This article develops measures of marketing style for advisory programs in corn and soybeans and estimates the relationship between style characteristics and pricing performance. Style is measured by the intensity of futures and options use, degree of activeness in marketing, and seasonality of sales. The data set consists of advisory programs tracked by the AgMAS project at the University of Illinois between 1995 and 2004. Results indicate that active programs making large bets on price movements obtain a higher average price than more conservative programs. This is consistent with active advisors possessing superior information and/or analytical skills rather than being overconfident. However, estimates of the relationship between pricing performance and activeness are sensitive to the inclusion of a single high-performing program.  相似文献

We use data from an Internet and traditional print mail survey to determine student demand for graduate program attributes. Results reveal that students value graduate program ranking more than stipend level, geographic location, or office/computer facilities. Higher ranked programs, as a whole, may be able to offer substantially lower stipends to students and remain competitive with lower ranked programs. Results also suggest that students might be willing to accept higher stipends or office space to attend lower ranked schools. The results may provide graduate program leaders with information to improve their recruitment efforts and/or potentially reduce graduate program expenditures.  相似文献

This article investigates the effect of the conditional cash transfer program Oportunidades on rural enrollment/completion in higher education, ten years after the initiation of the program in Mexico. We use data from the International Food Policy Research Institute and employ a Regression Discontinuity approach. We find that Oportunidades eligible households had higher 2007 technical school (14–18 year olds) and college (39+) enrollment/completion relative to comparable non-eligible households. However, the program benefits are heterogeneous depending on school access. Accounting for access to schools, we find that the program also had positive effects for school enrollment/completion for upper secondary (14–18) and college (19–28, 29–38). Further, we find positive tertiary education benefits for individuals in treated households who were too old to qualify for benefits directly, indicating either positive externalities or complementarities for individuals residing in eligible households. Possible mechanisms are relaxing budget constraints, and changes in educational aspirations.  相似文献

We use a unique data set on students receiving their Ph.D.s from top-ranked agricultural and resource economics programs to investigate how the ranking of a student's dissertation advisor affects his or her early career research productivity. After controlling for program reputation, we find that the higher the relative research productivity of a student's dissertation advisor the greater the student's early career research productivity. Allowing the estimated effects of advisor rank to vary with program reputation suggests that students from lower-ranked programs working with relatively more prominent advisors outperform their peers at highly ranked programs working with less prominent advisors.  相似文献

In recent decades, non-farm employment has become prevalent and an important source of income for Australian farm families. However, models identifying the relative significance of the socioeconomic variables influencing non-farm employment participation rates have never been estimated in Australia. In this paper, a bivariate probit model of non-farm employment participation rates was estimated, using information from the Australian Bureau of Agricultural Resource Economics (ABARE) 1994–1995 surveys. It was found that the participation decision of the farm operator and spouse is likely to be jointly determined, that non-farm employment participation increased at a declining rate with age among farmers and that university education enhances the participation rates particularly among spouses. Participation rates were also higher among spouses with lower other income and with no dependent children.  相似文献

Using the results of the first part of their 1994 membership survey, Ahmadi-Esfahani and Brakey (1996) examined the structure, conduct and performance of the Australian Agricultural and Resource Economics Society qualitatively. This paper extends that analysis by appraising some current trends in the Australian agricultural economics profession quantitatively. It concentrates on the second part of the survey to address a number of fundamental questions. A comparison of the US and Australian agricultural economics professions is made. The implications of the analysis for the product mix of the Society are explored.  相似文献

Livestock grazing, along with agriculture, are key drivers of deforestation and land degradation that subsequently affect ecosystem service provision in the tropics. Although environmental and agricultural policies may curtail these negative effects, information is needed on how specific programs and instruments could be used to incentivize ranchers into adopting rangeland practices to achieve land conservation. We examine what encourages livestock ranchers to adopt more sustainable rangeland practices with various technical and conservation attributes in Colombia’s Orinoco region. First, we analyze a management alternative based on an improved pasture (IP) approach traditionally used in tropical South America, and another practice that promotes silvopastoral systems (SP) that better sustain the long term provision of ecosystem services. Second, we assess the influence that technical assistance and conservation payment instruments can have on the adoption of the IP or SP programs. Using expert-based elicitation, questionnaires, choice experiments, and econometrics, we found that when either SP or IP management alternatives include a complete technical assistance program (CTAP), emphasizing forage or cattle production, the propensity to adopt the conservation focused SP alternative significantly increases. The SP alternative with CTAP for cattle production was valued by ranchers at $290 ha/year and the CTAP prioritizing forage production was valued at $233 per ha/year. Nonetheless, a basic technical assistance program for cattle production using the IP alternative was valued at $128, but when including the CTAP, the value increased to $262. Adopting conservation practices in the form of compensation payments for not grazing portions of their land in the SP was valued by ranchers at an average of $8 and $10 in the IP. Our findings show that decisions to adopt conservation oriented rangeland practices and policies are not strictly based on monetary payments for ecosystem services alone, but also on technical support.  相似文献

