Conservation auctions for payment for ecosystem services (PES) are useful to identify the levels of incentives that will cover the opportunity costs of farmers supplying ecosystem services. Although auctions are increasingly used for allocation in PES schemes, the factors that lead to their successful implementation and eventual environmental outcomes are poorly understood in developing countries. We investigated the socio-economic and institutional contexts that led to smallholders' auction winning and eventual compliance using linear mixed-effects models, and post-auction and post-contract surveys. We employed a case study of a conservation contract preceded by a sealed-bid, multiple round, uniform price auction for watershed services from coffee farmers in Lampung, Indonesia. The auction participants presented low education levels, low asset endowments and small plot sizes. The study obtained evidence that farmers with larger plot areas were more likely to win the contracts, suggesting economies of scale. Most farmers considered the auction a fair self-selection mechanism to allocate contracts where allocation was not influenced by power or social rank. Non-compliance was associated with labor availability constraints, short duration of land ownership and existence of previous conservation applications, suggesting lax of capability to invest in applying conservation agriculture. Final bids were however not good predictors of compliance, among other factors, calling into question the potential of auctions to elicit the actual incentive from the farmers. Ensuring that farmers understand the purposes of auctions for effective contract allocation beyond a mere game and identifying farmers that might encounter difficulties fulfilling the contract could increase the likelihood that such a PES scheme would be successful.  相似文献

The present paper proposes that markets for nature conservation on private land are missing because of the problem of asymmetric information. An auction of conservation contracts was designed to reveal hidden information needed to facilitate meaningful transactions between landholders and government. The present paper describes the key elements of auction and contract design employed and the results obtained from a pilot auction of conservation contracts run in two regions of Victoria. The pilot demonstrated that it was possible to create at least the supply side of a market for nature conservation and in conjunction with a defined budget, prices were discovered and resources allocated through contracts with landholders. The present paper compares a discriminative price auction with a hypothetical fixed-price scheme showing that an auction could offer large cost savings to governments interested in nature conservation on private land. The paper identifies some important design problems that would need to be solved before auctions could be applied more broadly including: multiple complementary outcomes, reserve prices, sequential auction design and contract design. Nevertheless, the paper does show that auctioning conservation contracts for environmental outcomes is an important new policy mechanism that deserves closer examination.  相似文献

This thesis determines the tradeoff between producer welfare and the provision of environmental benefits, through reduced soil erosion and fertilizer applications, on agricultural working land. A land-use allocation model of two Iowa counties is formulated as a mathematical programming problem, building upon the Takayama and Judge framework. Slope is used to reflect terrain heterogeneity, such that the spatial allocation of land-use practices impacts economic and environmental outcomes via a yield damage function and differentiated rates of soil erosion. The model differs from prior empirical models in that it includes both crop and livestock production, which gives the model the flexibility to choose whether the two activities are optimally nonseparable.
Price policy analysis indicates that the land use allocation is relatively insensitive to changes in commodity prices, i.e., altering commodity-based support payments is insufficient to attain environmental improvements. Several "green" policy instruments are simulated to estimate the cost to producers of reducing environmental damages. Limiting soil erosion with either a regulatory standard or a per unit tax reduces the average return to land by 10%. Shifting current income support payments into a system of payments for conservation land management practices, similar in essence to the Conservation Security Program, cannot attain the same soil erosion reduction with less cost to producers. Overall, the inelastic response of land use practices to commodity prices indicates that targeting the use of productive inputs, as opposed to commodity outputs, may be a more efficient means of attaining environmental improvements.  相似文献

Payments for Ecosystem Services (PES) is increasingly used in developing countries to secure the sustainable provision of vital ecosystem services. The largest PES programs in the world are embedded in China’s new forest policies, which aim to expand forest cover for soil and water conservation and improve livelihoods of rural people. The objective of this study is to identify the complex pathways of the impacts of two PES programs , the Conversion of Cropland to Forest Program (CCFP) and the Ecological Welfare Forest Program (EWFP), on household livelihood decisions, and to quantify the direct and indirect impacts along the identified pathways. We fulfill this objective by developing an integrated conceptual framework and applying a Partial Least Squares-Structural Equation Model (PLS-SEM), based on household survey data from Anhui, China. Labor allocation (for on-farm work, local paid work, local business, or out-migration) and land use decisions (i.e., rent in, maintain, rent out, or abandon cropland) for participating households are key to understand PES program effects on livelihoods. Results show that the PES programs have only small direct effects but significant indirect effects via the mediating factor of capital assets. Moreover, group heterogeneity analysis shows that lower-income households do not benefit more than the better-off households from the PES programs, while households with medium wealth increase dependence on agriculture. In addition, household demographics, individual attributes, and geographic settings differ in their impacts on labor allocation and land use decisions. We conclude that CCFP and EWFP would be more efficient in conserving the environment while improving the economic welfare of lower-income households if capital assets were taken into account in the design of compensation schemes.  相似文献

