The role of trade unions in the social shaping of digital technologies is a vital question for research, public policy and social justice. This article draws on interviews with two unions in the grocery retail sector in the United Kingdom and Norway, and examines their involvement in technology decisions, and whether they can shape better outcomes for workers. By comparing a ‘neo-liberal’ economy and a ‘Nordic welfare state’, the article considers whether stronger institutional power and regulatory supports in Norway provide for greater influence in a sector regarded as challenging for unions. The findings indicate relatively few country differences and help shed light on the factors that enable and constrain unions’ role in digitalisation.  相似文献

This paper is concerned with exploring the barriers to cross‐border trade union cooperation among graphical workers in Europe. Highlighting the increasing globalisation of graphical multinationals, the paper illustrates that graphical unions cannot restrict their activities to developments within national boundaries. As such it highlights some of the obstacles that unions face in attempting to instigate transnational cooperation strategies. These obstacles include: the role of employers, the prevailing practices of the unions, employee reticence, the role of the law and resource constraints. It concludes by stressing the continuing need to strengthen cross‐border trade union networks with the ability to impose effective sanctions against the unbridled growth of multinational power.  相似文献

Many commentators have argued that a shift towards post‐industrial modes of production and employment has progressively undermined the conditions for collective labour organisation and regulation. The capacity of trade unions to respond to these changes and represent the interests of contingent workers has become a key issue in many industries in which employment has become increasingly fragmented. This article examines patterns of interest representation pursued by freelance workers in the UK audio‐visual sector. In particular, it examines three critical cases to explore the potential of networks of freelance workers for representing their interests and to consider the implications for trade unions as traditional collective actors. We conclude that networks can provide forums through which interests can be articulated, but their limitations in representing freelance workers offer trade unions a crucial opportunity to extend collective regulation.  相似文献

This article considers how trade unions respond to systemic racism at work. Based on case studies in the UK, Belgium and France, it identifies a gap between the national‐level anti‐racist policies of several European trade unions and local‐level union workplace practices: direct racism is often denied and indirect racism rarely challenged. It describes and analyses this gap arguing that unions must more consciously champion anti‐racism and recommends a leadership role for workplace representatives.  相似文献

The growth of agency work in recent years has posed a challenge to trade unions, which must decide if they will accept agency workers as part of their constituency and accept employment agencies as legitimate labour‐market actors. This article analyses the reaction of British unions to agency work and identifies four main responses: exclusion, replacement, regulation and engagement. It concludes with an evaluation of union policies, which stresses the need for unions to secure broad regulation of the agency labour market either through multi‐employer bargaining or employment law.  相似文献

Driven by their members' demands and the need to adopt more combative legal strategies in order to oppose the deterioration of working and employment conditions, British trade unions have developed in‐house legal expertise and supported many individual and multiple claims. This article investigates the variation in unions' legal practices and examines their organisational responses to law and the role of compliance professionals in the regulation of employment litigation. It provides a nuanced account of the influence of legal rationality on the framing of union strategies and shows that, under certain conditions, trade unions are able to build multi‐pronged tactics by using litigation as a complement to other forms of action.  相似文献

The increase in ‘atypical’ or precarious forms of work, including part‐time, temporary or agency, contracted‐out, posted, dependent self‐employed and undocumented work, has created one of the major challenges facing trade unions in Europe today. Indeed, the ‘atypical’ has become more and more ‘typical’ in a number of European countries, particularly among women and younger workers. The rise in atypical forms of work calls for changes in the way trade unions develop strategies, policies and structures and presents a challenge to their traditional ways of thinking and organising. This article begins with the definition of atypical work and a general overview of the literature on the subject before moving on to the nature of the challenge it creates for trade unions in Europe and an overview of their responses, drawing on preliminary findings from a three‐year research project in unions in 10 European countries. The article concludes that while unions have made a great deal of progress in addressing the concerns of atypical workers, they will have to make substantial changes to their structures, thinking and way of operating in order to be fully able to respond to the challenge of this growing form of work.  相似文献

This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

Traditional trade unions throughout the postsocialist world embraced ‘social partnership’ as a means to secure their institutional survival in a radically changed economic and political environment. The commitment of national governments to social partnership ebbed and flowed through the 1990s, but it was confirmed, at least rhetorically, in Central and Eastern Europe by the prospect and requirements of accession to the European Union. This article explores the fate of social partnership in the ‘other half’ of Europe, the countries of the Commonwealth of Independent States, where social dialogue has largely been abandoned and trade unions alternatively marginalised or subordinated to the state apparatus.  相似文献

The objective of this paper is to assess whether the levels of unionization and the rigidity of exchange rates represent a constraint for the monetary policy in South-Eastern Europe and the Commonwealth of Independent States, with a particular focus on the recent economic crisis. Toward that end, a New Keynesian model with price and wage rigidities is used. The results show that monetary policy responded counter-cyclically during the crisis only in countries with weak trade unions and in countries with flexible exchange rates, which indicates that fixed exchange rates and strong trade unions constrain monetary policy in countries in these regions. Also, the findings show that the main driver of price inflation in these countries is not economic activity, but wages, which are affected to a large extent by trade unions. Therefore, trade unions should be active partners in the decision-making processes in these countries.  相似文献

This paper explores the role of trade unions in influencing corporate change towards productivity improvement for a newly industrialized country– Singapore.Empirical analysis of a sample of firms found unionization to be positively associated with certain productivity practices.The more significant and stronger correlations being the sharing of productivity gains, role Specialization (productivity manager) and productivity as part of corporate policy. Implications of these findings are discussed.

