付能力构建的调整模型,能有效缓解偿付能力不足的程度,而且降低了养老金大幅波动的风险;(3)结合生命周期理论来调整养老金,不仅偿付能力的提升效果优于其它模式,而且延长了参保人员应对风险的时间,更加符合风险承受能力变化的生命周期特征,提高了抵抗风险的能力;(4)在制定延迟退休年龄等政策时,要综合考虑调整模式、养老金增长率和人口出生率等多方面因素,养老保险基金才可能持久地保持充足的偿付能力。  相似文献

Estimates of old-age mortality are necessary for the construction of life tables and computation of life expectancy, and are essential in the growing area of life insurance for the elderly. Two common assumptions are that either the excess death rate (EDR) or the relative risk (RR) stays constant with increasing age. It is known, however, that for most medical conditions the former underestimates the risk and the latter overestimates it. A third popular method is that of rating up: a subject is said to be "rated up k years" if his future mortality rates are assumed to be those of a person in the general population who is k years older. It is shown here that this method generally leads to gross overestimates of old-age mortality. We consider two less-commonly used models, log-linear declining relative risk (LDR) and constant proportional life expectancy (PLE), and compare them to the methods of constant EDR, constant RR and rating up. Although slightly more complicated to employ than the other methods, both LDR and PLE generally give better estimates of mortality and life expectancy. When mortality rates for chronic conditions are known within a certain age range, and estimates outside of the range are required, the LDR and PLE methods may be preferable to the more familiar methods of constant EDR, constant RR, or rating up.  相似文献

Abstract:  During the last ten years of regulatory change, many UK companies have curtailed their defined benefit pension scheme. We test three competing explanations of UK corporate pension curtailments: integration, separation and risk management. We predict and find an association between the use of managerial discretion over changes in UK firms' expected rate of return on pension assets (ERR) assumptions, and subsequent decisions to curtail future defined benefit pension obligations. These findings are consistent with a risk management-based explanation, even after controlling for other factors identified by prior literature as significant in explaining pension benefit reductions. We also find that curtailments and the risk management of ERR assumptions are associated with subsequent corporate restructuring decisions. The findings support the view that pension curtailment decisions are driven by the failure to adapt to new economic and regulatory pressures and that they are ultimately determined by strategic corporate risk management considerations.  相似文献

本文通过构建内生生育率的OLG模型,从微观视角考察了延迟退休年龄对生育率、养老金替代率及其个人养老金收入的影响。研究表明:(1)延迟退休年龄会提高均衡时的生育率水平,但提高幅度非常有限。(2)生育率的提高会增加未来劳动力供给,促进养老金替代率上升和养老金收入增加,而延迟退休年龄延长了养老保险缴费期限,也会促进养老金替代率上升和养老金收入增加;但同时,延迟退休年龄将使得预防性储蓄下降,资本积累降低,工资收入下降,养老金收入降低。因此,延迟退休年龄会使养老金替代率上升。当资本产出弹性大于或等于0.5时,延迟退休年龄会使得养老金收入降低;当资本产出弹性小于0.5时,在平均预期寿命较大或养老保险缴费比例较高的情形下,养老金收入会随着退休年龄的延迟而增加,反之,其会随着退休年龄的延迟而降低。进一步地,将模型拓展到包含人力资本的情形,延迟退休年龄仍会提高均衡时的生育率与养老金替代率。  相似文献

This paper deals with life care annuities, i.e. bundled products comprising a life annuity and long-term care insurance. It aims to assess the cost of converting retirement benefit into a life care annuity with graded benefits using a pre-existing public pay-as-you-go pension scheme. With this objective in mind, we present an actuarial method based on array calculus for valuing this type of life care annuity. The health dynamics of the annuitant rely on a reversible illness-death multistate framework. The paper contains a numerical example in which mortality and disability assumptions are based on data from the USA and Australia, although this should be viewed simply as an illustration. In addition, in order to check the coherence of these data, we compute life expectancy for both healthy and dependent persons, and then for dependent persons in each of the states of dependence. The effect of ruling out the recovery assumption on the annuity’s cost is also assessed. The analysis provides valuable insights into how much it would cost to introduce these annuities and enables us to make some policy recommendations to help ensure that this combined pension scheme has a good actuarial design.  相似文献