Loss or degradation of communal lands can have major implications for people’s livelihoods and well-being in rural underdeveloped areas. Mining operations are one driver of land loss with negative implications for people. This study assesses the livelihood effects of open-cast mining on a rural communal land village that lost 8 000 ha of land and compares it to another village nearby that did not. The results suggest that the loss of land and the ecosystem services they provide has negatively affected people’s livelihood strategies and outcomes. On average, only 23 % of households in the affected village had crop fields compared to an adjacent village, that did not lose land to the mine, where 90 % of households had a crop field. This accounts for substantial losses in income through agriculture, both as cash earnings and savings, and negatively affects household food security. As a result of the mine the affected community has also lost access to grazing, and now many households must pay to graze their livestock in other areas. Furthermore, the option to harvest several key natural resources (provisioning services) or non-timber forest products (NTFPs) such as wild fruits and vegetables, edible insects, fuelwood, and to a lesser extent resources like reeds and medicinal plants were lost due to the mine, negatively impacting local livelihoods. NTFPs are important for rural livelihoods as they allow for cash saving, income generation and act as a safety net or fall-back option during times of increased vulnerability. The findings also give a good indication of changes in agriculture and resource use over time and the varying reasons for this. Other negative effects from the mine included; cracking of houses due to blasting, dust pollution, water contamination, social and cultural effects, community alterations and conflicts, and very little was seen to be gained in terms of employment through Social Labour Plans (SLPs) or corporate social responsibility (CSR) initiatives. Households in the village affected by the mine lose approximately R 15 000 per year through losses of agricultural potential and the ability to collect NTFPs, which is larger than the annual cash incomes for most households. This value is likely to be an underestimate of the total value lost, as reductions in grazing potential and the loss of supporting, regulating and cultural ecosystem services were not included in this figure. This study highlights the importance of considering land access and associated land-based livelihoods in rural communal land areas in the context of disturbance and change. Recommendations for future assessments and policy on compensation for rural communities are made and issues relating to CSR are discussed.  相似文献

The paper looks at the possibility of creating a market for environmental goods and services in the countryside by awarding conservation contracts to farmers on the basis of competitive bidding. Auctions have several theoretical advantages over alternative allocation mechanisms (such as standard-rate payments) because they allow the participants to deal with informational asymmetries and the uncertainty about the value of the (non-market) goods being traded. A formal model of bidding behaviour in ‘green auctions’ shows that bidding strategies are determined by the individual farmers' costs of implementing the conservation contracts and their beliefs about the maximum acceptable payment level, making the auction an imperfect cost revelation mechanism. Auctions can reduce the information rents accruing to farmers and can increase the cost-effectiveness of public goods provision. Strategic bidding behaviour in multiple-signup auctions as well as high transaction costs are potential sources of reduced efficiency.  相似文献

The Environmental Stewardship Scheme provides payments to farmers for the provision of environmental services based on foregone agricultural income. This creates a potential incentive compatibility problem which, combined with information asymmetry about farm land potential, can lead to adverse selection of land into the Scheme and therefore a less cost‐effective provision of environmental goods and services. However, the Higher Level Stewardship (HLS) Scheme design includes some features that potentially reduce adverse selection. This paper studies the adverse selection problem of the HLS using a principal‐agent framework at the regional level. It is found that, at the regional level, the enrolment of more land from lower payment regions for a given budget constraint has reduced the adverse selection problem through contracting a greater overall area and thus higher overall environmental benefit. In addition, for landscape regions with the same payment rate (i.e. of the same agricultural value), differential weighting of the public demand for environmental goods and services provided by agriculture (measured by weighting an environmental benefit function by the distance to main cities) appears to be reflected in the regulator’s allocation of contracts, thereby also reducing the adverse selection problem.  相似文献