In this paper, we evaluate the incentive role of a teacher performance‐based compensation reform in rural China. Using the value‐added model widely adopted in the education literature, we first estimated the teacher effects on student academic scores with panel data of a large number of students and teachers from rural and urban schools in one county in a south‐western province of China. The estimated teachers’ value‐add was then allowed us to examine the effectiveness of the 2009 teachers’ compensation reform. We find that despite the strong intent of the performance‐based compensation reform to improve student’s academic performance, teachers’ compensations are not closely tied to teachers’ value‐add to student academic achievement. This suggests that the performance‐based compensation reform is not able to provide strong incentives for teachers to raise students’ test scores and points towards the possible problems with the design and/or implementation of the reform.  相似文献

Cooperative Extension and other institutions (e.g., technical colleges, on-line self study programs, university short courses, etc.) frequently stress the importance of financial management education for successful farming operations. The research reported in this paper attempts to quantify the contributions of such training to the financial performance of dairy farms in Wisconsin. Our results suggest a link between a deeper understanding of financial concepts and greater financial returns but that it is a relatively weak one. Moreover, simple exposure to farm management training programs and self-confidence in farm financial decision-making ability are not significantly related to farm financial outcomes.  相似文献

利用结构方程模型,根据121个新创林业企业调查所得数据,分析模糊忍受度、内部控制源、成就需要以及风险倾向这4个创业者特质对新创林业企业绩效的直接影响和间接影响。结果显示:受调查的新创林业企业在绩效方面还存在较大进步空间,新创林业企业的资源拼凑能力与实践较为有限;创业者的模糊忍受度特质和内部控制源特质对新创林业企业绩效具有显著的正向影响,并且模糊忍受度特质和内部控制源特质能通过资源拼凑对新创林业企业绩效产生间接的正向影响;创业者的成就需要特质仅能以资源拼凑为中介对新创林业企业绩效产生间接的正向影响;创业者的风险倾向特质对新创林业企业绩效未呈现出显著的影响。因此,创业者应重视创业者特质对新创林业企业绩效的影响,并强化使用资源拼凑策略能力;政府应帮助创业者提升资源拼凑能力,并引导具有创业者特质的创业者投入到林业创新创业中,提高新创林业企业的存活率和绩效。  相似文献

Farmland preservation is a topic of much discussion in many areas of the United States, but of little action. Only 1.6 million acres of U.S. farmland are permanently protected nationwide, a number not too different from some estimates of annual losses of farmland to development. While a number of studies have estimated the non-market benefits of preserved farmland (cf. Wichelns, D., Kline, J.D., 1993. The impact of parcel characteristics on the cost of development rights. Agricultural and Resource Economics Review 22 (October) 150–158), this study is the first to focus on the potential for a market for farmland preservation. Using primary data collected from farmers and citizens specifically to address this issue, we estimate the supply of and demand for farmland for preservation. Separate models are estimated for both privately and publicly run preservation programs. Demand is estimated under private-voluntary, public-voluntary, and public-mandatory scenarios. The results show that both public and private programs can be successful. The market capable of preserving the most acres is a tax-funded, state-run program which could permanently preserve over 200,000 acres in 5 years.  相似文献

A stochastic frontier model is used to explain the performance evaluation by organic producers of programs provided by the U.S. university extension systemproviders. We identify nonmanagerial factors that influence both performance ratings and performance efficiency, defined as achieving a rating as close to the highest rating as possible. Results based on the organic farmer evaluators indicate that extension agents are performing at high mean efficiency of 0.95, but that the average rating is relatively low at 2.66 on a four-point scale. Years of experience in organic farming and the severity of production problems facing farmers have significant impacts on performance ratings.  相似文献

This work exploits information on U.S. patents to identify trends in university ag-biotech patenting and citation performance. It sets forth some key issues concerning patterns of university ag-biotech patenting and then provides an empirical analysis of the evolving trends. Land grant universities account for most U.S. ag-biotech patents. The data show a path-dependent innovation pattern, in which there also seems to be a culture of patenting that develops at certain universities. Evidence shows that ag-biotech patents are more cited than the average university patent. Inequalities across land grant universities are also evident in the production of ag-biotech patents, although perhaps not to a much greater degree than underlying inequalities in funding and research qualities. The paper closes by considering how the evidence offered might be used to advance the public discussion regarding trends in agricultural biotechnology research in the United States.  相似文献

Farm programs influence the parameters of typically estimated supply functions. We develop and apply an approach that uses detailed information about farm program incentives and constraints to identify underlying structural acreage response parameters when the data reflect behavior under complex government commodity programs. We illustrate the approach with data on rice acreage response to market price in the United States. For U.S. rice, estimates that fail to appropriately incorporate the program rules under which market data were generated are three to four times smaller than the structural parameters that are useful for most policy analysis or projections under alternative policies.  相似文献

