Historically, earnings from farming in many developing countries have been depressed by a pro‐urban bias in own‐country policies, as well as by governments of richer countries favoring their farmers with import barriers and subsidies. Both sets of policies reduced global economic welfare and agricultural trade, and added to global inequality and poverty. Over the past three decades, much progress has been made in reducing agricultural protection in high‐income countries and agricultural disincentives in developing countries. However, plenty of price distortions remain. As well, the propensity of governments to insulate their domestic food market from fluctuations in international prices has not waned. Such insulation contributes to the amplification of international food price fluctuations, yet it does little to advance national food security when food‐importing and food‐exporting countries equally engage in insulating behavior. Thus there is still much scope to improve global economic welfare via multilateral agreement not only to remove remaining trade distortions but also to desist from varying trade barriers when international food prices gyrate. This article summarizes indicators of trends and fluctuations in farm trade barriers before examining unilateral or multilateral trade arrangements, together with complementary domestic measures, that could lead to better global food security outcomes.  相似文献

The conflict between population and land in China results from high population density, declining availability of arable land, decrease in cropland, overgrazing, inability to afford imported grain, and expansion of land use for urbanization. Unwise decisions have been made. These decisions have resulted in land degradation, soil erosion, deforestation, degradation of grasslands, waste of land for freight storage or waste disposal due to low grain prices, and nonagricultural constructions on croplands. Ineffective land management problems are identified as: 1) the lack of an economic means of guiding land use and land is not valued; the lack of any mechanism to ensure economic land use including public lands which are not accounted for with rent; 2) the lack of integration of departments into the decision making structure and too many departments making decisions about the same land; 3) the lack of choice in land use which results in higher government departments being unaware of local conditions, and the lack of appropriate investment which results in short-term exploitation; and 4) surveys are inadequate for decision making. The strategies suggested for improvement in land use management include low resources expenditure in production and appropriate goods consumption. The goal is to sustain subsistence with gradual improvement through development. Land resources must be conserved and the environment protected. The solutions to depend on food imports or reduce the nutritional level deny the equally plausible solution to generate a higher level of input. The profit motive and scientific agricultural practices could accomplish this end. Reclamation for cropland is possible for 8 million hectares of wasteland in wide areas in Sanjiang Plain and 3.4 million hectares in small pockets in Eastern Monsoon China. Traditional agriculture must be transformed and an optimum scale of land operation established. Land tenure reform is necessary. Regional conditions must prevail as the guiding principles. Several implementation strategies are suggested: controlling population growth and establishing a balance between expenditure and land productivity, expanding and conserving forest areas, increasing agricultural investment, reforming land tenure, adjusting land product prices, strengthening land administration, developing other industries, and reforming economic and political systems.  相似文献

Being the two largest ethanol producers in the world, biofuel policies in Brazil and the United States affect both their domestic markets and the global food and biofuel economy. In this article we develop a price endogenous mathematical programming model to simulate and analyze the impacts of biofuel mandates and trade distortions on land use, agricultural commodity and transportation fuel markets, and global environment. We find that an 80% increase in total biofuel production from its 103 billion liter baseline level to the mandated 183 billion liter level in 2022 can be achieved with less than 2% increase in total cropland use in both countries. In the United States, this would occur with cellulosic biofuels meeting nearly half of the biofuels consumed and produced largely on cropland pasture and corn ethanol meeting the rest of the mandate and resulting in a 2% increase in corn price. In Brazil, the expansion in sugarcane production would be achieved by reducing land under pasture and a marginal increase in intensification of livestock production. In the aggregate, biofuel policies increase economic surplus in both countries by 1% and redistribute the benefits from agricultural consumers to agricultural producers and the fuel sector. Finally, we also find that full implementation of the mandates in North America, China, and the European Union would reduce the global life‐cycle global greenhouse gas emissions by about 5%.  相似文献

