It is true that the performance of India's canal-irrigated agriculture could be substantially and cheaply improved by change in canal operating and maintenance procedures. But current procedures allow some farmers and state officials to capture disproportionate benefits for themselves through a well-institutionalised system of corruption. These beneficiaries of the status quo make up powerful interes groups against reform. The paper illustrates just how intensely ‘political’ irrigation reform can be, by tracing what happened when an attempt was made to carry out an apparently simple improvement in water allocation rules under a South Indian canal. The events suggest a wider process of cumulative causation making for low rates of growth of food production and weaker political authority. The process is not inevitable, however, and the paper ends with some suggestions about how, in the irrigation context, public policy might help to offset the decline.  相似文献

Most countries show a residency discount in rents for sitting tenants. In the wake of strong rent increases and housing shortages, Germany implemented a reform in 2001 to curtail rent increases. Based on linked housing‐tenant data for Germany, this paper estimates panel OLS and quantile regressions of rents within tenancies. The results show that rents deflated by the CPI increase strongly from 1984 until the reform in 2001, and there is a reversal in the trend afterwards. Before the reform, there is a significant residence discount which decreases in absolute value with tenure. The reform reduces rents, in particular for expensive apartments and for new leases. There is no residency discount after the reform.  相似文献

In 2001 an individual (operationally transferable) quota system was introduced for all the most important industrial fisheries in Chile. This system was put in place after years of declining stocks and over investment. In this paper we describe this reform and estimate related allocative efficiency benefits for the most important industrial fishery in the country, the southern pelagic fishery. Benefits were estimated using a bioeconomic model estimated using data for the 1985–2004 period. The estimated model was then used to generate simulated scenarios of the evolution of this fishery in a 20 year horizon with and without the ITQ system in place. The benefits of the reform can then be estimated by comparing the fishery’s costs in the scenarios with and without ITQs. This approach allows benefits to be estimated using more realistic counterfactual scenarios than just comparing the fishery before and after the reform. Estimated discounted net benefits reach US $166 million in the period 2001–2020. Fleet size fell from 149 active boats in 2000 to 57 in 2004 as a direct consequence of the reform. Among the interesting features of the Chilean experience is the way the political economy of the reform was facilitated by the prior introduction of de facto individual quotas within the framework of fishery experimental activities. When the authorities closed the southern pelagic fishery because of biological problems between 1997 and 2000, they organized ‘experimental’ fishing expeditions in which participant boats were given the right to fish a certain amount of resources per expedition. This pseudo quota system allowed fishermen to experience directly the benefits of individual quotas and that was instrumental to the political agreement leading to the reform. It is important to note that the Chilean southern industrial pelagic fishery has average catches of over 1.4 million tons a year, making it one of the largest fisheries in the world to be regulated by individual quotas.  相似文献

New Zealand (NZ) dairy farms used to be the lowest input and most efficient dairy farms of the world. However, intensification of the traditional pasture-based system has occurred over the last decade and has not always been accompanied by increased efficiency. The purpose of this paper is to produce an updated reference of the eco-efficiency of NZ dairy farm systems and to analyse the implications of intensification on their eco-efficiency. Results for an average NZ dairy farm system were compared with those for three dairy farmlet systems representing a wide range in intensification practices. A low input system (LI) (no N fertiliser, no brought-in feed supplement, stocking rate of 2.3 cows/ha) was compared with an N-fertilised farm system (NF) (170 kg fertiliser-N/ha/year, 3 cows/ha) representing a first level of intensification and with an N-fertilised and maize silage supplemented system (NFMS) (170 kg fertiliser-N/ha/year, 13 t DM maize silage/ha/year, 5.2 cows/ha), representing a possible future intensification option. Their eco-efficiency in terms of milk production and land use was compared using Life Cycle Assessment (LCA) methodology. NZ dairy farm systems rely on favourable temperate climate conditions and long-term perennial ryegrass/white clover pasture, to achieve eco-efficient milk production and land use compared to European systems. However, intensification of NZ dairy farms was shown to be detrimental to their eco-efficiency in terms both of milk production and land use functions and could greatly reduce their advantage compared to European systems. The eco-efficiency of LI was very high whatever the functional unit which is remarkable from an LCA perspective. NF and NFMS had a similar eco-efficiency except for energy use which corresponded to the most critical hot spot of NFMS. All studied NZ systems presented some areas for improvement where some new technologies available for dairy farms might play a promising role in the future. Finally, it should be highlighted that the comparison with European studies based on the literature available needs validation through a more comprehensive study using harmonised methodology and assumptions across countries.  相似文献

