On the basis of a qualitative study of a subgroup of diversity professionals, external diversity and inclusion (D&I) consultants, we explore D&I consultants' discursive strategies and practices situated within organisational structures, relations, and interactions of power and knowledge. Theoretically, the research reveals how D&I consultants' own discursive strategies interact with existing organisational and societal discourses of diversity, incrementally shaping their continual evolution. A classification is developed, which sets out four approaches taken by consultants with regard to their discursive strategies in relation to clients. The findings suggest that HR practitioners need to work in tandem with external consultants to develop strategies to improve the status and legitimacy of diversity work if the field is to progress the organisational D&I agenda. 相似文献

The UK received its first sovereign credit ratings in 1978. Despite having required financial assistance from the International Monetary Fund only 18 months earlier, the British government managed to secure ‘triple‐A’ ratings from both Standard and Poor's and Moody's. Both assessments of creditworthiness reflected improving economic conditions but also British efforts to influence the sovereign ratings process. The Bank of England and the Treasury sought guidance from American investment banks to prepare for the ratings process and then controlled the flow of information available to the rating agencies accordingly, stressing the strengths of the national economy and downplaying the weaknesses. The British government subsequently launched its first bond issue in the New York market to high levels of investor demand. Consideration of these achievements complements the historiography concerning Britain's economic fortunes in the late 1970s. Scrutiny of events also offers a rare glimpse into the confidential sovereign ratings process. Both agencies relied on a combination of quantitative and qualitative evaluations of the UK. In addition, this article highlights the existence of a unique period in the history of sovereign credit ratings. ABSTRACTPrevious research has demonstrated the comparative lack of priority fraud receives from government and law enforcement in the UK compared to other serious offences, as well as shortcomings in the overall approach to investigation. This paper examines the current state of affairs in the light of changes aimed at addressing these limitations. It incorporates findings from a national survey of police forces, as well as a local survey of police personnel in three forces supplemented by interviews. The findings suggest that the situation has become more complicated. Many police officers interviewed did not feel that the police response in their own area was effective, and that their colleagues often lacked the appropriate skill sets needed. Moreover, forces were not confident they were recruiting the right people to tackle fraud. The paper has important lessons for policing internationally. 相似文献

We add to the literature on the association of financial knowledge and financial attitudes with financial outcomes by focusing on predominantly low-income Hispanic families. We examine (i) saving for emergencies, for college, and in 401(k) plans, and (ii) ownership of a home, land or rental property, and an investment account. We find that financial knowledge is strongly related to our savings measures and to owning an investment account. Financial attitudes play less of a role, but assume some importance when interacted with financial knowledge. Self-reported financial knowledge in addition to factual financial knowledge is associated with favorable financial outcomes. Our results are important for the upward economic mobility of a demographic group that has received less attention in the literature. 相似文献

In 1987–8 a large attitudinal survey covering all twelve Member States of the European Community was carried out by the European Foundation for the Improvement of Living and Working Conditions in Dublin which focused on various aspects of participation by employee representatives in new information technology. This paper presents evidence on one of the central trade union concerns about technological change – that of work organization. The paper first sets out an explanatory framework which is based on much of the literature, surveys and case-study evidence on the impact of new technology on work and employment. Second, the explanatory factors are used to explain the wide diversity in the levels of participation in work organization across the Community. The paper concludes that there is a significant North/South divide, with the northern EC Member States, particularly Denmark, Germany, the Netherlands and Belgium having much higher levels of participation in work organization than their Mediterranean partners. 相似文献

This paper develops several simple separate (or non-nested) procedures for testing autoregressive versus moving average errors in regression models. These asymptotically valid tests are straightforward to calculate: after estimating both models by maximum likelihood methods, the procedure involves testing the significance of variables added to a linearized version of the null model, the added variables being the predictions, or the residuals from the specified alternative model, or the difference of the predictions of the two models. Some small sample evidence on the properties of the tests is presented, as is an empirical application on the Australian unexpected inflation rate series.

Germany is the EU member state with the most difficult situation (besides Austria) for marketing genetically modified (GM) crops and food. At the same time, it shows the least administrative effort to respond to the reasons for this situation – public suspicion and protest. Regulators advocate specific precaution-related measures, including marketstage monitoring; these measures, however, do not relate to the primary demands of critics and opponents. The administration’s claim to prioritize scientific evidence over politics constructs the administration and the public as two separate worlds without real mediation. This conflicts with the ever-growing demands for public participation. Participation in a broader sense, however, is not dependent on formal opportunities. In this conflict, NGOs bring up issues of democracy, transparency and precaution through public mobilization. This strategy results in an anticipated consumer boycott and thereby a commercial blockage of GM products. These dynamics can be analysed as ‘reflexive modernization’, which implies greater public aversion to externally imposed risks. The politico-administrative system responds with a legalistic–scientistic approach in order to increase safety but without participatory measures to overcome predictive uncertainty and value conflicts. Environmental and consumer protest has led the technology providers to revise their political strategies in the biotechnology conflict. Despite the wealth of literature on HRM and employee involvement, now there has been a remarkable lack of large-scale survey evidence on the diffusion employee involvement in work organizations in Europe. This gap in large-scale survey evidence on the diffusion of direct employee participation has now been filled representative sample of workplaces in ten major European Union countries which commissioned by the European Foundation for the Improvement of Living and Working Conditions in Dublin (the EPOC project). It is by far the most comprehensive overview of the implementation and effects of direct employee participation of its kind. The paper shows that, on the basis of the EPOC survey results, there appears to considerable gap between the rhetoric and reality of direct participation. The paper shows that while the incidence of different forms of direct participation was widespread ten countries, the scope, in terms of number of issues involved and the number of given to employees, was relatively limited for most direct participation forms. The survey also showed that the introduction of direct participation posed little threat to trade representatives. Indeed, works councils and union representatives were in most 'agents of change' rather than barriers to the development of the more intensive practice of direct participation. 相似文献