This paper examines evidence of the effects of economic liberalization and globalization on rural resource degradation in developing countries. The principal resource effects of concern are processes of land use change leading to forestland conversion, degradation and deforestation. The main trends in globalization of interest are trade liberalization and economy-wide reforms in developing countries that have 'opened up' the agroindustrial sectors, thus increasing their export-orientation. Such reforms have clearly spurred agroindustrialization, rural development and economic growth, but there is also concern that there may be direct and indirect impacts on rural resource degradation. The direct impacts may occur as increased agricultural activity leads to conversion of forests and increased land degradation from 'unsustainable' production methods. However, there may also be indirect effects if agroindustrial development displaces landless, near-landless and rural poor generally, who then migrate to marginal agricultural lands and forest frontier regions. This paper explores these direct and indirect effects of globalization and agroindustrialization on rural resource degradation both generally, plus through examining case study evidence. The paper focuses in particular on the examples of structural adjustment, trade liberalization and agricultural development in Ghana, and maize sector liberalization in Mexico under North American Free Trade Agreement (NAFTA).  相似文献

This report empirically examines the role which capital accumulation plays in the growth of agricultural production potential. The report assumes that the degree to which available technology can be implemented in a nation's agricultural sector depends on accumulated investments that have been made in the sector. Results from estimating aggregate agricultural production functions show the primary importance of rural labor in accounting for agricultural gdp and crop production. Capital accumulation is the dominant explainer of livestock production. Estimation results support the conjecture that capital tends to save scarce land resources (substitute relationship) and use rural labor (complementarity relationship). Output supply elasticities derived from the estimated equations tend to be large. The large elasticities imply that price distortions have had large impacts on resource use and production.  相似文献

This article explores the impacts of China's growth in the international markets of agricultural products along two dimensions: food price inflation and export growth in other developing countries. China's food imports of vegetable oils have grown dramatically over the last decade, linking China's economic growth to the recent increases in global food prices. If China is a source of global food price inflation, exporting countries will benefit whether they sell directly to China or not. These direct and indirect linkages are explored using a short‐run, partial‐equilibrium model of international trade in agricultural products in which consumer prices and trade costs are derived from bilateral trade flows. China's effects on food prices and exports are estimated by reducing Chinese food expenditures in 2007 by half, roughly China's level of expenditures in 1995. Results indicate that food prices as measured by CES price indexes in developing Asia, Africa, and Latin America would have been reduced by 1.27%, 0.32%, and 0.22%, respectively. China has been an important source of growth for exporters selling directly to China. There is no evidence of export growth due to an overall increase in food prices caused by China's growth.  相似文献

Liberalization of world trade in agricultural products ranks high on the agenda of the Uruguay Round. After a period of more than six years, however, the negotiations have not been concluded. Nevertheless, an outcome seems to be in sight. The agreement will most likely not result in a move to freer trade. It seems that domestic policies will become even more regulative than in the past in an attempt to cut exportable surpluses and to ease trade tensions among the main exporting nations. This paper explores possible impacts of the GATT Round on agricultural development in developing countries. Agricultural development is more than only growth in agricultural production or productivity. However, it is argued in the paper that other variables which also indicate agricultural development are often closely correlated with growth in production and productivity. Trade in agricultural products is not always an engine for agricultural development. If internal divergences are not accounted for by appropriate domestic policies, trade may be even harmful to agricultural development. Hence, empirical research based on cross-country analysis does not provide a clear answer about the role of trade for development. Past policies in industrialized countries have most likely had a negative effect on developing countries as a group; however, the effects differ widely across countries. Liberalization policies in industrialized countries would not just reverse these negative effects for developing countries. Price reduction in industrialized countries may not result in the often-cited production decline in the short term. Present X-inefficiency in agriculture will be reduced by liberalization, leading to an outward shift of the supply curve. Hence, liberalization may not lead to higher world market prices for temperate-zone products in the short and medium term. Apart from this, empirical models differ widely in the price effects they predict. The expected outcome of the Uruguay Round – increased regulation of domestic policies – is likely both more negative for developing countries than past protectionist policies and worse than an overall liberalization. World market prices will increase, uncertainty and instability can be expected to grow, and food aid may become less available. There will be a need to react to these challenges with measures on the international and national level. Initiatives to deal with food crises in developing countries and to stimulate liberalization in developing countries should be considered. Finally, developing countries should be made aware that their own domestic policies have a much greater economic impact than policies in other countries, even if the latter are as protectionist as current agricultural policies in the industrialized world.  相似文献