This paper provides an overall picture of women's representation and gender parity in the field of Agricultural Economics by constructing and analyzing a database of agricultural economists in China. We find that female scholars “occupy half the sky” in number, but not all the way up to the higher-ranking academic positions. Women lag behind men in terms of research performance and academic promotion; even more so, gender disparity becomes more prominent when moving up the ranking ladder. A closer examination of agricultural economists of different age cohorts indicates that the gender gap, both in numbers engaged in the profession and academic performance measured by Chinese paper publications and nation-level projects chaired, is narrowing. However, gaps in the number of high-quality paper publications and the time span before promotion, alongside the phenomenon of a “leaky pipeline” in academia, are growing significantly over time. The representation of “star scientists” shows similar, yet steeper trends. In the absence of detailed studies, the paper explores possible explanations of the converging gender gap in scale but increasing gender disparity that is termed a “leaky pipeline.” It concludes that the Policy of Enrollment Expansion in Higher Education provides vulnerable young females with more opportunities to access higher education, which increases both the number and proportion of women in the profession.  相似文献

Perceptions of a salinity ‘crisis’ in Australia around 2000 resulted in the establishment of a major national program that aimed to prevent, stabilize, and reverse trends in salinity. The National Action Plan for Salinity and Water Quality allocated A$1.4 billion of public funds to 1700 projects over 7 years. Here, we assess the performance of the program in relation to 12 features that we propose as being essential for programs that aim to address complex environmental problems. The features include use of technical information to guide investment prioritization, use of socio‐economic information, effective integration of information for prioritization, selection of appropriate targets, choice of appropriate policy mechanisms, and provision of incentives and support to environmental managers to pursue environmental outcomes cost effectively. Our assessment reinforces findings from a number of public reviews that found serious weaknesses in the program. Overall, with a few exceptions, projects under the National Action Plan generated few worthwhile salinity mitigation benefits and will have little enduring benefit. This was readily foreseeable given attention to the scientific and economic knowledge of salinity available at the time the program was developed.  相似文献

Forest property taxes have been identified as one of the major driving forces behind forest loss and parcelization. Among various policy alternatives for reducing the burden of forest property taxes on landowners, preferential property tax programs have been widely used across states. Existing research has mostly focused on individual property tax programs, particularly those based on current use valuation, while little has been done to document, analyze and compare programs across states. By examining survey data from state preferential property tax program administrators across the United States, this paper describes the commonalities and differences among states regarding their preferential property tax programs, provides a preliminary understanding of the relationship between state preferential property tax policy and trends in private forest conditions, and identifies issues related to the effectiveness of state preferential property tax programs and private forest land management and conservation. Our analysis revealed three fundamental disconnects: (1) Program attributes that were previously considered to be important for preferential property tax programs to be effective in retaining forest land and fostering management did not consistently correlate with program effectiveness as viewed by the administrators of these programs; (2) These program attributes did not consistently correlate with actual program effectiveness as measured at the state level by forest trend indicators used in this study (i.e., change in private forest land cover, change in average size of private forest holdings, extent to which private forest land is being actively managed); and (3) The self-assessed program effectiveness did not consistently correlate with actual program effectiveness, either. The various ways in which the effectiveness of preferential property tax programs is defined and measured contribute to explaining these disconnects. It is particularly important for researchers and policy makers to be explicit about how they define and measure effectiveness and the scale on which they conduct their analysis before assessing and comparing programs or suggesting improvement strategies.  相似文献

Environmental cross‐compliance links agricultural program payments to producer commitments to achieve agri‐environmental policy goals. The objective of this study is to determine the feasibility of using cross‐compliance to achieve environmental goals in a Canadian policy context. While Canadian policy makers have flirted with cross‐compliance, with the exception of phosphorus regulations for Quebec hog farms, they have never adopted this approach. The potential for effective cross‐compliance depends on producer participation, producer compliance with regulations, environmental performance, and overall welfare implications. This study reviews the application of cross‐compliance in the United States and EU with regard to the potential application to Canadian agriculture. Policy options are considered which link current business risk management (BRM) programs to alternative environmental regulations (wildlife habitat preservation, nutrient management plans, and beneficial management practices for nutrient management). In general, individual Canadian agricultural support program do not provide sufficient incentives for farmers to participate in cross‐compliance. However, if support programs are combined, it is better to link programs that redistribute income with environmental programs than to link agriculture programs that already address specific market failures.  相似文献

A model of adverse selection and moral hazard in agri‐environmental schemes is developed based on the input quota mechanism of Moxey et al. (Journal of Agricultural Economics, Vol. 50, (1999) pp. 187–202) and Ozanne et al. (European Review of Agricultural Economics, Vol. 28, (2001) pp. 329–347), rather than the input charge mechanism of White (Journal of Agricultural Economics, Vol. 53, (2002) pp. 353–360), but the variable fine of the latter rather than the fixed fine assumed by Ozanne et al. (European Journal of Agricultural Economics, Vol. 28, (2001) pp. 329–347) is used. Incentive‐compatible contracts, including the optimal probabilities of detection (and, therefore, monitoring frequencies and costs) for more and less efficient farmers, are identified. It is shown that the input charge and input quota approaches lead to identical outcomes – in terms of abatement levels, compensation payments, monitoring costs and probabilities of detection – confirming the equivalence of input quotas and input charges under asymmetric information. It is also shown that the optimal contracts are independent of the risk preferences of farmers with regard to being caught cheating.  相似文献