Price and yield uncertainty are traditional considerations in agricultural markets and their impact on development. Agricultural producers in transition economies face an additional risk factor – changes in the institutional protection of property rights. This paper illustrates how institutional uncertainty may affect investment, land use, and crop mix patterns. In particular, in the Ukrainian example, the rights of tenants are viewed as uncertain in anticipation of establishment of an open market for sale of agricultural land. Establishment of the land market in Ukraine has been postponed several times over the last 15 years and a significant number of lease contracts are not formalized. A large panel of farm-level data was used to show that a higher share of rented land is associated with a lower share of land used for investment intensive perennial crops controlling for prices and other factors. The difference in response to uncertainty is found to be significant among three crop types: perennials, grains and oil crops. The implication is that the lower level of protection of use rights and uncertainty regarding the future regulation of land sales market lead to under-investments in more capital intensive crops. As a result, tenants deviate from the optimal crop mix, reducing the productivity of tenant farms. Farms under 200 ha are affected most negatively as they are less likely to be able to access the level of legal and political protection enjoyed by large farms.  相似文献

This contribution examines Madagascar's land tenure reform – aimed at reducing land tenure insecurity – from a gender perspective. In particular, it investigates the certification program issuing formal land title deeds (land certificates) to landholders. Drawing on a household survey with gender-disaggregated asset data conducted in the rural municipality Soavinandriana, the analysis suggests that the certification program has strengthened both men's and women's formal claims to individually held land. However, the lack of gender equality principles and, in particular, of mechanisms to ensure that couples’ jointly held land is jointly secured, seems to have reinforced primary ownership of land by male household heads, at the expense of women's land rights. Furthermore, the land tenure reform does not address some of the most important threats to tenure security such as colonial titles and commercial pressure on land, and large parts of the country are still not covered by the certification program.  相似文献

We estimate the role of private investments in irrigation in farm productivity growth in West Bengal, India between 1982 and 95. Using a state-wide farm panel, we find that falling groundwater costs generated significant growth in value added per acre for farms. These resulted from investments in minor irrigation which was stimulated by tenancy registration programs implemented by local governments. This helps account for substantial spillover effects of the tenancy reform on non-tenant farms noted in an earlier study. Hence the West Bengal Green Revolution of the 1980s benefited from complementarity between private investment incentives and state-led institutional reforms.  相似文献

There is a heated debate in many developed countries about how to design a welfare system that moves lone mothers off welfare and into work. We analyze the consequences of a major Norwegian workfare reform of the generous welfare system for lone mothers. The reform imposed work requirements and time limits on welfare receipt, while raising in‐work benefits. Our difference‐in‐differences estimates show that the reform was successful in improving labor‐market participation and in increasing the earnings of lone mothers. However, the reform was associated with income loss and increased poverty among a sizeable subgroup of lone mothers, who were unable to offset the loss of out‐of‐work benefits with gains in earnings.  相似文献