[目的]农地整治能通过多种有效途径改善农户的生计资本。以农地整治的角度切入来研究农户生计脆弱性的变化规律,探究农地整治对农户生计脆弱性的影响,为探索改善农户生计的可持续性提供理论借鉴。[方法]以农地整治对生计资本的直接改善为出发点,基于可持续生计分析框架,根据IPCC关于脆弱性的解释,建立农地整治区农户生计脆弱性评估框架体系,其主要涵盖农户面临的自然风险、生计资本以及适应策略3方面,通过熵权法确定指标权重。基于湖北省荆门、宜昌两地区的394户农户调查问卷,运用生计脆弱性评估框架计算得到农地整治前后农户生计脆弱性指数,同时,针对荆门、宜昌两地区分别进行评估研究。[结果](1)农地整治前后农户生计脆弱性指数分别为-0.223和-0.423,在整治之后农户生计脆弱性显著降低。(2)生计脆弱性指数变化的影响因素存在地区性差异。荆门地区整治前后的生计脆弱性指数变化依次受旱地情况、耕地灌溉情况、村庄绿化设施、农田水利设施的变化量等因素的影响;宜昌地区整治前后生计脆弱性指数变化依次受农田水利设施、村庄道路通达、村庄绿化设施、田间道路、耕地灌溉情况、水田情况、旱地情况的变化量等因素的影响。[结论]为提高农户福利水平,降低其生计脆弱性,建议农地整治的规划与实施要进一步关注农户生计问题,特别重视相关自然资本和物质资本的改善,同时不同实施地区要从贡献因素排序出发,实现提高农户生计脆弱性改善的目的。  相似文献

Empirical evidence on the role of cattle sharing and rental contracts in agrarian economies is limited. This article is an investigation of different types of cattle sharing and rental contracts producers in rural Ethiopia adopt. It also investigates why households in rural Ethiopia rely on these contracts that are vulnerable and therefore subject to potential moral hazard problems described in earlier literature. We apply random effect probit and control function econometric methods to household panel data collected in 2005 and 2007 from two agro‐ecological zones in Ethiopia. Controlling for the endogeneity of access to livestock credit, we find that contracts are spatially fragmented and better developed where population density is high and credit and insurance markets are poorly developed. We also find that contracts help cash poor and credit constrained households to improve their herd dynamics, to get access to nonlivestock resources (land, labor and cash) and share risks that could have been difficult without the contract. We show that contracts are rational responses of residents in rural communities characterized by imperfect credit and insurance services, since households with better access to credit are less likely to rely on contracts.  相似文献

This study examines the impacts of participation in off‐farm work and land tenancy contracts on the intensity of investment in soil‐improving measures and farm productivity. A multivariate Tobit model that accounts for potential endogeneity between the intensity of investment and the off‐farm work and tenancy contract variables is estimated for 341 rural households in Punjab province of Pakistan. An instrumental variable approach is also used to analyse the impact of tenancy contract and off‐farm work on farm productivity. The empirical results show that participation in off‐farm work and tenure security tends to increase the intensity of investment in long‐term soil‐improving measures. We also find that increases in off‐farm work and tenure security exert significant and positive effects on farm productivity.  相似文献

The work reported here examined intra-regional differences in land use and livelihood changes made by landholders during a forest transition in a dry region of North-West Costa Rica. It drew on the Sustainable Livelihoods Analysis framework to evaluate a qualitative, comparative study of landholders’ access to livelihood resources in two key landholder groups across five communities. Research findings show that while forest outcomes were similar across the two landholder groups and the five communities (net forest recovery), the livelihood dynamics leading to these outcomes varied. One important factor influencing this was small differences in the geographic location of the five communities, which shaped the effect of mediating institutions and policies on the accessibility and deployment of livelihood resources. The findings point to the importance of locally tailored interventions that reach beyond the field of forest conservation and management. These would include interventions to strengthen rural peoples’ access to resources needed to adapt livelihoods to changing socio-economic conditions. They would also include programs to reduce locally felt trade-offs between conservation and development. The findings also raise doubts that Costa Rica's payments for environmental services (PES) program, as it is currently structured, is an effective mechanisms for linking forest recovery and sustainable rural livelihoods in this particular region.  相似文献