This paper investigates the effect of adverse selection on the private annuity market in a model with two periods of retirement and two types of individuals, who differ in their life expectancy. In order to introduce the existence of time-limited pension insurance, we consider a model where for each period of retirement separate contracts can be purchased. Demand for the two periods can be decided sequentially or simultaneously. We show that only a situation where all risk types choose sequential contracts is an equilibrium and that this outcome is favourable for the long-living, but is unfavourable for the short-living individuals. Pricing actuaries try to anticipate insured lives mortality rates for decades into the future by considering historic relationships between population and insured lives mortality and trends in population mortality. The degree to which underwriting might decrease insured lives mortality relative to population mortality is of particular importance. A comparison of trends in population and insured mortality is presented to illustrate historic relationships. Two theories for future life expectancy trends are: 1) no foreseeable limit to life expectancy, and 2) life expectancy limited by biological forces. The long‐term care funding system continues to attract much debate in the UK. We produce projections of state and private long‐term care expenditure and analyse the distributional impact of state‐financed care, through innovative linking of macro‐ and micro‐simulation models. Variant assumptions about life expectancy, dependency and care costs are examined and the impact of universal state‐financed (‘free’) personal care, based on need but not ability to pay, is investigated. We find that future long‐term care expenditure is subject to considerable uncertainty and is particularly sensitive to assumed future trends in real input costs. On a central set of assumptions, free personal care would, by 2051, increase public spending on long‐term care from 1.1 per cent of GDP to 1.3 per cent, or more if it generated an increase in demand. Among the care‐home population aged 85 or over, the immediate beneficiaries of free personal care would be those with relatively high incomes.  相似文献

In any country, mortality rates and indices such as life expectancy usually differ across subpopulations, for example, defined by gender, geographic area, or socioeconomic variables (e.g., occupation, level of education, or income). These differentials, and in particular those related to socioeconomic circumstances, pose important challenges for the design of public policies for tackling social inequalities, as well as for the design of pension systems and the management of longevity risk in pension funds and annuity portfolios. We discuss the suitability for the modeling and forecasting of socioeconomic differences in mortality of several multiple population extensions of the Lee-Carter model, including a newly introduced relative model based on the modeling of the mortality in socioeconomic subpopulations alongside the mortality of a reference population. Using England mortality data for socioeconomic subpopulations defined using a deprivation index, we show that this new relative model exhibits the best results in terms of goodness of fit and ex post forecasting performance. We then use this model to derive projections of deprivation specific mortality rates and life expectancies at pensioner ages and analyze the impact of socioeconomic differences in mortality on the valuation of annuities.  相似文献

Mortality figures are of capital importance for policy-making and public planning, as in forecasting financial provisions in public pension systems. General population life tables are constructed from aggregated statistics, an issue that usually entails adopting some (implicit) assumptions in their construction, such as the hypothesis of closed demographic system or the hypotheses of uniform distributions of death counts (and migration events) by age and calendar year. As microdata have become more abundant and reliable, these hypotheses could be assessed and more assumption-free estimators employed. Using a real database from Spain, we show that the above hypotheses are not appropriate in general and that the more efficient estimators proposed in this paper should be promoted, as differences persist depending on the estimator computed.  相似文献

New U.K. pension accounting regulations significantly increase the exposure of the balance sheets of U.K. firms to volatilities in pension fund valuations. We examine whether the abnormal returns of firms that voluntarily used market-based pension discount rates are significantly different from the abnormal returns of industry-matched pair samples of firms that retained traditional cost-based valuation assumptions during the period surrounding the release of the related exposure draft. We also examine the interest rate sensitivity of stock price returns over the 4-year period before and after the announcement date. Consistent with our hypotheses, U.K. stock price returns incorporate the effect of unexpected interest rate changes on sources of pension earnings for firms that voluntarily switched to market-based assumptions but do not incorporate these effects for firms that did not switch. These results suggest that unexpected changes in interest rates have a differential effect on a firm's sources of pension, financial, and core earnings.  相似文献