Deforestation and forest degradation are estimated to account for between 12% and 20% of annual greenhouse gas emissions and in the 1990s (largely in the developing world) released about 5.8 Gt per year, which was bigger than all forms of transport combined. The idea behind REDD + is that payments for sequestering carbon can tip the economic balance away from loss of forests and in the process yield climate benefits. Recent analysis has suggested that developing country carbon sequestration can effectively compete with other climate investments as part of a cost effective climate policy.This paper focuses on opportunities and complications associated with bringing community-controlled forests into REDD +. About 25% of developing country forests are community controlled and therefore it is difficult to envision a successful REDD + without coming to terms with community controlled forests. It is widely agreed that REDD + offers opportunities to bring value to developing country forests, but there are also concerns driven by worries related to insecure and poorly defined community forest tenure, informed by often long histories of government unwillingness to meaningfully devolve to communities. Further, communities are complicated systems and it is therefore also of concern that REDD + could destabilize existing well-functioning community forestry systems.  相似文献

China has enjoyed spectacular economic growth since the 1980s. Economic models based on production functions typically suggest that China's rapid growth will continue at similarly high rates, but they ignore pressing structural and institutional constraints on its development. Among the problems identified in this paper, we point to an impending demographic shift that will greatly increase the number of economic dependents, the inadequate corporate legal foundation for indigenous private enterprise, and the discriminatory, defective and disruptive system of land tenure. These issues point to a pressing agenda of institutional reform to help China develop in future decades. Reforms have to concentrate on political structures, state efficiency, incentives to educate and train migrant workers, land tenure, and on private enterprise.  相似文献

The State Council of the People's Republic of China announced a reformed pension plan for public employees with the occupation pension plan in January 2015, officially disclosing that the social pension systems for private and public employees will be unified. Our proposed occupation pension plan for public employees is one of the important components in transiting from a dual‐track pension system to a sustainable and unified system. We aim at providing a pension design, that is, the defined benefit (DB ) underpin pension with estimates of the costs and benefits. We have used a financial engineering approach to calculate the hedge contribution for a DB underpin hybrid pension plan benefit. We also treat pension benefit and salaries in aggregate. Therefore, we propose a stochastic and exogenous salary model. Employees’ total benefits can be determined by multiple factors, such as inflation, economic environment, and employer's preference. However, the expectation of employees’ total benefits should not be affected by the change of salary and pension benefits. Our results could facilitate the ongoing pension reform in the People's Republic of China, providing a rigorous benchmark with public policy implications as to plan design, cost estimation, as well as risk management approach.  相似文献

We examine whether receiving a government R&D grant stimulates or crowds out a firm’s own R&D spending in Chinese manufacturing industries. Using a database that spans the population of large and medium size privately owned Chinese manufacturing firms for the period from 2007 to 2011, a matching estimator and a matching and difference in‐differences estimator, we find a large firm R&D promoting effect of government R&D: receiving a government R&D grant led to a 4 to 9‐million‐yuan increase in a firm’s own R&D expenditures. This is a significant effect since the average R&D expenditures ranged from 5 to 9 million yuan in the year before receiving the grant. To understand the mechanisms behind this effect, we compare the before‐ and after‐treatment performance and behaviour of the treated and the control firms. We find that the government R&D receiving firms became more profitable following their receipt of the grant. We also find that receiving a government R&D grant increases the likelihood of a firm continuing its R&D performance after receiving the initial grant.  相似文献

As a symbol of regulations as “solid as bedrock,” Japanese agriculture is a key target for structural reform under the Abe administration's “Abenomics” growth strategy. Its reform proposals have encompassed long‐standing rice production regulations, agricultural organizations, including the agricultural cooperatives (JA), and the controlled system of milk distribution. The government also seeks to promote agricultural exports and farmers’ participation in processing and distributing agricultural products. Led by the Prime Minister's Office, and taking advantage of changes in the political environment of agriculture that have weakened the political power of farmers and JA, the government has launched a reform offensive with variable impact: progress has been made in some areas (e.g. JA reform) but little change in others (such as rice production adjustment). The most significant challenge lies ahead in reforming the farmland system, which is yet to be tackled.  相似文献

