贯彻中办《意见》精神 推进学习型党组织建设

党的十七届四中全会《决定》要求建设学习型党组织,中共中央办公厅印发了《关于推进学习型党组织建设的意见》,提出了建设学习型党组织的具体要求。国资委系统各级党组织要结合国有企业实际，努力探索建设具有国企特色学习型党组织的内容、途径和方式。     

市国资思研会召开“创建学习型党组织”理论研讨会

4月15日，为贯彻落实党的十七届四中全会提出的“建设学习型党组织”的要求和中办《关于推进建设学习型党组织的意见》的精神，市国资企业思研会召开“创建学习型党组织”理论研讨会。上海机电学院党委书记李健劲、久事公司宣传部长许敏等14位同志在研讨会做了发言，分别就学习型党组织的内涵外延、建设学习型党组织的内容途径、评估体系等理论和实践问题，阐释了自己的思考，对国企建设学习型党组织提出了对策建议。

城市社区民间组织中的非法人化现象:问题与应对——对上海市13个街道的调查与分析

在城市社区民间组织中,普遍存在一种非法人化现象。通过对上海市的调查发现,没有登记注册的"非法"组织是主流。造成这一现象的制度原因是我国现有的社团管理体制,而根本原因则是社区民间组织的内生性动力不足。非法人化的发展趋势给民间组织的发展和管理带来了一系列的问题与挑战,在制度化的应对上,有效的政策包括适度规制、制度化的财政支持、有选择的政策倾斜、战略规划、鼓励并资助社区民间组织参与和进入政府服务的延伸领域等。     

Emerging organizations' characteristics as predictors of human capital employment mode: A theoretical perspective

Entrepreneurship is important to capitalistic economies, and in management studies. Additionally, organizations recognize that human resources are imperative to survival. Although human resources is an important field, sparse theory has been applied to human resources in emerging organizations. Recognizing that emerging organizations are different from established organizations, we expand prior work in human resources and emerging organizations to introduce a human resource architecture of emerging organizations. We introduce a model for the employment mode of emerging organizations based on intentionality, resources, boundary, and exchange. We present propositions drawn from our theory, and conclude with implications and suggestions for research.     

Strategic Management in Hybrid Organizations

Many public service organizations have to deal with rapidly changing environments. Government offers less financial security than in the past and stimulates organizations to develop a market orientation. The focus of this article is explaining the shape of strategic management in public service organizations that have merely a public orientation (task organizations) and organizations that combine a public orientation with a market orientation (hybrid organizations). On the basis of four case studies it is concluded that task organizations also move in the direction of hybrid organizations. Strategic management in hybrid public service organizations is a dynamic process in which changing the organization context, i.e. metagovernance, seems to be the predominating dimension of strategic management.

Influences on the rise of new organizations: the formation of women's medical societies.

This study examined the organizational context in which medical societies composed of women physicians were formed in the last decade of the nineteenth century in America. The inquiry was centered on the relationship between the number of existing organizations and the formation of a particular category of association. Two explanations for a relationship between the number of organizations and the establishment of women's medical societies were investigated: (1) the opportunities existing organizations allow for individuals to acquire skills they can use to start other organizations; and (2) the importance of social networks built within existing organizations. The results showed more medical societies in the cities where women's medical societies emerged than in a matched set of cities. The results would seem to imply that it is the presence of organizations similar to the focal one that is related to the formation of a particular kind of organization not the overall level of organizational activity.     

Organizations and meta-organizations

Most theories about organizations assume implicitly or explicitly that the members of organizations are individual persons. However, a large and growing number of organizations are “meta-organizations” whose members are other organizations. How organizations function is affected by the kind of members that they have. In this article it is argued that meta-organizations differ from individual-based organizations in important ways, and that they thus call for somewhat different theories. An outline of a theory for meta-organizations is suggested below. It aims to explain three fundamental elements in any theory of organizations: the creating and sustaining of formal organizations, the sources of and the reactions to conflict within organizations, and the question of organizational change.
