This study determines the spatial variation of rural poverty in Bangladesh and its relation to people’s livelihood assets affecting their ability to procure food. We estimated household income for over 1 million census households using a predictor model based on a nationally representative sample survey data set. We computed and mapped poverty indices for 415 rural subdistricts revealing distinct areas with high poverty incidence that correspond with ecologically depressed areas. However, other livelihood-influencing factors such as education, accessibility and services are significantly correlated with poverty. This indicates the need for continued focus on providing education and access to income-generating opportunities so that the poor can better meet their food needs. Geographically weighted regression analysis indicated spatial differences in the relative importance of various poverty-influencing factors. Multivariate clustering of the local parameter (β) estimates of the determinant factors revealed distinct spatial relationships, which have implications on poverty alleviation interventions specific to the different regions.  相似文献

We explore approaches for targeting agricultural research to benefit poor farmers. Using small area estimation methods and spatial analysis, we generated high-resolution poverty maps and combined them with geo-referenced biophysical data relevant to maize-based agriculture in Mexico. We used multivariate classification and cluster analysis to synthesize biophysical data relevant for crop performance with rural poverty data. Results show that the rural poor are concentrated in particular regions and under particular circumstances. Formal maize germplasm improvement trials were largely outside the core areas of rural poverty and there was little evidence for direct spillover of improved germplasm. Agro-climatic classification used for targeting breeding is useful but often ignores some important factors identified as relevant for the poor. Combining this method with poverty mapping improves stratifying and targeting crop breeding efforts to meet the demands of resource-poor farmers. We believe this integrated approach will help increase benefits from agricultural research to poor rural communities.  相似文献

Consumption of food away from home is rapidly growing across the developing world, and will continue to do so as GDP per person grows and food systems evolve. Surprisingly, the majority of household surveys have not kept up with its pace and still collect limited information on it. The implications for poverty and inequality measurement are far from clear, and the direction of the impact cannot be established a priori. This paper exploits rich data on food away from home collected as part of the National Household Survey in Peru, to shed light on the extent to which welfare measures differ depending on whether food away from home is accounted for or not. Peru is a relevant context, with the average Peruvian household spending over a quarter of their food budget on food away from home since 2010. The analysis indicates that failure to account for this consumption has important implications for poverty and inequality measures as well as the understanding of who the poor are. First, accounting for food away from home results in extreme poverty rates that are 18 percent higher and moderate poverty rates that are 16 percent lower. These results are also consistent, in fact more pronounced, with poverty gap and severity measures. Second, consumption inequality measured by the Gini coefficient decreases by 1.3 points when food away from home is included – a significant reduction. Finally, the inclusion of food away from home results in a reclassification of households across poor/non-poor status – 20 percent of the poor are different, resulting in small but significant differences in the profile of the poor in dimensions such as demographics, education, and labor market characteristics. Taken together, the results indicate that a serious rethinking of how to deal with the consumption of food away from home in measuring well-being is urgently needed to properly estimate and understand poverty around the world.  相似文献

This paper explores how the household’s capacity to grow food impacts their ability to achieve economies of scale in food consumption and how this impacts the geographic distribution of poverty across rural and urban areas. An accurate understanding of consumption economies of scale is vital for comparing poverty levels across households of varying size. Using Sri Lankan data on home-grown food consumption, we empirically confirm that such economies of scale exist and that large households tend to consume relatively more home-grown food than smaller households. The magnitude of these scale economies are found to be larger than those in market purchased food, but smaller than those found in housing expenditure. Consuming more home-grown food is also found to be positively correlated with per-capita calories consumed. Taking these effects into account in poverty estimates leads to a 15 per cent decline in the number of household who fall below the poverty line in rural regions.  相似文献

2020年中国将向全世界宣告消除了贫困,并进行减贫战略的转型,届时很可能从使用绝对贫困线改为采用相对贫困标准。在这一历史性时刻,有必要回顾中国的减贫历程,并对未来新的减贫战役进行展望。特别地,有必要探讨这样的转型意味着什么?又会带来哪些挑战?中国是否应该进行这样的转型?基于Shorrocks and Wan(2009)的方法,本文将国家统计局发布的收入分组数据“还原”为个体观察值,在不同的贫困线或贫困标准下,估算改革开放后中国及其各省份的绝对贫困和相对贫困发生率,并简单评估中国的减贫成就。特别地,本文通过比较绝对贫困发生率和相对贫困发生率,试图说明中国采用相对贫困标准为时过早,同时还将讨论转型使用相对贫困标准可能带来的一系列难以应对的挑战,提出相关政策建议。  相似文献