采用随机前沿方法,利用2004—2010年我国24个省份的肉鸡生产数据,实证分析了规模化养殖对我国肉鸡生产效率的影响,并对不同养殖规模的肉鸡生产效率进行了测度和比较。结果显示:规模化养殖很大程度上提高了我国肉鸡生产效率,中规模养殖使肉鸡生产效率提高了16.89%,大规模养殖使肉鸡生产效率提高了57.62%;我国肉鸡生产效率的地区差异较大,且南方地区不同养殖规模的肉鸡生产效率存在显著差异,而北方地区的这种差异较小;标准化规模养殖程度不高是南方地区的肉鸡生产效率总体偏低且不同养殖规模的肉鸡生产效率存在较大差异的主要原因。  相似文献

The Sultan Marshes in the Develi Basin, Anatolia, one of twelve internationally important wetlands of Turkey, have been severely affected by the construction of an irrigation project in 1988. Intensive use of surface and ground water in irrigation has caused more than a 1 m decline in water levels and has affected the wetlands' ecological characteristics. Previous studies indicate that Sultan Marshes will need more water to restore viable ecological conditions. In this study, we analyze how economic benefits from agriculture and wetlands would be affected if moderate amounts of water were diverted from agriculture back to wetlands in the Develi Basin. By estimating total and marginal costs and benefits associated with water diversions, we determined the optimum or economically-efficient amount of water diversion. When only direct-use values of the wetland (animal grazing, plant harvesting, and ecotourism) were included in the analysis, the optimum amount of water diversion to the wetlands was found to be 5.2 million m3 year− 1 (165 L sec− 1), which compares to about 62 million m3 year− 1 (1,957 L sec− 1) used in irrigation. When wastewater treatment benefits (an indirect-use value) were added, the optimum amount rose to 7 million m3 year− 1. Overall, the analysis showed that water diversion from agriculture to the Sultan Marshes is economically preferable.  相似文献

This paper uses a semi-parametric empirical model to estimate the economic benefits of adopting a property rights-based management program in the Gulf of Mexico grouper fishery. The analysis predicts that a rights-based fleet will be comprised of fewer, more cost efficient boats than under the current controlled access management program. Results indicate that in the year of our data, 1993, the smaller, more productive fleet could harvest the allowable reef fish catch at a cost saving of $2.92–$7.07  million, 12–30% less than under controlled access management. Recent tightening of controlled access regulations suggest that the benefits from management reform could be even larger in the current day fishery.   相似文献

We conducted a laboratory‐in‐the‐field experiment with real‐life tenants in Ethiopia to test the incentive effects of fixed wage, sharecropping, fixed rent, and ownership contracts. The experimental task resembles a common process in agricultural production. The sharecropping contract is a piece rate scheme framed as a profit‐sharing agreement. Sharecropping output was about 12 percent smaller than the fixed rent output. Surprisingly, it is statistically indistinguishable from the fixed wage output, despite substantial piece rates. This effect is driven by real‐life sharecroppers. Their sharecropping output was smaller than that of non‐sharecroppers, especially in a region where a controversial land reform took place. We argue that our subjects dislike sharecropping contracts because of the unfair profit sharing and the disputed allocation of land. Fairness concerns, therefore, may be another impediment to efficiency under the sharecropping contract.  相似文献

We consider the case in which a corruptible manager contemplates to embezzle his/her firm's revenues by overstating the production costs in a duopolistic market. In order to embezzle more, the manager chooses to increase the firm's output. This partially corrects the market failures associated with the oligopoly distortion. Nevertheless, pervasive and large‐scale embezzlement is detrimental and should be addressed, although moderate embezzlement might be socially good. We also consider how the length of tenure affects the manager's behaviours: extending the tenure cannot eradicate embezzlement, and an insufficient rise of the reward rate may only defer embezzlement.  相似文献