With population growth still at very high rates and large-scale commercial farmers and cattle ranchers owning much of the more fertile valley land, small-scale farmers are concentrated on increasingly marginal, steeply sloping hillsides in Central America. The continuing soil erosion and land degradation in these low-input staple crop production hillside farming systems lead many to be pessimistic about increasing the agricultural incomes of these farmers. However, this study shows that the appropriate combination of improved technologies and agricultural policy or alternative production diversification strategies can improve the incomes of small-scale hillside farmers in southern Honduras by over 50%. The technology components considered are stone walls and ditches combined with living tree barriers to prevent erosion of the hillsides, and a package of improved sorghum seed, seed treatment, and modest doses of nitrogenous fertilizer. A whole-farm mathematical programming framework is used to determine the potential farm-level income effects of the soil-conservation and seed-fertilizer technologies. The main conclusion is that erosion-control devices and yield-increasing crop varieties and fertilizer are an effective technology introduction strategy for the erosion-prone hillside landholdings found in many areas of Central America. If policy actions or diversification strategies for disposal of surplus grain are found which are effective in reducing the risk of low income from cereal price reductions in high-production years, adoption of the improved technologies is shown to be profitable for small-scale farmers. Another benefit not explicitly considered would be to slow the very rapid growth of urban poverty in these countries. Sensitivity analysis results indicated that neither risk aversion nor the increased availability of crop land or initial cash have any substantial effects on the predicted adoption level of the improved technologies, or on their income impacts for these farmers.  相似文献

The latest versions of the Global Trade Analysis Project database and the Linkage model of the global economy (projected to 2015) are used to estimate the impact of removing all merchandise trade distortions (including agricultural subsidies). Results suggest that a move to free merchandise trade would increase farm employment, the real value of agricultural output and exports, real returns to farm land and unskilled labor, and real net farm incomes in developing countries. This would occur despite the decline in international terms of trade for some developing countries that are net food importers or are enjoying preferential access to agricultural markets of high-income countries.  相似文献

Using data for a long panel of 90 developed and developing countries, this article explores the effects of research and development (R&D) and fixed capital stock on agricultural land productivity over the period 1961–2012. Instruments are used for R&D to deal with feedback effects and measurement errors. The results show very high social returns to investment in R&D and to fixed capital stock, suggesting that increasing investment in these factors are promising ways of arresting the increasing food prices due to increasing demand for animal protein, population growth, desertification, salinization, soil erosion, climate change, and decreasing growth in land productivity.  相似文献

[目的]通过分析农业资源与环境要素的效用,探讨保障我国粮食安全举措。[方法]在我国粮食安全现状的基础上,采用分析法分别对农业资源与环境要素的利用展开研究,提出针对性建议。[结果](1)农业资源要素:耕地资源利用率较低、农业资源浪费严重、农村劳动力大量转移;(2)农业环境要素:自然环境要素利用效率不高、农业投资不合理。[结论]由农业资源与环境要素两大因素导致的粮食安全问题日益突出。基于此应发展"紧凑型"城市化模式、坚持内涵式耕地开发,在减少农业资源浪费的同时提高现有耕地的整体质量;应通过改善基础设施、优化市场准入制度、提升流通效率,以提高粮食市场竞争力;应综合考虑农业资源与环境要素两大因素,从制度层面建立健全粮食安全保障体系。  相似文献