The last three decades have witnessed the continued exit of households from primary agriculture in the United States, where the average annual gross exit rate has averaged 10% per year. Understanding exit behavior is one key to future farm structure, management of abandoned land, depopulation of rural areas, and agricultural policy, including government program payments. This study empirically estimates the determinants of exit decisions of farm households. Particular attention is given to the roles of intensity of government payments and off‐farm work decisions of farm couples in the exit decision. Using a large farm‐level survey and controlling for endogeneity, results indicate that farm households with reduced intensity of government payments are more likely to exit farming. Households where the operator spouse works off the farm are more likely to exit farming. Additionally, households with older farmers, with the farm operator and spouse raised on a farm, and households operating farms located in Northern Great Plains are more likely to exit farming.  相似文献

Contract farming has gained in importance in many developing countries. Previous studies analysed effects of contracts on smallholder farmers’ welfare, yet mostly without considering that different types of contractual relationships exist. Here, we examine associations between contract farming and farm household income in the oil palm sector of Ghana, explicitly differentiating between two types of contracts, namely simple marketing contracts and more comprehensive resource-providing contracts. Moreover, we look at different income sources to better understand how both contracts are linked to farmers’ livelihood strategies. We use cross-sectional survey data and regression models. Issues of endogeneity are addressed through measuring farmers' willingness-to-participate in contracts and using this indicator as an additional covariate. Farmers with both types of contracts have significantly higher household incomes than farmers without a contract, yet with notable differences in terms of the income sources. Farmers with a marketing contract allocate more household labour to off-farm activities and thus have higher off-farm income. In contrast, farmers with a resource-providing contract have larger oil palm plantations and thus higher farm incomes. The findings suggest that the two contract types are associated with different livelihood strategies and that disaggregated analysis of different income sources is important to better understand possible underlying mechanisms.  相似文献

China's Sloping Land Conversion Program (SLCP) pays millions of farmers to convert cropland in upper watersheds to tree plantations. It is considered one of the world's largest payments for ecosystem services (PES) scheme for its reliance on financial incentives. This paper examines the outcomes of the SLCP by way of a case study from the Yangliu watershed in Yunnan province. It focuses on the notions of justice embedded in state policy and held by villagers and local state officials in order to understand the observed outcomes in terms of people's participation in the implementation of the SLCP, land use changes and livelihood effects. Villagers, local state officials, and state policy share a primary concern about distributive justice despite significant differences in their specific notions. The shared concern underlies the villagers’ positive reactions to the SLCP, which among other factors, have led to the intended expansion of tree plantations and a livelihood transition in Yangliu since 2003. The insights from Yangliu suggest the need to consider justice for a fuller understanding of the dynamics and outcomes of the SLCP and other PES schemes worldwide as the notions of justice applied by the involved actors may influence land use and livelihood dynamics in addition to the other factors considered in research this far.  相似文献

We investigate the relationship between EU Common Agricultural Policy environmental payments, and dairy and beef farm level competitiveness and environmental performance. We use an Irish panel of farm level financial data for the years 2000–2017 and apply stochastic frontier analysis. Our estimates identify a positive relationship between technical efficiency and the Green, Low-Carbon, Agri-Environment Scheme for dairy farms, in contrast with the negative relation identified for previous payments of this kind such as the Rural Environment Protection Scheme for both beef and dairy. We then simulate increases in the first type of environmental payments financed through reductions in decoupled payments. We use alternative scenarios for payment redistribution such as flat allocation, allocation to farms with low stocking rates or proportional reallocation of payments. We find that under the second scenario, marginal environmental gains can potentially be achieved for dairy farms. For beef farms, the proportional allocation performs best regarding environmental gains. We also find that under this scenario, the impacts on income inequality can be smoothed for both farm types.  相似文献

Many tropical countries have recently implemented similar forest policies including large-scale afforestation programmes and the devolution of land-use rights. Their success in enhancing livelihoods and contributing to improved environmental services has been widely questioned. This paper discusses the impacts of state afforestation efforts and forestry land allocation on farmers’ land-use decisions in northern Vietnam. It links policy outcomes with factors located beyond the local level by analysing the decision-making process at the policy implementation stage. Our study suggests that the current national afforestation campaign has not successfully involved households in the forestry sector and that forestry land allocation to households has often disrupted existing land-use systems with little impact on afforestation. These discrepancies between policy intentions and outcomes are partly linked to the relative freedom provinces have to interpret and adapt policies during the implementation stage. In this respect, the political and economic context has played a significant role in providing particular financial and bureaucratic incentives to the former State Forest Enterprises and to civil servants. However, we argue that these actors have been allowed or even encouraged to take advantage of these incentives by national policy-makers thanks to: (1) the lack of clarity or the poor adequacy of the policies designed at the central level, and (2) the blurred character of prevailing national discourses promoting afforestation and community-based forest management. We recommend that national policy-makers allow flexibility in policy implementation but develop mechanisms of accountability and control between the provincial and the central authorities.  相似文献