This paper presents a novel simulation method for estimating the likely welfare effects of policy reforms aimed at increasing competition in strategic economic sectors such as mobile phone services. The proposed method relies on a partial equilibrium simulation approach and estimates the welfare impacts on current consumers and the potential welfare effects among new consumers brought into the market by changes in prices due to competition. This approach is applied to the information and communication technology (ICT) sector in Ethiopia, one of the three countries in the world with a monopoly in the market for mobile phone services. Based on household budget survey data for 2015/16 and departing from a baseline reform scenario that dilutes the market share of the state-owned monopoly to 45 percent, the simulation model estimates a 25.3 percent reduction in the price of mobile services and an increase in 5.7 million new users of mobile services. The predicted drop in prices and increased users would generate a combined relative welfare gain of 1.18 percent (1.09 percent among current users and 0.09 percent among new users), that could be translated into a 0.31 percentage point decline in the national poverty rate and equivalent to lifting about 275,000 people out of poverty. Alternative reform scenarios that dilute the market share of the monopoly to 75 percent and to 30 percent are expected to reduce poverty rate in 0.13 and 0.52 percentage points, respectively. The method proposed in this study represents a useful tool for promoting competition reforms in developing countries, particularly in sectors known for excluding significant segments of the population because of high consumer prices.  相似文献

The present study simulates the impacts of price surges in 2006–2008 on poverty in the main Colombian cities drawing upon household survey data. It is found that the price surges increased both extreme and moderate poverty in urban areas, but the magnitude of poverty rise was not homogeneous across geographical locations or in terms of household characteristics, such as, education or gender of the household head. As a policy option we suggest “geographical targeting” or “demographic targeting” that will select and support poor households by locations or socio-demographic characteristics guided by the degree of household vulnerability to food price shocks.  相似文献

Small-scale fisheries in developing countries are often perceived as being a low-productivity and backward informal sector. As a result they are rarely considered in poverty reduction programmes and rural development planning. In this paper, we investigate the dual role of fish as a food and cash crop through data collected in river fisheries in Democratic Republic of Congo (DRC). Fishing in this very remote rural region of DRC is operated both by men and women, as part of a household multiple activity livelihood strategy. The data shows that poor households rely heavily on fishing for their supply of protein-rich food, in particular through women’s subsistence catches. Fishing also appears to be the main source of cash-income for the majority of households, including local farmers. Based on these findings and a review of the literature, the paper argues that small-scale fisheries can play a fundamental role in local economies, especially in remote rural areas where they strengthen significantly the livelihoods of people through their role in both food security and cash-income generation.  相似文献

Many countries are faced with the problem of monitoring poverty indicators when different food data collection methodologies have been used in national household surveys over the years. This paper provides a comprehensive analysis of this problem in the case of Niger. The paper assesses the impact of three methods of food data collection on the welfare distribution, and poverty and inequality measures in Niger. The study leverages a food consumption experiment to evaluate the three methods of food data collection implemented in the country’s most recent national household surveys. The first method was 7-day recall, the second was usual month, and the third was 7-day diary. The study finds that there was a large difference in measures of consumption and poverty between the first two methods (which yielded similar results) and the 7-day diary method. Annual per capita consumption from the 7-day recall method was, on average, 28 percent higher than that from the 7-day diary method. This gap exists not only at the mean of the distribution, but at every level. The observed differences in measured annual per capita consumption leads to differences in poverty and inequality measures even when alternate poverty lines are used.  相似文献

Spatial clustering of rural poverty and food insecurity in Sri Lanka   总被引:4,自引:0,他引:4  
We mapped poverty, with reference to a nutrition-based poverty line, to analyse its spatial clustering in Sri Lanka. We used the Divisional Secretariat poverty map, derived by combining the principal component analysis and the synthetic small area estimation technique, as the data source. Two statistically significant clusters appear. One cluster indicates that low poverty rural areas cluster around a few low poverty urban areas, where low agricultural employment and better access to roads are key characteristics. The other indicates a cluster of high poverty rural areas, where agriculture is the dominant economic activity, and where spatial clustering is associated with factors influencing agricultural production. Agricultural smallholdings are positively associated with spatial clustering of poor rural areas. In areas where water availability is low, better access to irrigation significantly reduces poverty. Finally, we discuss the use of poverty mapping for effective policy formulation and interventions for alleviating poverty and food insecurity.  相似文献