This paper estimates a structural econometric model of household decisions regarding income strategies, participation in programs and organisations, crop choices, land management, and labour use, and their implications for agricultural production and soil erosion; based upon a survey of over 450 households and their farm plots in Uganda. Many factors have context-specific impacts and involve trade-offs between increasing production and reducing land degradation. Government agricultural extension and training programs contribute to higher value of crop production in the lowlands, but to soil erosion in the highlands. By contrast, non-governmental organization (NGO) programs focusing on agriculture and environment help to reduce erosion, but have less favourable impacts on production in the lowlands. Education increases household incomes, but also reduces crop production in the lowlands. Poverty has mixed impacts on agricultural production, depending on the nature of poverty: smaller farms obtain higher crop production per hectare, while households with fewer livestock have lower crop production. Population pressure contributes to agricultural intensification, but also to erosion in the densely populated highlands. Several household income strategies contribute to increased value of crop production, without significant impacts on soil erosion. We find little evidence of impact of access to markets, roads and credit, land tenure or title on agricultural intensification and crop production and land degradation. In general, the results imply that the strategies to increase agricultural production and reduce land degradation must be location-specific, and that there are few 'win-win' opportunities to simultaneously increase production and reduce land degradation.  相似文献

Recent concerns about future global food production seem poorly based. The rapid phase of growth in food consumption is over for most of the world's population because of increased incomes and, besides, population growth rates continue to slow. Thus, the rate of growth of food production needed in the future is much lower than it has been for the past 40 years. Production and price instability will continue, perhaps with lessened intensity because of reduced government intervention. With private agricultural interests now facing greater exposure to price and production risks, especially in developing countries, there needs to be greater emphasis on financial market instruments for managing these risks.  相似文献

OECD countries’ biofuels policies, derived from energy and environmental legislation and activated by high oil prices, were the primary cause of not only the sudden spike in grain and oilseed prices in 2007–2008 but also of the ensuing price volatility. Even though developing countries have a comparative advantage in biofuels production, they were shut out of rich countries’ biofuel markets by trade discriminating biofuels policies. Developing countries would not have been able to take full advantage of the price spike in the short run anyway given the low supply elasticities and the long time required for biofuel production to come online, unlike for corn‐ethanol. The controversy over the right price of food is misplaced and policy makers should instead focus on improving biofuels policies, which like their counterpart agricultural policies in previous decades, have damaged the welfare of developing countries.  相似文献

文章首先对河北省农业资源利用现状进行了分析(主要包括自然资源、经济资源和社会资源),其次对河北省粮食综合生产能力进行了现状分析,在此基础上确定了影响河北省粮食综合生产能力的3类因素10个指标,同时选取2004~2014年上述10个指标的统计数据,运用灰色关联分析法进行分析得出的结论是:农业机械总动力、农用塑料薄膜使用量、农药使用量与粮食总产量高度相关,对提升粮食综合生产能力影响大;其它影响因素按照关联度由大到小排列为:农用化肥施用折纯量、农业从业人员、农村用电量、人均耕地面积、粮食播种面积、农林牧渔业总产值、水土流失治理面积它们都与粮食产量中度相关,对提升粮食综合生产能力影响较大。最后提出充分利用农业经济资源是促进粮食稳产增产的首要途径、充分利用社会资源是促进粮食稳产高产的重要途径、保护耕地资源是基础等对策。  相似文献

This article presents tests of whether the kinds of "national" policy variables used to explain cross-country variation in the growth of aggregate GDP per capita can also successfully explain per capita growth in the agricultural and nonagricultural sectors of developing countries. There are four main results of interest. First, relative to nonagriculture, convergence is much slower in agriculture and the burden of population growth is generally much higher. Second, while orthodox economic policies share positive associations with economic growth in the nonagricultural sectors of developing countries, such policies fail to robustly predict variation in agricultural growth. Third, size of government indicators often yield an "unexpected" positive association with agricultural growth. And finally, although there is some evidence that fewer price controls are associated with faster agricultural growth, these associations are statistically quite weak and quantitatively quite small.  相似文献