To address land degradation and rural poverty the Chinese government has put in place a series of land conversion programmes in the Loess Plateau area in northern China. In addition to problems arising from unsustainable land use, water resource availability driven in part by climatic forcing is also a threat to livelihoods in this region. To understand climate impacts on farming practice in poor areas of China, field observation and village reconnaissance took place in the summer of 2009 in three selected counties of Shaanxi and Ningxia Province, northern China. Semi-structured interviews were undertaken with householders in rural communities aiming to explore the impacts of recent climate and environmental changes and the role of land management practices on individual and community livelihood incomes as well as individual understanding and engagement with these concepts. The findings were complemented with secondary agricultural, economic and climatic data from the study regions. Respondents argued that land conversion programmes improved income potential, sustainability of livestock grazing and environmental quality in the region. However, water availability was thought to increasingly limit agriculture and human wellbeing in some of the regions with water resources becoming notably scarcer. Understanding of climate change as a concept varied amongst farmers potentially hampering the ability to adapt existing farming practices to maximise livelihood incomes sustainably. Positive effects of the government's land management schemes were unevenly distributed within villages and amongst regions, often linked to a lack of knowledge transfer and shared resources resulting in marginalised households and/or communities. Off-farm labour (in many cases relating to young adult rural to urban migration) appears a crucial source of income for households in the study region. Respondents in Ningxia expressed reservations about the future prospect of productive farming if the water availability continued to diminish.  相似文献

Lessons from a variety of past and present US cropland diversion programmes are important for evaluating UK set-aside proposals. The structure and operation of current US programmes and the major UK proposals are described. A comparative economic welfare analysis of generic cropland diversion in the US and UK reveals the different types of potential impacts due principally to their different agricultural support programmes. Government cost savings and land rental payments can be misleading benefit and cost indicators for set-aside. Major problems with US programmes include slippage of production control, lack of targeting, inadequate overall efficiency evaluations, and goal conflict. The most appropriate role for cropland diversion may be as a compensatory mechanism to aid the agricultural adjustment process in the face of price restraint, while securing the most valuable non-market conservation and environmental services from idled farm land.  相似文献

研究目的:分析移民易地安置区不同类型农户生计多样性及其土地利用变化,为区域土地优化与自然资源可持续利用提供参考。研究方法:问卷调查、半结构访谈及数理统计等方法。研究结果:移民政策实施以来,研究区纯农户比例急剧下降,不同类型农户的兼业行为趋势明显,农业生计多样化指数增加,但非农生计方式单一;移民兼业行为和非农生计行为明显,但原驻民的农业生计多样性指数更高;不同类型农户土地利用变化表现出,农户兼业程度越高,耕地面积减少越快,林地扩张程度越高,农用地面积变化越明显等特点;移民政策实施以来,研究区土地利用集约度明显提升,且表现出非农程度越高,耕地利用集约度水平越高的趋势,但因林地大面积扩张导致农用地集约度总体水平较低且呈现下降趋势。研究结论:移民安置区不同类型农户面临的生计压力不同,应优化配置土地资源,帮助农户发展多样化的非农生计活动,提高农户生计多样化和土地集约化水平。  相似文献

Rural households in the semiarid Northern Ethiopian highlands are net buyers of food. Crop failure due to erratic and unpredictable rainfall occurs frequently and leads to food shortages and income shocks. The renting out of land may be one of the coping responses of households exposed to shocks. We developed a theoretical household model for poor landlord households capturing their contract choice response to downside production shocks. We tested econometrically whether contract choice may depend on poverty, capital constraints, production risk and random shocks. The multinomial logit model estimates show that poor households experiencing random shocks are more likely to choose fixed‐rent contracts as a distress response to shocks, suggesting that fixed‐rent contracts may be used to meet immediate needs, but at the expense of future incomes. We also found that fixed‐rent contracts are preferred when ex ante production risk is low, while sharecropping is more likely where production risk is high. Finally, we found an indication that the choice of a fixed‐rent contract as a coping response to shocks comes as a last resort after all other means of coping are exhausted.  相似文献