The impacts of internet use on income and poverty status are contentious despite extensive research efforts. This paper re-examines these influences using five-wave panel data extracted from the Vietnam Access to Resources Household Survey (VARHS). A two-step system called Generalized Methods of Moments (GMM) and Propensity Score Matching (PSM) is the primary metric for estimating internet-income and internet-poverty correlations. The analysis revealed that internet use assisted rural households, including the poor ones, in fostering their livelihoods in the 2008–2016 period: (1) internet access increased the average annual household income per capita by 4.5 million Vietnamese dongs, accounting for at least 17% of the overall income; (2) it decreased the probability of being poor by around 4%. This study suggests that the universalisation of the internet, along with improvements in digital literacy and digital applications provided for rural dwellers, particularly the needy, should be essential for poverty reduction programmes in the context of developing countries.  相似文献

As a largely rural society, most people in Nepal still depend upon agriculture as their major livelihood strategy. Therefore, it is important to improve the allocation efficiency of limited public expenditures to promote agricultural growth and poverty reduction. However, evaluating the returns of public investment is limited by methodological challenges. We use hedonic and panel data methods to examine the returns to different types of rural public investments including roads, irrigation and extension advice. The use of diverse identification strategies reduces the risk of using a narrower set of results driven primarily by a particular methodology. We find that rural roads and irrigation are one of the most productive public expenditures according to the benefit-cost ratio calculations, though the magnitudes of these ratios depend on methodology.  相似文献

A large and increasing proportion of agricultural growth in Africa must come from continuous gains in land productivity in areas of high population density and hence with already relatively high yields. What that requires is analogous to the green revolution in Asia. Several features differentiate the African situation. Those include greater diversity in cropping pattern including a historically larger and more widespread tropical commodity export sector. The physical infrastructure in rural Africa is far inferior to that of most Asian countries. While the greater diversity of agriculture calls for a larger and more diverse institutional structure the reality is that the research systems, the ancillary education systems to spread innovation and the rural financial systems are generally greatly inferior to those of Asia at the beginning of the green revolution. Ethiopia’s record of a steady six to seven percent growth for agriculture and nearly halving of rural poverty demonstrates that with the right policies and investments a very poor country starting with poor physical and institutional infrastructure can bring a major contribution from agriculture growth to increased GDP and reduced poverty. As in Asia, the bulk of accelerated agricultural growth will come from small commercial farmers. They have sufficient farm income to reach or exceed the poverty level. Those are farms with, depending on the country, as little as 0.75 hectares to a few tens of hectares of land. They comprise up to half the rural population and produce on the order of 70–80 percent of agricultural output. They are in general not poor. The poor have inadequate land to reach the poverty level, initially with much underemployment, and with substantial non-farm employment. The primary driver of poverty reduction is the small commercial farmer spending on the order of half of increased income on nontradable, employment intensive goods and services from the rural non-farm sector.  相似文献

Housing wealth constitutes most of the non-pension wealth of the elderly population. This study analyzes the potential of reverse mortgages to increase the income and liquid wealth of the elderly by identifying households with relatively high levels of housing equity. Because this article looks at the whole distribution of elderly households and considers debt as well as income, it finds a larger potential market for reverse mortgages than previous studies.
Calculations from the 1990 Survey of Income and Program Participation and Census population estimates show that over six million homeowners in the United States could increase their effective monthly income by at least 20% by using a reverse mortgage. Of these, more than 1.3 million have no children. Furthermore, a reverse mortgage would allow over 1.4 million poor elderly persons to raise their incomes above the poverty line.  相似文献