A Sunday Times commentary 2 suggested that, drawing from the Singapore industrial relations experience, trade unions could play a positive role in generating economic growth. If that is seen to be occurring from the macrolevel, it will naturally be interesting to inquire further what effects unionization can have on internal organizational practices, such as in productivity improvement. There may also be practical benefits from having insights into the dynamic forces that are at work when trade unionism is present.

A perspective on the direction (whether positive or negative) and scale of change in the emphasis on productivity improvement practices could help multinational enterprises formulate more effective employee relations policies when operating in Singapore –where tripartite co–operation is the key industrial relations philosophy. Corporations that are in the process of

being unionized may be able to appreciate that resulting change to their operating environments as a consequence of unionization need nor always be unfavourable.Management operating in unionized contexts could rethink their industrial relations strategies in light of the findings here –that it is quite possible to work with trade unions to enhance corporate productivity.

Most significantly, such findings could foster a greater determination by both the management and unions in engendering a co-operative industrial relations climate.This is particularly relevant for corporations operating in countries such as Britain, where industrial relations are traditionally less harmonious.To survive in the increasingly global competition of the 1990s and beyond, Western businesses will need co-operative industrial relations that help to foster productivity improvement efforts. This paper argues that trade union activism within the new era of information and communication technologies (ICTs) offers the potential for unions to become more inclusive of under‐represented groups. Traditional conceptions of activism, participation and democracy within trade unions require physical presence at meetings at times and in spaces incompatible with caring responsibilities and atypical hours of work. This restricts the participation of women and other ‘atypical’ workers in trade unions. The paper explores the complexities of electronic forms of union activism in practice, indicating that while some positive features are experienced, there are also a range of obstacles, barriers and possible negative consequences.  相似文献

Organizations worldwide are confronted with different contextual constraints. Jackson and Schuler [1995, ‘Understanding Human Resource Management in the Context of Organizations and their Environments,' Annual Review of Psychology, 46, 237–264], in their classical review, highlight the importance of the impact of the internal and external organizational context on human resource management (HRM) practices. This paper uses data collected through a survey of firms located in Uruguay, in a context where HR function and trade unions have gone through significant changes, to determine their impact on the adoption of different HRM practices. The authors find that organizations with an HR function strategically involved and with higher degree of union presence have more person-centred HRM practices, while performance-centred HRM practices were positively influenced by HR function strategic role. However, the findings do not support the moderating role of trade union presence on the relationship between the HR function strategic role and HRM practices.  相似文献

This article brings gender to the centre of concepts used to explore union joining and participation, demonstrating that a gender‐sensitive analysis adds to our understanding. Using qualitative data from a study of women in two large male‐dominated UK trade unions, the article explores four key influences on women's union joining and participation—family, union, work and feminism. While prior beliefs and values played a role in promoting joining and participation, gendered experiences of unions and the workplace had a more profound influence. Feminism affected the nature of participation in that self‐identified feminists were more critical of the masculine character of trade unionism.  相似文献

The focus of this study is to distinguish the different paths seniority earning profiles follow depending on whether the individual is employed in a workplace where trade unions and collective bargaining are present, or not. Within this framework, two propositions are set. In the union sector seniority should be an important determinant of wages, while in the non‐union sector productivity, proxied by occupational experience, should have a key role on earning profiles. The empirical analysis verifies both propositions. Seniority earning profiles appear to be steeper in the union sector, while occupational expertise is estimated to have a more significant role in non‐union jobs.  相似文献

Whereas there has been considerable interest in the concept of political corporate social responsibility (CSR), trade unions have been largely omitted from such scholarly discussion. This article explores the potential of trade unions as the other in political CSR and the contribution of trade unions to deliberative democracy with the firm. We discuss the importance both of the legitimacy and the efficacy of the other in political CSR. We proceed to assess trade unions as legitimate and effective deliberative partners with the firm towards CSR, evaluating the contribution of trade unions to deliberative democracy and also the potential outcomes for trade unions in adopting this role.  相似文献

In this article, I examine the work of the 1992–93 Labour Party Trade Union Links Review Group. I ask whether the measures it proposed amounted to a new, durable settlement that governed internal relationships within the party. I detail disagreements amongst trade unions over the format that parliamentary selections should take; I evaluate the demands for reform of the party‐union link; I ask whether support for reform and for one member, one vote was falling in the early 1990s; I consider whether unions launched a ‘no say no pay campaign’ with regard to the Labour Party; I assess how much restraint was demonstrated at this time by Labour's affiliated unions and I consider what might have been at stake in these debates more generally. I conclude that there was considerable antagonism in party‐union relations during the early 1990s and that the work of the review group did not amount to an enduring settlement.  相似文献