Biofuels often raise the specter of food insecurity, water resource depletion, and greenhouse gas emissions from land clearing. These concerns underpin the “sustainability criteria” governing access to European biofuel markets. However, it is unclear if producing biofuels in low‐income countries does exacerbate poverty and food insecurity, and moreover, whether the sustainability criteria should apply to all agricultural exports entering European markets. We develop an integrated modeling framework to simultaneously assess the economic and environmental impacts of producing biofuels in Malawi. We incorporate the effects of land use change on crop water use, and the opportunity costs of using scarce resources for biofuels instead of other crops. We find that biofuel production reduces poverty and food insecurity by raising household incomes. Irrigated outgrower schemes, rather than estate farms, lead to better economic outcomes, fewer emissions, and similar water requirements. Nevertheless, to gain access to European markets, Malawi would need to reduce emissions from ethanol plants. We find that biofuels’ economic and emissions outcomes are generally preferable to tobacco or soybeans. We conclude that the sustainability criteria encourage more sustainable biofuel production in countries like Malawi, but are perhaps overly biased against biofuels since other export crops raise similar concerns about food security and environmental impacts.  相似文献

This article reviews the emerging trends in global food supply and demand up to 2020, and discusses policy challenges and obstacles to meeting this demand. Data were obtained from the International Food Policy Research Institute's International Model for Policy Analysis of Commodities and Trade (Rosegrant et al.). The country-specific data pertains to 37 countries and regions and 17 food commodities and prices in the world market. Cereal prices are expected to decline by about 11% by 2020; meat prices may decline by 6%. After 2010, cereal prices are expected to dramatically decline. Cereal demand will change with changes in income and urbanization. Maize and coarse grains will be replaced by wheat and rice. Life style changes may lead to a switch from rice to wheat. Growth in food consumption in developed countries will slow. A projected 82% of growth in global cereal consumption and almost 90% of increased global meat demand will occur in developing countries during 1993-2020. Asia alone will account for 48% of increased cereal consumption and 61% of increased meat consumption. 88% of food production growth will occur in developing countries through increased yields and 94% in developed countries. World trade in cereals will increase from an estimated 185 million metric tons annually to 328 million during 1993-2020. Food security for the poor and child malnutrition will remain unimproved. Yield growth is affected by agricultural research, fertilizer and energy use, land degradation, water scarcity, and bad policy. Water scarcity is the most limiting on yield growth. Malnutrition problems present multiple challenges.  相似文献

In this study we assessed the potential of woody biomass (short-rotation Mallee Eucalypts) for renewable energy generation as an economically viable way of motivating widespread natural resource management under climate change in the 11.9 million ha Lower Murray agricultural region in southern Australia. The spatial distribution of productivity of agricultural crops and pasture, and biomass was modelled. Average annual economic returns were calculated under historical mean (baseline) climate and three climate change scenarios. Economically viable areas of biomass production were identified where the profitability of biomass is greater than the profitability of agriculture under each scenario for three factory gate biomass prices. The benefits of biomass production for dryland salinisation, wind erosion, and carbon emissions reduction through biomass-based renewable energy production were also modelled. Depending on climate scenario, at the median price assessed ($40/tonne) biomass production can generate $51.4–$88 M in annual net economic returns, address 41,226–165,577 ha at high risk of dryland salinisation and 228,000–1.4 million ha at high risk of wind erosion, and mitigate 10.4–12 million tonnes of carbon (CO2−e) emissions annually. Economically viable areas for biomass production expanded under climatic warming and drying especially in more marginal agricultural land. Under the baseline, the area at high risk of dryland salinisation was more than double that at high risk of wind erosion. However, under climatic warming and drying the relative importance of these two natural resource management objectives switched with the area at high risk of wind erosion becoming much larger. As biomass production can achieve multiple natural resource management objectives, it may provide a land use policy option that is adaptable to changing priorities and economically resilient given climatic uncertainties. For such a significant and enduring land use change policy it is prudent to assess both the economic and environmental potential under climate change.  相似文献