The Supplemental Nutrition Assistance Program (SNAP) provides resources to supplement household food expenditures in order to achieve a nutritious diet. Determining the amount of support required - or extent of food expenditure poverty -- entails comparing available resources for food to a nutrition-determined threshold. Clearly the value of the threshold will affect the degree of food expenditure poverty. If the threshold value is inaccurate, the calculated degree of poverty will be inaccurate. USDA uses a threshold for setting SNAP benefits that does not vary geographically or temporally, so consequently (food expenditure) poverty may be understated or overstated in different regions and time periods. This article compares food expenditure poverty estimates for SNAP participants when geographical differences in the threshold are ignored versus not ignored. In addition, the article decomposes household food expenditures into Food-Away-From-Home (FAFH), Food-at-Home (FAH), personal funded FAH, and SNAP funded FAH in order to assess the degree to which each of these contribute to reducing food expenditure poverty. The general findings are that all food expenditure poverty measures are worse when geographical differences are taken into account. In addition, the analysis shows that FAH expenditures, and in particular SNAP FAH expenditures, contribute the most to reducing food expenditure poverty in SNAP households. The policy implications are that food expenditure poverty is currently underestimated in the US by ignoring geographical differences in thresholds, but the food expenditure poverty would be even worse without SNAP benefits. Geographical adjustments to the national threshold could help reduce food expenditure poverty across regions.  相似文献

Growing concern for poverty in the face of declining agricultural research budgets has increasingly required formal priority setting of public agricultural research in developing countries to ensure that scarce research resources are allocated in ways that will have the greatest impact on the poor. This paper assessed the potential impacts of alternative commodity research programs on poverty reduction in three agro-ecological zones of Nigeria and identified strategic agricultural research priorities in the three zones. The paper discusses the poverty reduction-based priorities and their role in facilitating dialogue between research managers and policymakers aimed at sharpening the focus of agricultural research to achieve poverty reduction objectives in Nigeria.  相似文献

Past studies have shown that fishing communities in developing countries are generally poor. One potential strategy for reducing poverty among these communities is income diversification. This study investigates the impact of income diversification on incomes of fishing communities living on the Kenyan shores of Lake Victoria. Using four propensity score matching methods, we find evidence that income diversification increases the incomes of fish workers. The strongest impact appears to be among fishers, fish enterprise employees and fish workers in the non-export beach. Based on these results, income diversification can be considered a poverty reduction strategy among fishing communities in Western Kenya.  相似文献

This analysis of rural poverty and hunger in Africa discusses the intertemporal and cross-sectional dimensions of poverty as an aid to policies and programs to alleviate hunger. Since nutritional adequacy of diets varies according to season, seasonality is an important cause of poverty especially in countries with 1 major harvest. In agricultural communities the wet season brings on food shortages and high prices, requiring assistance programs to concentrate on alleviating hunger at this time of year. Drought places a similar demand on resources. People may be poorer in 1 section of a country than another if they have no access to the existing power system, depriving them of services and assistance. There are forgotten regions of Africa where people are poor due to physical isolation, increasing the risk of drought and impeding emergency relief. Production in these areas may be low because there are no consumer goods to buy with surplus. It is important to identify target groups for financial assistance which will change with time and environmental conditions.  相似文献

This study focuses on which agricultural subsectors are important in Ethiopia’s economic growth and poverty reduction and what kind of agricultural and nonagricultural growth is needed to achieve the millennium development goal of halving the incidence of poverty by 2015. A spatially disaggregated, economy-wide model was developed, enabling the analysis of growth and poverty reduction linkages at national and regional levels using national household surveys, agricultural sample surveys, geographic information systems, and other national and regional data. The study reveals that agriculture can play a central role in decreasing poverty and increasing growth in Ethiopia. Within the agriculture, growth in cereals and other staple crops should receive priority. Agricultural growth also requires concurrent investments in roads and other market conditions. At the subnational level, similar growth rates within agricultural subsectors have different effects on poverty, necessitating regionally based strategies for growth and poverty reduction.  相似文献

Urbanization is now a dominant demographic phenomenon in low- and middle-income countries. By the year 2000, half of the world's population will live in urban areas; of this half, two thirds will be in developing countries, predominantly in Asia. Whether there will be a corresponding shift of poverty from rural to urban areas is the central question of this analysis. Evidence from cross-sectional, time-series, and case data indicates that the percent of poverty in urban areas is dependent on income levels, income growth, and income distribution. The evidence also indicates that the number of poor in rural areas will exceed those in urban areas well into the 21st century. These poverty and urbanization trends are significant politically, and important also with respect to food policy and required investments in agriculture.  相似文献
